Weatherization Assistance Program; Proposed State Plan; Public Hearing

 The Department of Community and Economic Development (Department) publishes notice of a hybrid public hearing to be held at 3 p.m. electronically, by means of web/conference call and in-person on Tuesday, April 18, 2023, in PUC Hearing Room 4, Plaza Level, Commonwealth Keystone Building, 400 North Street, Harrisburg, PA. Electronic access information can be found at the end of this notice.

 The purpose of this hearing is to receive comments on the proposed Pennsylvania 2023-2024 annually appropriated by the United States Department of Energy (DOE) Weatherization Assistance Program (WAP) State Plan (Plan).

 The proposed 2023-2024 Plan will authorize the formula-based distribution for each county. Specific performance goals emphasize production; quality of the work product; prompt; accurate and complete reporting; and compliance with program standards and regulations.

 The Plan includes the following changes:

 • WAP Readiness Policy updates—timeframes, inspection process, deferral tracking tool.

 • Establishing a DOE Fuel switching policy after PA has energy audit, MINT, approved.

 • Plans to transition to MINT energy audit tool.

 • Multifamily work to be included—request for proposal posted for that work.

 • Average Cost Per Unit = $8,250 ***Only for WAP Annual funding*** $8,009 for all DOE Bipartisan Infrastructure Law funding.

 • Reporting requirement updates—workforce demographics, units per agency—per quarter, race and ethnicity, WAP Readiness details.

 • National Environmental Policy Act information provided and training required.

 • Quality Control Inspections must include complete review and verification of energy model/audit.

 • Crew and Contractor work orders need to demonstrate performance requirements of Energy Audit.

 • Training and Technical Assistance plan updates—can span several years, training needs assessments continue to be conducted, development of labor and management partnerships, training tracking spreadsheet updated and training hours reviewed, MINT training added, new training site referenced.

 • Health and Safety Plan updates—clarification deferred job not counted as complete, weatherized unit and weatherization can't be completed with unvented combustion space heater.

 • Preparing partners, subcontractors and clients for the potential of the State, DOE or other official entity to collect and analyze data to determine program effectiveness—providing permission for data to be shared.

 There is a continued National focus on coordination of efforts where other health and safety, lead-abatement, utility weatherization and housing rehab services are coordinated locally with weatherization services.

 Copies of the proposed 2023-2024 DOE WAP Plan may be obtained beginning April 7, 2023, by contacting the Department of Community and Economic Development, Whole Home Repair and Weatherization Assistance Office, (717) 425-7597 or it can be downloaded from the Department's web site at www.dced.pa.gov. Written comments may be submitted electronically to ra-wxmail@ pa.gov until 5 p.m. on April 18, 2023.
