Pennsylvania Feeling Lucky Instant Lottery Game 1647

 Under the State Lottery Law (72 P.S. §§ 3761-101—3761-314) and 61 Pa. Code § 819.203 (relating to notice of instant game rules), the Secretary of Revenue hereby provides public notice of the rules for the following instant lottery game:

 1. Name: The name of the game is Pennsylvania Feeling Lucky (''Feeling Lucky''). The game number is PA-1647.

 2. Price: The price of a Feeling Lucky instant lottery game ticket is $10.

 3. Play symbols: Each Feeling Lucky instant lottery game ticket will contain one play area featuring a ''WINNING NUMBERS'' area, a ''YOUR NUMBERS'' area and a ''FEELING 10X LUCKY'' area containing ''LUCKY SPOT 1'' and ''LUCKY SPOT 2.'' The ''FEELING 10X LUCKY'' area is played separately. The play symbols and their captions, located in the ''WINNING NUMBERS'' area, are: 1 (ONE), 2 (TWO), 3 (THREE), 4 (FOUR), 5 (FIVE), 6 (SIX), 7 (SEVEN), 8 (EIGHT), 9 (NINE), 10 (TEN), 11 (ELEVN), 12 (TWLV), 13 (THRTN), 14 (FORTN), 15 (FIFTN), 16 (SIXTN), 17 (SVNTN), 18 (EGHTN), 19 (NINTN), 20 (TWENT), 21 (TWYONE), 22 (TWYTWO), 23 (TWYTHR), 24 (TWYFOR), 25 (TWYFIV), 26 (TWYSIX), 27 (TWYSVN), 28 (TWYEGT), 29 (TWYNIN) and 30 (THIRT). The play symbols and their captions, located in the ''YOUR NUMBERS'' area, are: 1 (ONE), 2 (TWO), 3 (THREE), 4 (FOUR), 5 (FIVE), 6 (SIX), 7 (SEVEN), 8 (EIGHT), 9 (NINE), 10 (TEN), 11 (ELEVN), 12 (TWLV), 13 (THRTN), 14 (FORTN), 15 (FIFTN), 16 (SIXTN), 17 (SVNTN), 18 (EGHTN), 19 (NINTN), 20 (TWENT), 21 (TWYONE), 22 (TWYTWO), 23 (TWYTHR), 24 (TWYFOR), 25 (TWYFIV), 26 (TWYSIX), 27 (TWYSVN), 28 (TWYEGT), 29 (TWYNIN), 30 (THIRT), Fingers Crossed (WINPRZ) symbol and a Horseshoe (WIN500) symbol.

 4. Prize symbols: The prize symbols and their captions, located in the ''YOUR NUMBERS'' area, are: $10.00 (TEN DOL), $20.00 (TWENTY), $30.00 (THIRTY), $50.00 (FIFTY), $100 (ONE HUN), $150 (ONEHUNFTY), $500 (FIV HUN), $1,000 (ONE THO), $10,000 (TEN THO) and $500,000 (FIVHUNTHO). The prize symbols and their captions, located in the ''FEELING 10X LUCKY'' area, are: $10.00 (TEN DOL), $30.00 (THIRTY), $50.00 (FIFTY), $100 (ONE HUN), $500 (FIV HUN) and $1,000 (ONE THO).

 5. Prizes: The prizes that can be won in this game are: $10, $20, $30, $50, $100, $150, $500, $1,000, $10,000 and $500,000. The prizes that can be won in the ''FEELING 10X LUCKY'' area, are: $10, $30, $50, $100, $500 and $1,000. Feeling Lucky contains a feature that can multiply certain prizes. For a complete list of prizes, and how those prizes can be won, see section 8 (relating to number and description of prizes and approximate odds). A player can win up to 16 times on a ticket.

 6. Approximate number of tickets printed for the game: Approximately 11,400,000 tickets will be printed for the Feeling Lucky instant lottery game.

 7. Determination of prize winners:

 (a) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match any of the ''WINNING NUMBERS'' play symbols and a prize symbol of $500,000 (FIVHUNTHO) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $500,000.

 (b) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match any of the ''WINNING NUMBERS'' play symbols and a prize symbol of $10,000 (TEN THO) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $10,000.

 (c) Holders of tickets upon which a prize symbol of $1,000 (ONE THO) appears in ''LUCKY SPOT 1'' and ''LUCKY SPOT 2'' within the ''FEELING 10X LUCKY'' area, on a single ticket, shall be entitled to a prize of $10,000.

 (d) Holders of tickets upon which a prize symbol of $500 (FIV HUN) appears in ''LUCKY SPOT 1'' and ''LUCKY SPOT 2'' within the ''FEELING 10X LUCKY'' area, on a single ticket, shall be entitled to a prize of $5,000.

 (e) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match any of the ''WINNING NUMBERS'' play symbols and a prize symbol of $1,000 (ONE THO) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $1,000.

 (f) Holders of tickets upon which a Fingers Crossed (WINPRZ) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $1,000 (ONE THO) appears in the ''Prize'' area under that Fingers Crossed (WINPRZ) symbol, on a single ticket, shall be entitled to a prize of $1,000.

 (g) Holders of tickets upon which a prize symbol of $100 (ONE HUN) appears in ''LUCKY SPOT 1'' and ''LUCKY SPOT 2'' within the ''FEELING 10X LUCKY'' area, on a single ticket, shall be entitled to a prize of $1,000.

 (h) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match any of the ''WINNING NUMBERS'' play symbols and a prize symbol of $500 (FIV HUN) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $500.

 (i) Holders of tickets upon which a Fingers Crossed (WINPRZ) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $500 (FIV HUN) appears in the ''Prize'' area under that Fingers Crossed (WINPRZ) symbol, on a single ticket, shall be entitled to a prize of $500.

