Plan approval granted under the Pennsylvania Sewage Facilities Act (35 P. S. §§ 750.1--750.20).

   Location: Williams Township, Northampton County.

   Project Description: The Department has completed its review of the Act 537--Official Sewer Plan for the I--78 Corridor of Williams Township (Plan), dated June 30, 1995. The Plan was revised on November 30, 1995 in response to the Department's October 30, 1995 review/comment letter. The Plan was prepared by Hanover Engineering Associates, Inc. (HEA). The Department has found that the Plan is now acceptable and hereby grants planning approval.

   The Plan was submitted at this time to provide for the future sewage disposal needs along the Interstate 78 Corridor. A Study of Needs Report, dated November 17, 1994, and revised on January 11, 1995, was submitted with the Plan. The Study of Needs covered all 15 watershed districts. To allow for future development along the corridor, zoning changes had been made. The planning area included under the plan was the northern area of Williams Township, contiguous to the City of Easton, in close proximity to the Delaware River, and along Interstate 78.

   The Plan concluded that:

   *  Wastewater generated within Watershed Districts 1, 2 and 3 should be conveyed to a sewerage conveyance system, owned by Williams Township, with discharge to the City of Easton's sewer system.

   The area of highest need is located in Watershed District 3. Construction of a sewer system with outside financing to serve 15 homes has been proposed. The proposed sewer extension consists of approximately 1,650 LF of 8-inch diameter gravity sewer line and appurtenances.

   *  Wastewater generated within Watershed District 4 will continue to be conveyed through the Township's sewer system to the City of Easton's system.

   *  Wastewater generated within Watershed Districts 5, 6 and 7 should continue to be served via the sewer line that handles the Chrin Landfill. When additional conveyance capacity is needed within the City of Easton, discussions between the developer and representatives from both Williams Township and the City of Easton will need to be held.

   *  For future development, wastewater generated within Watershed Districts 8, 9, 10, 11, 12, 13, 14 and 15 should be handled via the sewer system, described in Alternative 2. This system connects to the City of Easton's system.

   *  The total wastewater flow to be generated from the 15 watershed districts is estimated to be 514,000 gallons per day. Williams Township will need to reserve wastewater capacity with the City of Easton for this amount.

   *  There is no significant need for additional public sanitary sewers to serve existing development within the Planning Area, except for the previously described system to be located within Watershed District 3.

   In accordance with the provisions of the Pennsylvania Sewage Facilities Act (35 P. S. §§ 750.1--750.2) (Act 537), and Chapter 71 of the Department's Regulations, 25 Pa. Code Chapter 71, the Department will hold Williams Township responsible for complete and timely implementation of the chosen alternative, as stated in Section IV--Recommendations and Implementation Schedule (Pages IV-1 through IV-7 of the Plan). It is understood that the baseline date of the Schedule of Implementation (Page IV-6) needs to be adjusted to the date when the Plan was approved by the Department.

Approval of an Application to Conduct a Household Hazardous Waste Collection and Management Program.

   Under section 1512(h) of Act 101, the Municipal Waste Planning, Recycling and Waste Reduction Act of 1988, the Department of Environmental Protection announces the approval of an application for the registration and conduct of a program designed for the collection and management of household type hazardous wastes. The program will be sponsored by the county solid waste management office and will entail a permanently operating program at the Advanced Environmental Recycling Corporation located at 2591 Mitchell Avenue, Allentown, PA 18103.

   Act 101 authorizes municipalities/persons to conduct such programs, provided they have registration approval from the Department. Additional information on this application may be obtained by contacting Chris Fritz of the Department's Northeast Regional Office at (717) 826-2516.

   In addition, the Department, under Act 155 of 1994, has approved a $64,000 grant to the county to support the development and operation of the program for the July 1, 1995 to June 30, 1996 time period.

   Persons aggrieved by this action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, P. O.
