Approvals to Use NPDES and/or Other General Permits

   The following parties have submitted (1)  Notices of Intent (NOIs) for Coverage under General NPDES Permits to discharge wastewater into the surface waters of this Commonwealth; (2)  NOIs for Coverage under General Permits for Beneficial Use of Sewage Sludge or Residential Septage by Land Application in Pennsylvania; or (3)  Notifications for First Land Application of Sewage Sludge.

   The approval of coverage under these General Permits may be subject to one or more of the following:  pollutant or effluent discharge limitations, monitoring and reporting, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions set forth in the respective general permit. The Department of Environmental Protection (Department) has reviewed the NOIs and determined that they comply with administrative requirements of the respective permit application. Also, the Department has evaluated the First Land Application of Sewage Sludge for the sites applying for coverage under PAG-7, PAG-8 and PAG-9 and determined that the sites are suitable for land application of sewage sludge.

   The EPA Region III Regional Administrator has waived the right to review or object to this permit action under the waiver provision:  40 CFR 123.24.

   The application and related documents, effluent limitations, permitting requirements and other information are on file and may be inspected and arrangements made for copying at the contact office noted.

SEWAGE FACILITIES ACT

PLAN APPROVAL


Plan approval granted under the Pennsylvania Sewage Facilities Act (35 P. S. §§ 750.1--750.20).

   Southwest Regional Office:  Water Management Program Manager, 400 Waterfront Drive, Pittsburgh, PA 15222-4745, (412) 442-4000.

   Location:  Creekside Sewage Treatment Facility in Washington Township, Indiana County, along S. R. 0954, approximately 2/10 mile south of Creekside Borough, on the western bank of Crooked Creek, and approximately 4/10 mile south of the confluence of McKee Run and Crooked Creek.

   Project:  Approval of the McKee Run Regional Sewer Plan, Phase 2 Sewage Facilities Plan Update. Update is for Creekside Borough, Ernest Borough, White Township, Rayne Township and Washington Township, municipalities all within Indiana County, PA. The project involves the construction of a sewage collection system for connection to the McKee Run interceptor sewer, as well as the expansion of the Creekside Sewage Treatment Facility from a capacity of 150,000 gallons per day (gpd) to a capacity of 450,000 gpd. The sewage collection system will serve all of Creekside and Ernest Boroughs and parts of Rayne, Washington and White Townships. The treatment facility discharges to Crooked Creek. The Department's review of the Sewage Facilities Plan Update has not identified any significant environmental impacts resulting from this review.

   Location:  Koppel Borough Sewage Treatment Plant, approximately 0.7 mile east of S. R. 18 on S. R. 351 and the Beaver River, Koppel Borough, Beaver County.

   Project:  Approval of the Official Sewage Facilities Plan Update for Koppel Borough, Beaver County. Project involves upgrading of the existing sewage treatment facility, installation of new sludge handling facilities and expansion of the permitted capacity from .220 mgd to .240 mgd. The treatment plant discharges to the Beaver River. The Department's review of the sewage facilities update has not identified any significant environmental impacts resulting from this review.

SAFE DRINKING WATER


Actions taken under the Pennsylvania Safe Drinking Water Act (35 P. S. §§ 721.1--721.17).

   Southeast Regional Office:  Sanitarian Regional Mana ger, Lee Park, Suite 6010, 555 North Lane, Conshohocken, PA 19428-2233, (610) 832-6130.

   Permit No. 4600502. Public water supply. Collegeville Trappe Joint Public Works, 320 West First Avenue, Trappe, PA 19426. A permit has been issued to Collegeville Trappe Joint Public Works for construction of Well No. 15 with chlorination facilities. Well facility includes a submersible well pump and motor, wellhead, disinfection, chlorine contact detention, yard piping and housing facilities in Collegeville Borough, Montgomery County. Type of Facility:  Public Water Supply System. Consulting Engineer:  Entech Engineering, Inc., 4 South 4th Street, Reading, PA 19603. Permit to Construct Issued:  June 20, 2000.

   Permit No. 0900501. Public water supply. Warminster Municipal Authority, 415 Gibson Avenue, Warminster, PA 18974. A permit has been issued to Warminster Municipal Authority granting permission to modify existing NATC Well No. 10 to use as an additional source of supply. The modifications include construction of a wellhouse, installation of an air stripping tower, a clearwell with a 350 gpm pump and a chlorination system in Warminster Township, Bucks County. Type of Facility:  Public Water Supply System. Consulting Engineer:  CKS Engineers, Inc., 88 South Main Street, Doylestown, PA 18901. Permit to Construct Issued:  June 23, 2000.

   Permit No. 3199501. Public water supply. The Grier School, Warriors Mark Township, Huntingdon County. Responsible Official:  Douglas Grier, Director, P. O. Box 308, Route 453, Tyrone, PA 16686. Type of Facility:  Installation of liquid chlorination system for Well No. 1. Consulting Engineer:  Daniel L. Mattern, P.E., Consulting Engineer, 1076 East Bishop St., Bellefonte, PA 16823. Permit to Construct Issued:  May 16, 2000.

   Permit No. 0697504. Public water supply. Wernersville Municipal Authority, S. Heidleberg Township, Berks County. Responsible Official:  Brian W. Clements, Chairperson. Type of Facility:  Approval to operate new Well No. 12 with disinfection. Consulting Engineer:  Steven Ravel, P. E., Lead Project Engineer, Spotts Stevens and McCoy, Inc. Permit to Operate Issued:  June 20, 2000.

   Permit No. 6300502. Public water supply. The Authority of the Borough of Charleroi, 31 McKean Avenue, P. O. Box 211, Charleroi, PA 15022-0211. Type of Facility:  Donora pressure reducing valve station. Permit issued for Construction:  June 22, 2000.

   Permit No. 0299508. Public water supply. Municipal Authority of the Borough of Oakmont, 721 Allegheny Avenue, P. O. Box 73, Oakmont, PA 15139. Type of Facility:  Magill water storage standpipe. Permit issued for Operation:  June 22, 2000.
