AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department of Environmental Protection (DEP) has developed an integrated plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for DEP, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The DEP received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, DEP's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate DEP Regional Office. Appointments for scheduling a review must be made by calling the appropriate DEP Regional Office. The address and telephone number of the Regional Office is listed before the application notices.
Individuals wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the DEP's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
Any individual wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if DEP, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when DEP determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate DEP Regional Office.
Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

Plan approval conditions include throughput limitations on material throughput, operational restrictions, monitoring requirements, work practice standards, associated recordkeeping, reporting requirements, and stack testing. Once compliance with the Plan Approval is demonstrated, the applicant will be required to revise or submit a State Only Operating Permit (SOOP) application in accordance with 25 Pa. Code Subchapter F. This action is a renewal of the Title V Operating Permit. The facility is a direct mail printer that provides targeted advertising, media and marketing services for a diverse range of industries. The company operates seven (7) commercial lithographic printing presses that produce newspaper inserts and advertisements. Based on potential emissions of volatile organic compounds (VOCs), the facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments, and is therefore subject to the Title V permitting requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. VOC emissions from the facility are restricted to 47.26 tons per year as a twelve (12) month rolling sum. Nitrogen oxide (NOx) emissions from all sources at the facility are restricted to 24.23 tons per year as a 12-month rolling sum. The proposed Title V Operating Renewal does not reflect any change in air emissions from the facility. The renewal contains all applicable requirements including monitoring, recordkeeping and reporting. The facility's main sources include a foam board production line, the air contaminant emissions from which are controlled by a fabric collector and a regenerative thermal oxidizer; one 35,000 gallon pentane aboveground storage tank; various miscellaneous storage tanks; and tanker truck and railcar loadout operations. The Department intends to issue the renewal of the State Only Operating Permit for PJ Greco Sons of Kittanning Scrap Yard for the scrap metal operation facility. The facility is a Natural Minor. The primary sources at the facility consist on an American Pulverizer Co. metal crusher (Cobbler), Donaldson Torit dust collector for the Cobbler, stockpiles of scrap metals, torch cutting for size reduction, shearer, baler, and fugitive emissions from the roadways. The City of Philadelphia, Air Management Services (AMS) intends to issue a renewal of the Synthetic Minor Operating Permit (SMOP) for the operation of an asphalt production and concrete/asphalt recycling facility. The facility's air emission sources include the following:
• Hot mix asphalt drum plant rated 450 tons/hr burning natural gas or No. 2 oil, equipped with a baghouse to control PM emissions.
• Two (2) crushing plants, of which one is electrically powered with capacity of 200 tons per hour and one is diesel powered with rated capacity of 350 tons per hour.
• Three (3) diesel-fired engines, which are a crusher engine rated 350 HP, a shaker engine rated 130 HP, and a stacker engine rated 66 HP.
• One (1) hot oil heater rated 2.0 MMBtu/hr burning natural gas or No. 2 oil.
As part of the SMOP renewal, the facility-wide CO emission limit of 100 tons per rolling 12-month period is added so that the facility can qualify for synthetic minor permit. Moreover, as part of the SMOP renewal, the facility requested to update the operating hour limits for the hot mix asphalt drum plant to ensure compliance with the Synthetic Minor VOC, NOx, and CO emission limits for the facility. The operating permit will be issued under 25 Pa. Code, Philadelphia Code Title 3 and Air Management Regulation XIII. Heidelberg Materials Northeast LLC/Washington Asphalt Plant (fka Hanson Aggregates PA, LLC/Dunningsville Asphalt Plant) In accordance with 25 Pa. Code §§ 127.424, 127.425 and 127.521, the Department is providing notice of intent to issue a synthetic minor State Only Operating Permit for the operation of a batch mix Hot Mix Asphalt (HMA) plant located in Somerset Township, Washington County.
Heidelberg operates one HMA plant at a maximum production rate of 300 tons HMA/hr. This facility has a potential to emit 14.0 tons of NOx per 12-consecutive month period (12-cmp), 46.4 tons/12-cmp of CO, 6.6 tons/12-cmp of VOCs, 0.2 ton/12-cmp of SOx, 3.0 tons/12-cmp of PM, 1.9 tons/12-cmp of PM10, and 2.0 tons/12-cmp of HAPs based on the proposed operating limits. The facility will be limited to 300 tons/hr HMA throughput, 500,000 tons/12-cmp of asphalt concrete production, 30.0 tons/12-cmp of NOx, 100.0 tons/12-cmp of CO, 12.0 tons/12-cmp of VOCs, 22.0 tons/12-cmp of SOx, 10.73 tons/12-cmp of PM, and 1.93 tons/12-cmp of HAPs. The proposed operating permit includes conditions relating to applicable emission restrictions, testing, monitoring, recordkeeping, reporting, and work practice standards requirements for each unit.

Written comments or objections, or requests for an informal conference, or a public hearing, as applicable, on a mining permit application may be submitted by any person or any officer or head of any Federal, State or Local Government Agency or Authority to DEP at the address of the District Mining Office indicated above each application within 30-days of this publication, or within 30-days after the last publication of the applicant's newspaper advertisement, as provided by 25 Pa. Code §§ 77.121—77.123 and 86.31—86.34 (relating to public notices of filing of permit applications, opportunity for comment, and informal conferences). MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed National Pollutant Discharge Elimination System (NPDES) permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P.S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).
The Department of Environmental Protection (DEP) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.
Effluent Limits for Coal Mining Activities
For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Effluent Limits for Noncoal Mining Activities
The limits for noncoal mining activities as provided in 25 Pa. Code § 77.522 are pH 6 to 9 and other parameters DEP may require.
Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.

Although the existing structure is a three span bridge, only the span over SR 1001 will be replaced to increase the underclearance. The underclearance is increased by changing the Steel I-Beam Truss with a Steel Through Truss. The existing underclearance is 12.6 Ft. and the proposed underclearance is 14.6 Ft. over SR 1001. The project will not change the SR 1001 roadway profile or change the floodplain elevation. The project will utilize a detour to convey traffic during construction. NITMS013 Pipeline Project, Sub-Basin 19B (Tenmile Creek Watershed), Quad Name: Waynesburg and Oak Forest.
The applicant proposes to install approximately 4.4 miles of one 20-inch diameter steel natural gas gathering pipeline, two permanent facilities, and one associated permanent access road. The gas pipeline will connect the proposed permanent Portal Site gravel pad facility in the west to the proposed Mount Morris geoweb pad in the east. Construction activities will include clearing and grubbing within the right of way, trenching, pipeline installation, geoweb slope stabilization, and site restoration. Approximately 49.4 acres of total earth disturbance is anticipated as a result of this project. Proposed project proposes 15 wetland, 10 stream, and 11 floodway crossings and includes one stream crossing (stream S-KP03; UNT to Laurel Run) which is located on a property listed on the National Register of Historic Places (NHRP) (Thomas Kent Jr. Farm, resource # 1997RE00466).
