 Under section 2002 of The Administrative Code of 1929 (71 P.S. § 512) establishing the Department of Transportation (Department), the Director of the Bureau of Design and Delivery, as delegated by the Secretary of Transportation, makes the following written findings:

 The Department is planning the following projects. Environmental and Section 4(f) Documentation have been developed for the following identified projects to evaluate the potential environmental impacts caused by these projects. The Section 4(f) documents also serve as the Section 2002 Evaluation. The approved documents are available in the CE/EA Expert System at https://dominoappsbp.penndot.pa.gov/ceea/ceeamain.nsf. The environmental, economic, social and other effects of the proposed projects have been considered. Based upon studies, there is no feasible and prudent alternative to the use of the Section 2002 resources for the proposed projects identified, and all reasonable steps have been taken to minimize the effects.

• SR 0000, Section 05L—Selinsgrove Borough, Snyder County.

Project Description: The project is the reconstruction and widening on Industrial Park Road.

Environmental Documents: CE 1b Evaluation approved on March 27, 2024, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on March 20, 2024.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.042-acre of drainage easement will be required from the approximately 4.54-acres Selinsgrove Borough soccer field which qualifies as a Section 4(f)/2002 resource. Approximately 0.009-acre of right-of-way (ROW) will be required from the approximately 6.33-acres Susquehanna University property which is leased to Selinsgrove Borough for the soccer field, which qualifies as a Section 4(f)/2002 resource.

• SR 0018, Section 23M—Greenville Borough and Hempfield Township, Mercer County.

Project Description: The project consists of drainage, pavement and mobility improvements to the existing State Route (SR) 18 corridor from Main Street to Mill Hill Road.

Environmental Documents: CE 1b Reevaluation approved on February 14, 2024, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on June 28, 2022.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.002-acre of ROW will be required from the 46.8-acres Thiel College Historic District, which is determined eligible for listing on the National Register of Historic Places (NRHP).

• SR 0222, Section 23S—Maxatawny Township, Berks County.

Project Description: The project involves improvements to the intersection of SR 222 and Long Lane.

Environmental Documents: CE 1b Reevaluation approved on February 21, 2024, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on February 13, 2017.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.04-acre of ROW will be required from the approximately 241.2-acres Hottenstein Rural Historic District, which is determined eligible for listing on the NRHP.

• SR 0309, Section 12M—South Whitehall Township, Lehigh County.

Project Description: The project is for reconstruction of the existing interchange of SR 0309 and SR 1002.

Environmental Documents: CE 1b Reevaluation approved on February 21, 2024, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on July 22, 2019.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.784-acre of ROW and 0.0035-acre of utility easement will be required from the 156-acres Lehigh County Sports Field Complex/Cedar Creek Parkway West, which qualifies as a Section 4(f)/2002 resource.

• SR 0376 Section A62—City of Pittsburgh, Allegheny County.

Project Description: The project is the replacement of the bridge that carries SR 0376 over Nine Mile Run and Commercial Street.

Environmental Documents: CE 2 Reevaluation, approved on February 21, 2024, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on April 27, 2022.

Proposed Use of Section 4(f)/2002 Resource: The existing structure is determined to be eligible for listing on the NRHP.

• SR 0915, Section 03B—Wells Township, Fulton County.

Project Description: The project is the replacement of the existing structure that carries SR 0915 over the unnamed tributary to Laurel Fork.

Environmental Documents: CE 1b Reevaluation approved on January 22, 2024, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved October 10, 2023.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.079-acre of ROW, 0.008-acre channel easement, 0.194-acre slope easement and 0.0083-acre drainage easement will be required from the 122-acres Mosebey Farm, which is determined eligible for listing on the NRHP.

• SR 0453, Section 14B—Tyrone Borough, Blair County.

Project Description: The project is the replacement of the existing structure that carries SR 0453 over Sink Run.

Environmental Documents: ED 1b Reevaluation approved on February 14, 2024, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on May 10, 2022.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.0037-acre of sidewalk easement will be required from the 16.4-acres Tyrone Borough Historic District, which is determined eligible for listing on the NRHP.

• SR 2043, Section BBR—Middletown Township, Bucks County.

Project Description: The project is the replacement of the existing structure that carries SR 2043 over Neshaminy Creek.

Environmental Documents: CE 1b Reevaluation approved on February 22, 2024, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on January 14, 2021.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.07-acre of ROW will be required from the 3.45-acres Periwinkle Park, which qualifies as a Section 4(f)/2002 resource.

• SR 7046, Section 190—Pottstown Borough, Montgomery County and North Coventry Township, Chester County.

Project Description: The project is the replacement of the existing structure that carries Keim Street over the Schuylkill River and intersection improvements to Industrial Boulevard and Keim Street.

Environmental Documents: CE 2 Reevaluation approved on February 23, 2024 and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved March 18, 2020, Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on March 17, 2020, and Nationwide/Programmatic Section 4(f) Evaluation or Projects that Necessitate the Use of Historic Bridges approved on March 18, 2020.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.60-acre of ROW will be required from the Pottstown Conservation and Pottstown Industrial Districts, which are determined eligible for listing on the NRHP. Approximately 0.644-acre of ROW will be required from the 5.0-acres Schuylkill River which is a Pennsylvania Scenic River and a Pennsylvania Water Trail, which qualifies as a Section 4(f)/2002 resource. The existing Keim Street Bridge is determined to be eligible for listing on the NRHP.

• SR 7301, Section BRG—York City, York County.

Project Description: The project is the replacement of the existing structure that carries West College Avenue over the Codorus Creek.

Environmental Documents: CE 1b Evaluation approved on January 9, 2024, and two Determinations of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land, both approved on September 6, 2023, and two Determinations of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties, both approved on September 29, 2023.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.03-acre of ROW will be required from the 176-acres Heritage Rail Trail County Park, which qualifies as a Section 4(f)/2002 resource. Approximately 0.01-acre of ROW will be required from the future Thackston Park and Codorus Creek Walking Trail, which qualifies as a Section 4(f)/2002 resource. Approximately 0.10-acre of ROW will be required from the York Historic District West Addition Boundary Increase, which is determined eligible for listing on the NRHP. Approximately 0.06-acre of ROW will be required from the York Historic District, which is listed on the NRHP.