 (j) Holders of tickets upon which a Horseshoe (WIN500) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $500 (FIV HUN) appears in the ''Prize'' area under that Horseshoe (WIN500) symbol, on a single ticket, shall be entitled to a prize of $500.

 (k) Holders of tickets upon which a prize symbol of $50.00 (FIFTY) appears in ''LUCKY SPOT 1'' and ''LUCKY SPOT 2'' within the ''FEELING 10X LUCKY'' area, on a single ticket, shall be entitled to a prize of $500.

 (l) Holders of tickets upon which a prize symbol of $30.00 (THIRTY) appears in ''LUCKY SPOT 1'' and ''LUCKY SPOT 2'' within the ''FEELING 10X LUCKY'' area, on a single ticket, shall be entitled to a prize of $300.

 (m) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match any of the ''WINNING NUMBERS'' play symbols and a prize symbol of $150 (ONEHUNFTY) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $150.

 (n) Holders of tickets upon which a Fingers Crossed (WINPRZ) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $150 (ONEHUNFTY) appears in the ''Prize'' area under that Fingers Crossed (WINPRZ) symbol, on a single ticket, shall be entitled to a prize of $150.

 (o) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match any of the ''WINNING NUMBERS'' play symbols and a prize symbol of $100 (ONE HUN) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $100.

 (p) Holders of tickets upon which a Fingers Crossed (WINPRZ) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $100 (ONE HUN) appears in the ''Prize'' area under that Fingers Crossed (WINPRZ) symbol, on a single ticket, shall be entitled to a prize of $100.

 (q) Holders of tickets upon which a prize symbol of $10.00 (TEN DOL) appears in ''LUCKY SPOT 1'' and ''LUCKY SPOT 2'' within the ''FEELING 10X LUCKY'' area, on a single ticket, shall be entitled to a prize of $100.

 (r) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match any of the ''WINNING NUMBERS'' play symbols and a prize symbol of $50.00 (FIFTY) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $50.

 (s) Holders of tickets upon which a Fingers Crossed (WINPRZ) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $50.00 (FIFTY) appears in the ''Prize'' area under that Fingers Crossed (WINPRZ) symbol, on a single ticket, shall be entitled to a prize of $50.

 (t) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match any of the ''WINNING NUMBERS'' play symbols and a prize symbol of $30.00 (THIRTY) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $30.

 (u) Holders of tickets upon which a Fingers Crossed (WINPRZ) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $30.00 (THIRTY) appears in the ''Prize'' area under that Fingers Crossed (WINPRZ) symbol, on a single ticket, shall be entitled to a prize of $30.

 (v) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match any of the ''WINNING NUMBERS'' play symbols and a prize symbol of $20.00 (TWENTY) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $20.

 (w) Holders of tickets upon which a Fingers Crossed (WINPRZ) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $20.00 (TWENTY) appears in the ''Prize'' area under that Fingers Crossed (WINPRZ) symbol, on a single ticket, shall be entitled to a prize of $20.

 (x) Holders of tickets upon which any of the ''YOUR NUMBERS'' play symbols match any of the ''WINNING NUMBERS'' play symbols and a prize symbol of $10.00 (TEN DOL) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $10.

 (y)  Holders of tickets upon which a Fingers Crossed (WINPRZ) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $10.00 (TEN DOL) appears in the ''Prize'' area under that Fingers Crossed (WINPRZ) symbol, on a single ticket, shall be entitled to a prize of $10.

 FEELING 10X LUCKY: When the prize amount in LUCKY SPOT 1 matches the prize amount in LUCKY SPOT 2, win 10 TIMES that amount! FEELING 10X LUCKY is played separately.

 Prizes, including top prizes, are subject to availability at the time of purchase.

 9. Retailer incentive awards: The Lottery may conduct a separate Retailer Incentive Program for retailers who sell Feeling Lucky instant lottery game tickets.

 10. Retailer bonus: The Lottery may offer a retailer bonus in connection with the sale of Pennsylvania instant lottery game tickets. If a retailer bonus is offered, a Lottery retailer shall be eligible for a bonus as described in this section. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $100,000 and not exceeding $500,000 shall be paid a bonus of $500. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $500,001 and not exceeding $1,000,000 shall be paid a bonus of $5,000. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $1,000,001 and not exceeding $10,000,000 shall be paid a bonus of $10,000. A Lottery retailer is entitled only to the largest bonus for which they qualify on a winning ticket. A bonus will be initiated for payment after the instant ticket is claimed and validated. A bonus will not be awarded to a Lottery retailer that sells a non-winning Pennsylvania Lottery instant ticket used to enter a Pennsylvania Lottery second-chance drawing or promotion that is subsequently selected to win a prize.

 11. Unclaimed prize money: For a period of 1 year from the announced close of Feeling Lucky, prize money from winning Feeling Lucky instant lottery game tickets will be retained by the Secretary for payment to the persons entitled thereto. If no claim is made within 1 year of the announced close of the Feeling Lucky instant lottery game, the right of a ticket holder to claim the prize represented by the ticket, if any, will expire and the prize money will be paid into the State Lottery Fund and used for purposes provided for by statute.

 12. Governing law: In purchasing a ticket, the customer agrees to comply with and abide by the State Lottery Law (72 P.S. §§ 3761-101—3761-314), 61 Pa. Code Part V (relating to State Lotteries) and the provisions contained in this notice.

 13. Termination of the game: The Secretary may announce a termination date, after which no further tickets from this game may be sold. The announcement will be disseminated through media used to advertise or promote Feeling Lucky or through normal communications methods.
