AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department of Environmental Protection (DEP) has developed an integrated plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for DEP, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The DEP received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, DEP's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate DEP Regional Office. Appointments for scheduling a review must be made by calling the appropriate DEP Regional Office. The address and telephone number of the Regional Office is listed before the application notices.
Individuals wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the DEP's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
Any individual wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if DEP, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when DEP determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate DEP Regional Office.
Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

For a State Only plan approval application that would authorize the construction of the previously listed facility's shredder project, including the Source ID P001 shredder operation; the Source ID P002 ECS plant operation; as well as the two diesel engines associated with Source IDs P003 and P004. The project location would be within the McGhee Scrap facility, which is currently an unpermitted facility. The Department's review of the information submitted on behalf of the previously listed McGhee Scrap facility indicates that the air contamination sources to be constructed, including the modification to the facility, will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including not limited to the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12, as well as other requirements including the National Performance Standards for Stationary Source (NSPS) codified in 40 CFR Part 60 Subpart IIII for stationary compression-ignited reciprocating internal combustion engines, as well as the National Emissions Standards for Hazardous Pollutants (NESHAP) 40 CFR Part 63 Subpart ZZZZ for stationary reciprocating engines. Based on this finding, the Department proposes to issue a plan approval for the proposed construction and other previously listed changes. The emissions from each proposed new source and modification is being permitted to not exceed the following limits: The total combined fugitive particulate matter (PM), PM less than 10 microns (PM10), PM less than 2.5 microns (PM2.5), VOC, and HAP emissions from the proposed Source P001 shredder operation shall not exceed 1.0 ton, 0.36 ton, 0.33 ton, 4.51 tons, and 0.21 ton in any twelve consecutive month period. In addition, no person may authorize the combined total Source ID P101 material throughput to exceed 24,500 tons in any twelve consecutive month period. Moreover, the source operations associated with Source IDs P001, P003 and P004 will be subject to a total annual operating time restriction not to exceed 700 hours in any twelve consecutive month period. The total PM, PM10, PM2.5, NOx, CO, VOC and HAP emissions from each of the proposed Source P003 and P004 engines shall not exceed 0.06, 0.06, 0.06, 6.95, 1.56, 0.025, and 0.015 ton in any twelve consecutive month period, respectively. The total combined fugitive PM, PM10, and PM2.5 emissions from the proposed Source P002 ECS plant operation shall not exceed 1.5 tons, 0.55 ton, and 0.50 ton in any twelve consecutive month period. In addition, no person may authorize the combined total Source ID P101 material throughput to exceed 28,000 tons in any twelve consecutive month period. The source operations associated with Source ID P002 will be subject to a total annual operating time restriction not to exceed 1,400 hours in any twelve consecutive month period. In addition to the previously listed emission, and other, limitations the other conditions that the Department intends to place in the plan approval for all sources at the facility include: testing, periodic monitoring, recordkeeping, reporting, work practice, and other requirements as necessary to verify compliance in accordance with all applicable regulatory requirements within 25 Pa. Code Chapters 121—145. The facility will be a State Only facility upon project startup. If the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specifications in the application for Plan Approval 14-00046A, the requirements established in the plan approval will be incorporated into a State Only Operating Permit pursuant to 25 Pa. Code Chapter 127 Subchapter F. Notice is hereby given in accordance with 25 Pa. Code §§ 127.44(b) and 127.424(b), that the Department of Environmental Protection (DEP) intends to issue a Plan Approval No. 54-00100A to JW Zaprazny Inc. for the construction and operation of a facility to turn end of life vehicles (ELV) into scrap metal at the facility to be located in East Brunswick Township, Schuylkill County.
The Department of Environmental Protection's (Department) review of the information submitted by the JW Zaprazny indicates that the air contamination sources to be constructed will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including 40 CFR Part 60, Subpart IIII, 40 CFR Part 63, Subpart ZZZZ and the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on this finding, the Department proposes to issue a plan approval for the proposed construction.
The VOC emissions from the facility will not equal or exceed 50 TPY, based on a 12-month rolling sum. The NOx, Total PM, SOx, and CO emissions from the facility will not equal or exceed 100 TPY, based on a 12-month rolling sum. The HAPs from the facility must never equal or exceed 10 TPY of any single HAP and must never equal or exceed 25 TPY of all aggregated HAPs, based on a 12-month rolling sum.
The Plan approval and Operating Permit will include testing, monitoring, recordkeeping, and reporting requirements designed to keep the sources operating within all applicable air quality requirements.
The facility will be a minor facility. If the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and specification of the application for Plan Approval No. 54-00100A, the Department will issue a State Only Operating Permit No. 54-00100A to the facility pursuant to the provisions of 25 Pa. Code § 127.

