Finding

Elk County

   Pursuant to the provisions of 71 P. S. Section 2002(b), the Secretary of Transportation makes the following written finding:

   The Department of Transportation plans to construct improvements to S. R. 0219 in the Borough of Johnsonburg in Elk County.

   The existing roadway is a two-lane facility which runs directly through the center of operations at Willamette Industries, the leading industry and employer in Johnsonburg. The length of the project limits is 3.2 km (2 miles).

   The Preferred Alternative for the project is a two-lane off-line alignment generally located to the west of existing S. R. 0219. The roadway will remain a free-access facility with turning lanes into and out of the Willamette facility. This alternative provides the most benefit to the project area, with the least impact to the social, cultural and natural environment in the project area.

   No adverse environmental effect is likely to result from the proposed roadway improvements.
