Request for Proposals; Professional Development for the Pennsylvania Academic Standards

   The Department of Education (Department) invites applications for funding to create high quality web-based professional development programs and resources to enable teachers in grades 3, 5, 8, and 11 to implement the Pennsylvania Academic Standards and prepare their students for the Pennsylvania State Academic Assessments. The anticipated product of each funded project is a web-based module for one or more of the following academic standards: reading, writing, speaking and listening; mathematics; science and technology.

   Selection Criteria:  Funding priority will be given to proposed projects that demonstrate:

   --Application of educational technology to expand access and facilitate learning and networking of educational resources.

   --Experience and qualifications of staff, including graphics designer and programmers for the website.

   --Creation of permanent electronic resources for professional development that will be part of the Department's website and will supplement and support the Department's Classroom Connections and Link-to-Learn professional development website.

   Application Format:

   Applicants must describe:

   --the institutional base for the project

   --institutional support for the project

   --the design and content of the proposed website

   --the Academic Standards addressed in the website

   --accessibility and applications of the proposed project for K-12 teachers seeking to enhance professional skills

   --the project timeline (not to extend beyond June 30, 1999)

   --staff qualifications for the proposed project

   The application must include a detailed and itemized budget.

   Eligible Applicants:  All institutions of higher education, Intermediate Units, and private providers, including museums.

   Funding Level:  Grants from $100,000 to $525,000 are available, depending on the merit and scope of the proposed project.

   Deadline:  Applications must be postmarked no later than January 22, 1999. Applications should be addressed to John Bailey, Office of Educational Technology, Department of Education, 333 Market Street, Harrisburg, PA 17126-0333.
