Change to Supplemental Payments to Qualifying Hospitals

 The Department of Human Services (Department) is announcing its intent to increase the funding for a class of supplemental payments to qualifying hospitals for Fiscal Year (FY) 2023-2024 that treat a high volume of opioid use disorder patients in their emergency rooms. These payments are intended to provide funding to expand research and treatment protocols for combating opioid addiction. The Department does not intend to otherwise change the qualifying criteria or payment methodology for these payments.

Fiscal Impact

 The total impact, as a result of the increase in the allocation for these supplemental payments, is $125.756 million (Federal and State). The FY 2023-2024 impact of $94.682 million (Federal and State) has been approved by Centers for Medicare & Medicaid Services (CMS) and is anticipated prior to June 30, 2024. The increased amount of $31.074 million (Federal and State) is budgeted in FY 2024-2025 due to anticipated CMS approval after June 30, 2024.

Public Comment

 Interested persons are invited to submit written comments regarding these supplemental payments to the Department of Human Services, Office of Medical Assistance Programs, c/o Regulations Coordinator, P.O.
