SEWAGE FACILITIES ACT

PLAN APPROVAL


Plan approval granted under the Pennsylvania Sewage Facilities Act (35 P. S. §§ 750.1--750.20).

   Regional Office: Water Management Program Manager, Southcentral Region, One Ararat Blvd., Harrisburg, PA 17110.

   Location: Oxford Township, Adams County, P. O. Box 86, New Oxford, PA 17350.

   The approved plan provided for construction of an interceptor, gravity and low pressure collection system that will connect to the New Oxford Municipal Authority sewage treatment plant. The service area includes Oxford Meadows, Mt. Misery and Irishtown. The remainder of Township will utilize On-lot Disposal System (OLDS) Management. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.

   Location: Pike Township, Berks County, 112 Oysterdale Rd., Boyertown, PA 19512.

   The approved plan provided for continued use of individual on-lot disposal system (OLDS), more stringent planning requirements in the Exceptional Value (EV) Pine Creek watershed and in elevated nitrate areas surrounding Piketown Village. The Township will conduct an OLDS education and voluntary maintenance program, with a provision for mandatory OLDS management in 3 years if voluntary does not achieve compliance. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal.

   Location: Lyons Borough, Berks County, P. O. Box 230, Lyons Station, PA 19536.

   The approved plan provided for expansion of the Lyons Borough Municipal Authority sewage treatment plant capacity to .2 mgd from .15 mgd. The additional capacity is to provide treatment capacity for future sewer service to Bowers area of Maxatawny Township. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.

SAFE DRINKING WATER


Actions taken under the Pennsylvania Safe Drinking Water Act (35 P. S. §§ 721.1--721.17).

   Permit No. 4697501.  Public water supply. Red Hill Water Authority, P. O. Box 26, Red Hill, PA 18076. A permit has been issued granting Red Hill Water Authority permission to construct well No. 3 in Upper Hanover Township, Montgomery County.

   Type of Facility: Public Water Supply

   Consulting Engineer: Tatman and Lee Associates, 171 South Main Street, Doylestown, PA 18901.

   Permit to Construct Issued: October 2, 1997

   Northeast Regional Office, Sanitarian Regional Manager, 2 Public Square, Wilkes-Barre, PA 18711-0790, (717) 826-2511.

   Permit No. 4896503.  East Allan Township Municipal Authority, 5344 Nor-Bath Boulevard, Northampton, PA 18067-9062, Charles Wert, Chairperson. This proposal involves the permittee of two water distribution systems known as EastAllan Estates/Delaware Trace already interconnected to the City of Bethlehem. The extension of this system (via a transmission line) to the Victoria Square (VS) Development (with distribution piping), and the additional transmission extension to the Spring Lake Village (SLV) Development (with distribution piping). SLV will also require a booster pump station for adequate pressure. All wells in VS and SLV will be abandoned. This is located in Northampton County.

   Permit to Operate: September 29, 1997.

   Permit No. 5296503.  Moon Valley Falls, J. Wares, Inc., Robert H. Miller, President, R. R. 4, Box 8095, Milford, PA 18337. This proposal involves the addition of well No. 4 to an existing public water supply system serving Moon Valley Falls. Treatment consists of disinfection and iron and manganese sequestering. Distribution storage is proposed. It is located in Milford Township, Monroe County.

   Permit to Operate: October 6, 1997.

   Permit No. 4897501.  Portland Borough Authority, P. O. Box 572, Portland, PA 18351. William Godshalk, Authority Chairperson. This proposal involves the construction of well #3 as an additional source of supply to the system and construction of transmission mains: interconnecting the existing 10 inch DIP main to Portland to the existing 8 inch CIP main to Slateford and connecting the proposed well #3 to the CIP main with flow reversed to the control/treatment building.

   Permit to Operate: September 29, 1997.

   Regional Office: Northcentral Field Operations, Environmental Program Manager, 208 West Third Street, Suite 101, Williamsport, PA 17701.

   A.  1795507.  The Department issued an operating permit to Riviera Utilities Water Company of PA, Inc., 487 Treasury Lake, DuBois, PA 15801 (Sandy Township, Clearfield County) for operation of Well N-32, chemical treatment and transmission line.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

Under Act 2, 1995

The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of any final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

   For further information concerning the final report, contact the Environmental Cleanup Program in the Department's Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate Regional Office listed.    Rhoads Metals Fabrication & Maintenance Services, Inc., Lower Moreland Township, Montgomery County. Darryl D. Borrelli, Manko, Gold & Katcher, Suite 500, 401 City Avenue, Bala Cynwyd, PA 19004, has submitted a Final Report concerning remediation of site soil contaminated with lead, heavy metals, solvents, BTEX, petroleum hydrocarbons and polycyclic aromatic hydrocarbons and groundwater contaminated with solvents and BTEX. The report is intended to document remediation of the site to meet the Statewide health standard for soil and background standard for groundwater.
