Retention of Two Surveying Firms

Open End Contracts to Provide Surveying Services
Reference No. 3-106

   The Turnpike Commission (Commission) will retain two engineering/surveying firms for Open End Contracts to provide surveying services. One contract will be for surveying services throughout the Eastern portion of the Pennsylvania Turnpike System, generally Districts 3, 4 and 5 and one contract will be for surveying services throughout the western portion, generally Districts 1 and 2 of the Pennsylvania Turnpike System. These surveying services may include: baseline stakeout, level runs, metes and bounds surveys, right-of-way surveys, topographic surveys, cross-section surveys, wetland location surveys, GPS surveys, aerial photogrammetry control surveys and construction surveys. The work to be performed on each specific project may include any or all of the above phases of work on various projects located throughout the eastern or western portions of the Pennsylvania Turnpike System. Each contract will be for a maximum cost of $500,000, or for a period of 3 years, whichever occurs first.

   The surveying work must be performed in accordance with the requirements of applicable sections of the ''Surveying And Mapping Manual,'' Publication 122M, Pennsylvania Department of Transportation, Bureau of Design and/or the ''Specifications For Aerial Photography, Field Control Surveys, and Topographic Mapping'' contained in Form 442, PA Department of Transportation, Bureau of Design Specifications For Consultant Engineering Agreements as directed by the Commission. The services will encompass a wide range of design related surveying efforts with the possibility of several different types of survey projects under short completion schedules.

   The firm may be required to provide topographic surveys; GIS data, aerial photogrammetry control surveys, survey worksheets and GPS survey data in AutoCAD, DXF, ARC/INFO and Microstation formats. Translation capability to other CADD systems may be required.

   Firms submitting an expanded letter of interest for this work should have prior experience in large scale surveys for highway design. Firms should have sufficient qualified permanent full-time personnel to complete survey assignments with short delivery schedules utilizing current state-of-the-art surveying instruments, equipment and software under the direct supervision of a PA registered Professional Land Surveyor.

General Requirements and Information for Reference No. 3-106

   Firms interested in performing the above services are invited to submit expanded letters of interest to Barry L. Troup, P.E., Assistant Chief Engineer for Design, at the PA Turnpike Commission Administration Building located on Eisenhower Boulevard at the Harrisburg-East Interchange, Highspire, PA 17034 (Mailing Address: P. O. Box 67676, Harrisburg, PA 17106-7676).

   The expanded letters of interest must include in the heading the project reference number indicated in the advertisement. A Standard Form 254, ''Architect-Engineer and Related Services Questionnaire,'' not more than 1 year old as of the date of this advertisement, and Standard Form 255, ''Architect-Engineer and Related Services Questionnaire for Specific Project,'' must accompany each expanded letter of interest. Explanation that the firm has successfully completed similar type projects, of the same magnitude, is required. If the firm has multiple offices, the location of the office performing the work must be identified.

   Firms with out-of-State headquarters or corporation not incorporated in Pennsylvania must include with each expanded letter of interest a copy of their registration to do business in this Commonwealth as provided by the Department of State.

   The Commission currently limits its participation in the remuneration of principals or consultant employes performing work on projects to $72,800 per annum or $35 per hour or their actual audited remuneration, whichever is less. The Commission currently limits its participation in the consultant's indirect payroll costs (overhead) on design projects to 130% or the consultant's actual audited overhead rate, whichever is less.

   The consultant in their submission should identify the following factors:

   (A)  Specialized experience and technical competence of firm. The firm must clearly demonstrate their capabilities of completing this project by identifying similar projects that have been completed, the magnitude of the project and the client.

   (B)  Past record of performance with respect to cost control, work quality and ability to meet schedules. The specific experience of individuals who constitute the firms shall be considered.

   (C)  Expanded letters of interest must include an indication of the prime consultant's and subconsultant's current workload for all Pennsylvania Department of Transportation and Pennsylvania Turnpike Commission projects.

   (D)  Location of consultant's office where the work will be performed.

   (E)  Listing of subconsultants intended. Any deviation from the subconsultants listed in the expanded letter of interest will require written approval from the Commission.

   (F)  Special requirements of the project.

   (G)  An organization chart for the Project, identifying key personnel. Only resumes of key personnel should be included.

   (H)  Other factors, if any, specific to the project.

   Each firm should demonstrate in their expanded letter of interest their ability to perform the specific requirements indicated for this project by including a maximum three page report on this project. Please specify interest in the western contract, eastern contract, or both.

   The expanded letter of interest and required forms must be received by 12 pm, Friday, September 4, 1998. Any letters of interest received after this date and time will be time-stamped and returned.

   Based on an evaluation of acceptable expanded letters of interest received in response to this solicitation, one firm will be selected for this project. The order of preference will be established for the purpose of negotiating an agreement with the highest ranked firm established by the Technical Review Committee and approved by the Selection Committee. Technical Proposals or Requests for Proposals will not be requested prior to selection.

   The Commission reserves the right to reject all expanded letters of interest, to cancel solicitation requested under this notice, and/or to re-advertise solicitation for these services.
