The manufacturing process includes laminating, rotogravure printing and flexographic printing. The Title V Operating Permit was modified to reduce the volatile organic compound (VOC) limit for Ink Mixing Process—Source ID No. 310 to 2.70 tons per year to address compliance with Reasonably Available Control Technology (RACT) III conditions for the Ink Mixing Process since the facility-wide emissions of VOC exceed the 50 tons per year threshold for RACT III applicability. RACT III is addressed through this minor modification for Source ID 901 & miscellaneous source indigo press since the Potential to Emit VOC is less than 2.7 tons per year of VOCs and subjects these sources to the presumptive RACT III requirement of installing, maintaining and operating the source in accordance with the manufacturer's specifications and with good operating practices. Source IDs 202, 203, 204 and 205 are not subject to the RACT III requirements because a RACT requirement has been established for these sources in 25 Pa. Code §§ 129.64—129.69. Source IDs 031, 032, 205, 303, 903, 904, T01, T05, 702—705 are not subject to the RACT III requirements because they have the potential to emit (PTE) less than 1.00 ton per year of VOCs. Action(s) Taken on the Following Plans and Reports Under the Storage Tank and Spill Prevention Act (35 P.S. §§ 6021.101—6021.2104).

 Provisions of 25 Pa. Code Chapter 245, Subchapter D, Administration of the Storage Tank and Spill Prevention Program, require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports.

 A remedial action plan is submitted to summarize the site characterization, document the design and construction details for the remedial action, and describe how the remedial action will attain the selected remediation standard. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

 DEP may approve or disapprove plans and reports submitted. This notice provides DEP's decision and, if relevant, the basis for disapproval.