This plan approval application is for the installation and operation of one 450 kW natural gas fired, internal combustion engine/electric generator (EGEN) to serve the needs of Building M10. The EGEN will be used for emergency purposes, routine readiness testing and maintenance checks. The facility currently has Synthetic Minor State emission limits of 24.9 tpy NOx, 3.97 tpy PM and 17.0 tpy SOx. The plan approval will not exceed these existing limits. The projected potential emissions for the generator are 0.22 tpy NOx, 0.44 tpy CO and 0.15 tpy VOC's. The Plan Approval will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements. Code §§ 127.44—127.46 that the Department of Environmental Protection (''Department'') intends to issue Air Quality Plan Approval: PA-30-00089E to Eastern Gas Transmission and Storage, Inc. (''EGTS'') for installation of one Solar Taurus 60-7800S natural gas-fired compressor turbine rated at 7,684 HP at ISO conditions, controlled by an oxidation catalyst at the Crayne Compressor Station (''Crayne CS'') located in Franklin Township, Greene County. Potential to emit from the project is estimated to be 11.5 tons of nitrogen oxides (NOx), 8.5 tons of carbon monoxide (CO), 6.5 tons of particulate matter less than 10 microns in diameter (PM10), 6.5 tons of particulate matter less than 2.5 microns in diameter (PM2.5), 1.0 ton of sulfur dioxide (SO2), 0.6 ton of volatile organic compounds (VOC), 0.1 ton of formaldehyde (HCHO), and 0.1 ton of total hazardous air pollutants (HAPs). This authorization is subject to State regulations including 25 Pa. Code Chapters 123—Standards for Contaminants; 127—Construction, Modification, Reactivation, and Operation of Sources; 135—Reporting of Sources; and 139—Sampling and Testing. This authorization is also subject to Federal New Source Performance Standards (''NSPS'') including 40 CFR Part 60 Subparts KKKK, and OOOOa. Other applicable Federal regulations include 40 CFR Part 98—Mandatory Greenhouse Gas Reporting. Plan approval conditions include source specific emission limitations, operational restrictions, compliance testing and monitoring requirements, work practice standards, and associated recordkeeping and reporting requirements. The Department has determined that the proposed facility satisfies Best Available Technology (''BAT'') requirements. Once compliance with the Plan Approval is demonstrated, the applicant will be required to submit a State Only Operating Permit (''SOOP'') application in accordance with 25 Pa. Code Subchapter F. Notice of Proposed Revision to the State Implementation Plan for Oxides of Nitrogen, Notice of Public Hearing, and Notice of Intent to Issue Revised Air Quality Operating Permit 63-00027. Approval of a Title V Operating Permit Modification and Reasonably Available Control Technology (RACT III) plan for Jessop Steel, LLC located in Canton Township, Washington County.
In accordance with 25 Pa. Code §§ 127.424, 127.425 and 127.521, the Department of Environmental Protection (DEP) is providing notice that it intends to issue a modified Title V operating permit (TV-63-00027) to Jessop Steel, LLC to incorporate RACT III requirements.

The facility has potential emissions of 257.2 TPY NOx; 165.4 TPY CO; 76.8 TPY PM; 1.8 TPY SOx; 29.25 TPY VOC; 5.6 TPY total HAP; 1.6 TPY single HAP; and 29,069 TPY CO2e. Emission limitations, operating requirements, and work practice standards along with monitoring, recordkeeping, and reporting requirements have been included in this proposed revision to the Title V operating permit to ensure that the facility complies with applicable Federal and State air quality regulations. Furthermore, in accordance with 25 Pa. Code §§ 129.111—129.115, the Pennsylvania Department of Environmental Protection has made a preliminary determination to approve a RACT III plan and an amendment to the State Implementation Plan (SIP) for the aforementioned facility. The facility is not subject to any RACT III requirements for VOC.
The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the amended RACT III approval for the facility, which are intended to satisfy the requirements for the 1997, 2008, and 2015 National Ambient Air Quality Standard (NAAQS) for ozone.
The proposed amendments to the RACT III determination, if finally approved, will be incorporated into a revised operating permit 63-00027 for the facility. The relevant RACT III requirements will be submitted to the U.S. Environmental Protection Agency (EPA) as a revision to Pennsylvania's State Implementation Plan and will remain in effect until replaced pursuant to 40 CFR 51 and approval by the EPA. Requirements that are not part of the RACT III determination will be excluded from the SIP submittal.

