LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

Under Act 2, 1995

Preamble 2


The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the Act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

   For further information concerning the final report, please contact the Environmental Cleanup Program Manager in the Department Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate Regional Office listed. The report is intended to document remediation of the site to meet the Statewide health standard.

   Williamsburg Village Properties, L.P., Towamencin Township, Montgomery County. Marc Selover, P.G., Environmental Resolutions, Inc., 124 Gaither Drive, Suite 160, Mt. Laurel, NJ 08054-1719, has submitted a Final Report concerning remediation of site soil contaminated with solvents. The report is intended to document remediation of the site to meet the Statewide health standard.

   Amtrak 2.5 Acre Site-Richmond Station, City of Philadelphia, Philadelphia County. Craig Caldwell, National Railroad Passenger Corp., Amtrak, 30th and Market Streets, Philadelphia, PA 19104, has submitted a Final Report concerning remediation of site soil contaminated with lead, heavy metals, BTEX and polycyclic aromatic hydrocarbons and site groundwater contaminated with BTEX and polycyclic aromatic hydrocarbons. The report is intended to document remediation of the site to meet the Statewide health standard.

   Cognis Corp. Ball Field Property, Lower Gwynedd Township, Montgomery County. Janet A. Welp, HydroScience, Inc., 607 Washington Street, Reading, PA 19601, has submitted a Final Report concerning remediation of site soil contaminated with heavy metals, solvents, BTEX and polycyclic aromatic hydrocarbons. The report is intended to document remediation of the site to meet site-specific standards.

   Former Heintz Corp. Property, Parcel B, City of Philadelphia, Philadelphia County. Thomas A. Nowlan, P.E., O'Brien & Gere Engineers, 1777 Sentry Parkway West, Gwynedd Hall, Suite 302, Blue Bell, PA 19422, has submitted a Final Report concerning remediation of site soil contaminated with lead, heavy metals, solvents, BTEX and polycyclic aromatic hydrocarbons and site groundwater contaminated with solvents and BTEX. The report is intended to document remediation of the site to meet site-specific standards.

   Avery Dennison-Fasson Roll Division, Richland Township, Bucks County. Ronald F. Carper, Jr., P.G., ENSR, 2005 Cabot Blvd., West Langhorne, PA 19047, has submitted a Final Report concerning remediation of site soil and groundwater contaminated with solvents, BTEX, petroleum hydrocarbons and polycyclic aromatic hydrocarbons. The report is intended to document remediation of the site to meet the Statewide health standards.

   Kathalia Residence, Upper Southampton Township, Bucks County. Brian R. Evans, Hydrocon Services, Inc., 2945 South Pike Avenue, Allentown, PA 18103, has submitted a Final Report concerning remediation of site soil and groundwater contaminated with BTEX and polycyclic aromatic hydrocarbons. The report is intended to document remediation of the site to meet the Statewide health standards.

   Goshiney Residence, Ryan Township, Schuylkill County. Brian Holtzhafer, Geologist, Hydrocon Services, Inc., 2945 South Pike Avenue, Allentown, PA 18103 has submitted a Final Report (on behalf of his clients, John and Niki Goshiney, Locust Lake Road, Barnesville, PA 18214) concerning the remediation of site soils found or suspected to have been contaminated with no. 2 fuel oil. The report was submitted to document remediation of the site to meet the Statewide health standard. A Notice of Intent to Remediate was simultaneously submitted. Please refer to additional Pennsylvania Bulletin notice.

   Bethlehem Steel Corporation--Bethlehem Works Site, City of Bethlehem, Northampton County. Edwin B. Wilson, Director, Environmental Assessment and Remediation, Bethlehem Steel Corporation, 1170 Eighth Avenue, Bethlehem, PA 18016 submitted a Final Report (for the Phase I/western area of the site) concerning the remediation of site soils found or suspected to have been contaminated with metals and other steel manufacturing related substances. The report documented attainment of the site-specific standard and was approved on September 14, 2000.
