[Saturday, October 12, 2024]The Department of Environmental Protection (Department) announces the opportunity for public comment on the proposed General Plan Approval (GPA) and/or General Operating Permit (GP) for Gaseous Fuel-Fired Spark Ignition Internal Combustion Engines (BAQ-GPA/GP-16).
Notice of availability of related documents and opportunity to submit comments for GP-16 will be published in the Pennsylvania Bulletin and in six newspapers of general circulation and sent to nearby states and the United States Environmental Protection Agency in full compliance with 25 Pa. Code § 127.612(a) (relating to public notice and review period).
The proposed GP-16 was developed under the authority of section 6.1(f) of the Air Pollution Control Act (35 P.S. § 4006.1(f)) and 25 Pa. Code Chapter 127, Subchapter H (relating to general plan approvals and operating permits) and is applicable and limited to gaseous fuel-fired spark ignition internal combustion engines.
The proposed GP contains Best Available Technology emission limit as shown in the following table:

Rich-Burn >100 and <500 0.25 0.30 0.20 — 21 41 17 — Rich-Burn >500 0.20 0.30 0.20 76% reduction 16 41 17 2.7 This proposed GP-16 also includes monitoring, recordkeeping and reporting requirements designed to keep the facility operating within applicable Federal and State air quality requirements, including records of maintenance performed, municipal notifications, malfunction reporting and annual facility emissions inventory reporting. The required records must be maintained onsite or at the nearest local field office for 5 years and an annual emissions report is required to be submitted to the Department. This proposed general permit includes a general plan approval application fee of $2,100, a general operating permit application/renewal fee of $750, an annual operating permit maintenance fee of $500, a transfer of ownership fee of $500 and an administrative amendment fee of $500. The term for this proposed general permit is 5 years and an approved authorization can be renewed before the expiration date.