This is a revision of the Pennsylvania Bulletin Notice published on November 11, 2023. This notice is regarding the modification of the Title V Operating Permit in Coatesville Borough, Chester County. This modification incorporates the RACT Phase III requirements into the existing operating permit in accordance with 25 Pa. Code § 129.114(a) [Alternate RACT proposal]. The facility recycles steel and reforms it into steel slabs or steel ingots. The facility is both major for NOx emissions and VOC emissions. The RACT analysis provided by Cleveland Cliffs Plate, LLC was evaluated to determine if any new or additional controls could be required to reduce NOx and/or VOC from the aforementioned sources. DEP concurs with the analysis performed by Cleveland Cliffs Plate, LLC that there are no additional controls available currently that are both technically and economically feasible. Where appropriate, NOx and VOC limits have been established for the case-by-case sources, including methods of compliance. For those sources subject to presumptive RACT requirements of 25 Pa. Code § 129.112, applicable conditions will be incorporated into the Title V Operating Permit. Changes to the existing operating permit that are made in conjunction with RACT Phase III will be submitted to EPA for review and approval to be added to the state implementation plan. This permit is being modified in accordance with 25 Pa. Code § 127.541. The modification of this operating permit does not authorize any increase in air emissions of any regulated pollutants above previously approved levels. The permit includes monitoring, recordkeeping, and reporting requirements designed to keep the facility operating within all applicable air quality requirements. Notice is hereby given in accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), that the Department of Environmental Protection (DEP) has received and intends to issue a Plan Approval # 40-00153B to Modineer Pulverman, LLC (1170 Lower Demunds Road, Dallas, PA 18612) to modify an existing Powder Paint Spray Booth that is controlled by a Farr cartridge-type dust collector at their existing manufacturing facility located in Dallas Township, Luzerne County.
The Department of Environmental Protection's (Department) review of the information submitted by Modineer Pulverman, LLC indicates that an existing Powder Paint Spray Booth that is controlled by a Farr cartridge-type dust collector operating presently with exhaust recirculates back to the plant 100% of the time. By this application the company has requested to modify the dust collector exhaust for discharge to the outside atmosphere during the summer season for heat relief. This 10,000 CFM cartridge-type dust collector was installed in 2016. The powder paint is 100% solids that is applied electrostatically to metal parts, and then cured by electric heaters. The small amount of overspray is fine PM that is controlled by cartridge filters, which are known to be Best Available Technology (BAT). There is no VOC-content in the paint; and, therefore, there are no potential VOC emissions. The process will comply with all regulatory requirements pertaining to air contamination source and the emission of air contaminants including 25 Pa. Code § 123.41 for visible emissions and the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. The dust collector will collect 99% of particulate emissions generated from the overspray before discharging into atmosphere. The use of baghouse capable of removing 99% of emissions meets Department's BAT criteria for this type of process. The company will operate the source and maintain the system in accordance with the good engineering practices to assure proper operation of the system. The Plan Approval and Operating permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.
The facility is a State Only facility. If the Department determines that the process is modified and operated in compliance with the plan approval conditions and the specification of the application for Plan Approval 40-00153B, the requirements established in the plan approval will be incorporated into State Only Operating Permit 40-00153 pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.

Code § 77.123 (relating to public hearing-informal conferences) or § 86.34 (relating to informal conferences), must also contain a brief summary of the issues to be raised by the requestor at the conference and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities.
Where a National Pollutant Discharge Elimination System (NPDES) number is listed, the mining activity permit application is associated with an application for an NPDES permit. A separate notice will be provided for the draft NPDES permit.

MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed National Pollutant Discharge Elimination System (NPDES) permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P.S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).
The Department of Environmental Protection (DEP) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.
Effluent Limits for Coal Mining Activities
For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Effluent Limits for Noncoal Mining Activities
The limits for noncoal mining activities as provided in 25 Pa. Code § 77.522 are pH 6 to 9 and other parameters DEP may require.
Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.

Construct and maintain improvements and additions to McCahill Park within the 100 yr floodplain of Sycamore Run, including recreational courts, bleachers, stormwater facilities, erosion control facilities, and other necessary infrastructure, which will permanently impact approximately 5 acres of the 100 yr floodplain of Sycamore Run (HQ-WWF). 2. The applicant proposes to: 1. Remove the existing 115.91` by 47.1` Reinforced Concrete Closed Spandrel Deck Arch bridge with an under clearance of 11`, and to construct and maintain a replacement 111` by 49.1` Single Span Composite Pre-Stressed Concrete Bulb-Tee Beam bridge with an under clearance of 13.6`, having a permanent watercourse impact of 79 LF to Whiteley Creek (WWF), and a permanent floodway impact of 0.31 acre. 2. Construct and maintain two (2) 18" HDPE pipe outfall structures, namely OF-1, having a permanent watercourse impact of 17 LF, and OF-2, having a permanent watercourse impact of 13 LF, to Whiteley Creek (WWF). 3. Construct and maintain a rock lined ditch, having a total permanent watercourse impact of 154 LF to Whiteley Creek (WWF). 4. Construct and maintain a temporary stream diversion and other erosion and sediment control structures, having a combined temporary watercourse impact of 172 LF to Whiteley Creek (WWF), a temporary watercourse impact of 34 LF to an unnamed tributary to Whiteley Creek (WWF), as well as a temporary floodway impact of 0.13 acre. For the purpose of replacing a structure, carrying SR 88 over Whiteley Creek. The project will have a cumulative and permanent impact to 113 LF of watercourses, and a cumulative temporary impact to 172 LF of watercourses. The project will also have approximately 0.31 acre of permanent impact and 0.13 acre of temporary impact, to the floodway of Whiteley Creek. The project site is located approximately 1,800 LF from the intersection of PA Route 88 and Sigsbee Road (Masontown, PA USGS topographic quadrangle; N: 39°, 49`, 16.7465"; W: -79°, 57`, 8.1734"; Sub-basin 19G; USACE Pittsburgh District), in Monongahela Township, Greene County.
