Availability of Technical Guidance

[Saturday, April 6, 2024]Technical guidance documents (TGD) are available on the Department of Environmental Protection's (Department) web site at www.depgreenport.state.pa.us/elibrary/. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final TGDs are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft TGDs.
Ordering Paper Copies of Department Technical Guidance
The Department encourages the use of the Internet to view and download TGDs. When this option is not available, persons can order a paper copy of any of the Department's draft or final TGDs by contacting the Department at (717) 783-8727.
In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.
Changes to TGDs
Following is the current list of recent changes. Persons who have questions or comments about a particular document should contact the person whose name and phone number are listed with each document.
Draft TGD:
DEP ID: 263-4200-001. Title: Closure Requirements for Aboveground Storage Tank Systems. Description: The purpose of this TGD is to establish minimum standards that must be met to comply with the closure requirements for regulated large aboveground storage tank systems. This TGD includes procedures for closure notification, tank system closure, tank handling, waste management and disposal, site assessment, sampling, sample analysis, release reporting and recordkeeping. This TGD was revised to update sampling requirements consistent with regulatory requirements and other TGDs. In addition, information was included that would be relevant to the storage tank owner during storage tank closure activities. Minor editorial changes were also made.
The Aboveground Storage Tank System Closure Report Form (2630-FM-BECB0514) was also updated to capture the changes to this TGD and to improve completeness of reported information. The program is soliciting public comments on the Closure Report Form alongside comments on this TGD. The draft Aboveground Storage Tank System Closure Report Form can be accessed through the ''Forms'' folder on the Department's eLibrary at https://greenport.pa.gov/elibrary/GetFolder?FolderID=2678 and select Environmental Cleanup and Brownfields.
Written Comments: The Department will consider all comments received on or before May 6, 2024. Comments, including comments submitted by electronic mail, must include the originator's name and address. Commentators are encouraged to submit comments using the Department's online eComment tool at www.ahs.dep.pa.gov/eComment. Written comments can be submitted by e-mail to ecomment@pa.gov, or by mail to the Department of Environmental Protection, Policy Office, 400 Market Street, P.O. Box 2063, Harrisburg, PA 17105-2063.
