Consultant Selection Procedure for Engineering and Related Services

   On January 27, 1999 the Department of Transportation issued Strike-off Letter 433-99-04 regarding revised Consultant Selection Procedures that require an Annual Qualification Package be submitted by all Consultants, both prime consultants and subconsultants, who desire to provide engineering and related services to the Department.

   The revised procedure is as follows:

Introduction

   As a result of our re-engineering efforts and partnering with the consultant community the Department has streamlined procedures for solicitation and submission of the consultants Letters of Interest as follows:

   1.  The Department will publish a quarterly or semi-annual listing of Open-End Contracts or projects on which we anticipate using consultant services for project development. The listing will include the County, S.R., Section, Local Name (if appropriate), Estimated Construction Cost, and the type of consultant services required; i.e. preliminary engineering, environmental studies, final design, etc.

   A.  The semi-annual listing for the first six (6) months of 1999 was published in the Pennsylvania Bulletin on February 6, 1999. This listing is also included in this issue of the Pennsylvania Bulletin.

   2.  All consultants, both prime consultants and subconsultants, must submit an Annual Qualification Package to each District in which the consultant desires to obtain consideration for an assignment. If the consultant desires to be considered for a Central Office project a Qualification Package must be sent to the Bureau of Design.

   The Department will acknowledge receipt of the Annual Qualification Package if the Consultant includes the language indicated below under Section 4.E under the Annual Qualification Package.

   3.  The Department will advertise individually for Letters of Interest for projects contained in the published listing indicated above under Section 1.

   4.  For specific projects or Open-End Contracts included in the published listing mention above, Prime Consultants must respond to an advertisement for consultant services with a ''Letter of Interest'' within six (6) calendar days if they desire to be considered for assignment of the advertised project.

   For specific projects or Open-End Contracts not included in the published listing the Consultant must respond within twenty (20) calendar days.

   The response period will be indicated in the individual advertisements.

   5.  This streamlined procedure will be used for both design services and construction engineering services.

   6.  The Department will consider the information contained in the Annual Qualification Package and the Letter of Interest to shortlist firms for further consideration (normal selection procedures) or for direct selection of a firm for project assignment: (modified selection procedures)

Annual Qualification Package

   The Annual Qualification Package is the formal expression to the Department by a consulting firm that the firm desires to be considered for various types of projects within the Central Office or an Engineering District.

   The requirements of the Annual Qualification Package are as follows:

   1.  The Annual Qualifications Package must be submitted to each District in which a consulting firm desires to obtain consideration for an assignment. If the Consultant desires to be considered for a Central Office project a Qualification Package must be sent to the Bureau of Design. Both the prime and all subconsultants desiring to do business with the Department must submit an Annual Qualifications Package.

   The Annual Qualification Package for each Consultant must include information for both design services and construction engineering if the Consultant desires to be considered for both design services and construction engineering services.

   2.  The Annual Qualifications Package can be submitted at any time but it must be received by the appropriate Department Organization prior to the advertised project deadline if the firm(s) desires to be considered for a project assignment.

   3.  The Annual Qualifications Package must be submitted at least annually, but may be updated by the consulting firm when conditions warrant.

   4.  The Annual Qualifications Package shall include the following items:

   A.  Standard Form (SF) 254--Architect-Engineer and Related Services Questionnaire in its entirety.

   B.  The resumes of key personnel in the firm. The resume will be limited to one (1) 8 1/2" x 11" page, one (1) side, per person.

   C.  Copy of the firm's registration to do business in the Commonwealth as provided by the Department of State for firms with out-of-state headquarters or corporations not incorporated in Pennsylvania.

   D.  A copy of the Department's DBE/WBE Certification, if applicable.

   E.  Transmittal Letter--Maximum of one (1) 8 1/2" x 11" page, one side.

   The transmittal letter for the Annual Qualification Package should include a FAX number and the following language at the bottom of the page if the Consultant wants the Department to acknowledge receipt of the Annual Qualification Package: ''The Department acknowledges receipt of your Annual Qualification Package on ______at ______AM/PM prevailing time.''

   F.  Failure to submit the Annual Qualification Package or failure to include the requested information in the Annual Qualification Package will eliminate the Consultant from further consideration.

Project Advertisement

   1.  The advertisement shall indicate if the project is non-complex, moderately complex, or complex and stipulate the limit on the number of pages allowed for the Letter of Interest.

   2.  For those projects where the Department desires to obtain the services of an engineering firm, the project advertisement shall contain the statement: ''By submitting a Letter of Interest for the project, the consulting firm is certifying that the firm is qualified to perform engineering services in accordance with the laws of the Commonwealth of Pennsylvania.''

   3.  The advertisement will indicate the DBE/WBE participation goal, if applicable. Most advertisements, with the exception of Open-End Contracts and Bridge Inspection Agreements, will include some DBE/WBE participation goal.

   4.  The advertisement will indicate the selection criteria to be used for the project.

   5.  The advertisement will indicate who the Letter of Interest should be sent to and the appropriate address.

Letter of Interest

   The Letter of Interest is the formal expression to the Department by a consulting firm that the firm desires to be considered for a specific project. A project specific Letter of Interest must be received by the Central Office or the appropriate Engineering District by 4:30 p.m. prevailing time on/or before date specified in the official project announcement (currently the publication in the Pennsylvania Bulletin).

   The requirements for the Letters of Interest are as follows:

   1.  There shall be a limit to the number of pages in the Letter of Interest as follows:

   a.  For non-complex projects and for most moderately complex projects--three (3) pages, 8 1/2 x 11, one sided, plus an organizational chart and additional resumes.

   b.  For complex projects and some moderately complex projects--five (5) pages, 8 1/2 x 11, one sided, plus an organizational chart and additional resumes.

   Failure to adhere to the page limitation indicated above shall eliminate the firm who submitted the Letter of Interest from further consideration for that assignment.

   2.  Include the project reference number, the firm's legal name, and the firm's federal identification number.

   3.  Identify project manager.

   4.  Identify subconsultants, if any, including DBE/WBE, if required.

   5.  Identify key project staff.

   6.  Include project organizational chart (one page, one side, maximum size 11" x 17"), showing key staff from the prime and each subconsultant and their area of responsibility.

   7.  Provide additional resumes only of key personnel not included in the Annual Qualifications Package on file.

   The Annual Qualification Package should be sent to the appropriate District or Central Office using the following addresses:
