   A-310621F0004. Vanguard Cellular Systems, Inc., Vanguard Telecom Corp. and AT&T. Joint Application of Vanguard Cellular Systems, Inc., Vanguard Telecom Corp. and AT&T for approval of Transfer of Control of Vanguard Telecom Corp. from Vanguard Cellular Systems, Inc., to AT&T.

   This application may be considered without a hearing. Protests or petitions to intervene can be filed with the Pennsylvania Public Utility Commission, P. O.
