APPLICATIONS

   The following parties have applied for an NPDES permit to discharge controlled wastewaters into the surface waters of this Commonwealth. Unless otherwise indicated on the basis of preliminary review and application of lawful standards and regulations, the Department of Environmental Protection proposes to issue a permit to discharge, subject to certain effluent limitations and special conditions. These proposed determinations are tentative.

   Where indicated, the EPA, Region III, Regional Administrator has waived the right to review or object to this proposed permit action under the waiver provision 40 CFR 123.6E.

   Persons wishing to comment on the proposed permit are invited to submit a statement to the office noted above the application within 30 days from the date of this public notice. Comments received within this 30-day period will be considered in the formulation of the final determinations regarding this application. Responses should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held if the responsible office considers the public response significant.

   Following the 30-day comment period, the Program Manager will make a final determination regarding the proposed permit. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

   The application and related documents, proposed effluent limitations and special conditions, comments received and other information are on file and may be inspected and arrangements made for copying at the office indicated above the application.

   The receiving water is classified for the following uses:  high quality cold water fishes, aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the evaluation is the Clarion River and is used by the Pennsylvania-American Water Company Clarion District which is 13.31 miles below the discharge at river mile 40.96.

   This application is for renewal of an NPDES permit to discharge treated sanitary sewage from a subdivision to an unnamed tributary to Four Mile Creek in Greene Township, Erie County. This is an existing discharge.

   The receiving water is classified for warm water and migratory fishery, aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, there is no potable water supply to consider during the evaluation until Lake Erie.

   PA 0008451.  Industrial waste, SIC:  4911, Pennsylvania Power and Light Company, Two North Ninth Street, Allentown, PA 18101.

   This proposed action is for renewal of an NPDES permit for an existing discharge of untreated cooling water, treated process water, stormwater and treated ash transport water from the Sunbury Steam Electric Station in Shamokin Dam Borough, Snyder County.

   The following effluent limitations are proposed for discharges to the receiving waters of the Susquehanna River, Rolling Green Run and an unnamed tributary to the Susquehanna River.

   The receiving streams are classified for the following uses:  warm water fishery and aquatic life, water supply and recreation.

   For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing downstream potable water supply (PWS) considered during the evaluation is Dolphin Consolidated Water Company located approximately 50 river miles downstream.

   The proposed effluent limits are:  Outfall 030:  Existing discharge of 330 mgd of once through cooling water to the Susquehanna River.

   Outfall 031 (interim) and Outfall 037 (before ash basin closure):  Outfall 031 (interim) is an existing discharge of 3.38 mgd until July 1997 of treated plant miscellaneous wastewater, coal pile runoff, bottom ash sluice water and ash hopper overflow wastewater from ash basin No. 1 to Rolling Green Run. Outfall 037 is an existing discharge of 4.34 mgd of treated fly ash transport water from ash basin No. 2 to an unnamed tributary of the Susquehanna River. After July 1997 this ash basin will be closed and this discharge will consist of stormwater only.

   Outfall 033 and Outfall 037 (after ash basin closure):  Outfall 033 is an existing discharge of stormwater from ash basin No. 3 (closed in 1989) to an unnamed tributary of the Susquehanna River. Outfall 037 will consist of stormwater discharges from fly ash basin No. 2 after closure to an unnamed tributary of the Susquehanna River.

   Other conditions:

   If after 1 year of monitoring of metals at Outfall 031 it is determined that metal limitations are necessary the permit will be amended to establish these limitations.

   Outfalls 032, 034, 035, 036 and 038 consist of stormwater discharges permitted under Permit No. PAR704805.

   There shall be no discharge of polychlorinated biphenyl compounds such as those commonly used for transformer fluid.

   This application is for issuance of an NPDES permit to discharge stormwater from a heat transfer equipment manufacturing facility in West Bradford Township, Chester County. This is an existing discharge to Broad Run.

   The receiving stream for Outfall 002 is classified for migratory fish, potable water supply, industrial water supply, livestock water supply, wildlife water supply, irrigation, boating, fishing, water contact sports, exceptional value waters and esthetics.

   A public hearing will be held on this application prior to Department action.

   Final Technology Based Effluent Limitations for Total Residual Chlorine.

  

   PA 0056961.  Sewage, Rick Mars, 2973 Artmar Road, Glen Moore, PA 19343.

   This application is for issuance of an NPDES permit to discharge treated sewage from Rick Mars SRSTP in Worcester Township, Montgomery County. This is a new discharge to a tributary to Stony Creek.

   The receiving stream is classified for warm water fish, migratory fish, potable water supply, industrial water supply, livestock water supply, wildlife water supply, irrigation, boating, fishing, water contact sports and esthetics.

   The proposed effluent limits for Outfall 001 based on an average flow of 400 gpd are as follows:

   PA 0029441.  Sewage, Township of Upper Dublin, 801 Loch Alsh Avenue, Fort Washington, PA 19034.

   This application is for renewal of an NPDES permit to discharge treated sewage from Upper Dublin Township STP serving the Pine Run and Rapp Run drainage basins in Upper Dublin Township, Montgomery County. This is an existing discharge to Pine Run.

   The receiving stream is classified for trout stocking, potable water supply, industrial water supply, livestock water supply, wildlife water supply, irrigation, boating, fishing, water contact sports and esthetics.
