Pennsylvania Wheel of Fortune Instant Lottery Game

   Under the State Lottery Law (72 P. S. §§ 3761-101--3761-314) and 61 Pa. Code §  819.203 (relating to notice of instant game rules), the Secretary of Revenue hereby provides public notice of the rules for the following instant lottery game:

   1.  Name:  The name of the game is Pennsylvania Wheel of Fortune.

   2.  Price:  The price of a Pennsylvania Wheel of Fortune instant lottery game ticket is $3.00.

   3.  Play Symbols:  Each Pennsylvania Wheel of Fortune instant lottery game ticket will contain a ''Your Letters'' area and a puzzle grid area. The puzzle grid area will feature ''Person,'' ''Place,'' ''Thing'' and ''Phrase'' puzzles. The play symbols located in the ''Your Letters'' area and the puzzle grid area are the 26 letters of the alphabet, A through Z.

   4.  Prize Play Symbols:  The prize play symbols and their captions located in the four ''Prize'' areas are:  $1.00 (ONE DOL), $3.00 (THR DOL), $6.00 (SIX DOL), $9.00 (NIN DOL), $12$ (TWLV), $18$ (EGHTN), $36$ (TRY SIX), $72$ (SVY TWO), $288 (TWOETYEGT), $500 (FIV HUN) and $30,000 (TRY THO).

   5.  Prizes:  The prizes that can be won in this game are $1, $3, $6, $9, $12, $18, $36, $72, $288, $500 and $30,000. The player can win up to four times on a ticket.

   6.  Wheel of Fortune Bonus Drawing:  The Pennsylvania Lottery will conduct a separate Wheel of Fortune Bonus Drawing for nonwinning Pennsylvania Wheel of Fortune instant lottery tickets as provided in section 11.

   7.  Approximate Number of Tickets Printed For the Game: Approximately 4,080,000 tickets will be printed for the Pennsylvania Wheel of Fortune instant lottery game.

   8.  Determination of Prize Winners:

   (a)  Holders of tickets where the player completely uncovers all of the letters in the ''Person,'' ''Place,'' ''Thing'' or ''Phrase'' puzzle in the puzzle grid area, using only the letters found in the ''Your Letters'' area and a prize play symbol of $30,000 (TRY THO) appears in the ''Prize'' area for that puzzle, on a single ticket, shall be entitled to a prize of $30,000.

   (b)  Holders of tickets where the player completely uncovers all of the letters in the ''Person,'' ''Place,'' ''Thing'' or ''Phrase'' puzzle in the puzzle grid area, using only the letters found in the ''Your Letters'' area and a prize play symbol of $500 (FIV HUN) appears in the ''Prize'' area for that puzzle, on a single ticket, shall be entitled to a prize of $500.

   (c)  Holders of tickets where the player completely uncovers all of the letters in the ''Person,'' ''Place,'' ''Thing'' or ''Phrase'' puzzle in the puzzle grid area, using only the letters found in the ''Your Letters'' area and a prize play symbol of $288 (TWOETYEGT) appears in the ''Prize'' area for that puzzle, on a single ticket, shall be entitled to a prize of $288.

   (d)  Holders of tickets where the player completely uncovers all of the letters in the ''Person,'' ''Place,'' ''Thing'' or ''Phrase'' puzzle in the puzzle grid area, using only the letters found in the ''Your Letters'' area and a prize play symbol of $72$ (SVY TWO) appears in the ''Prize'' area for that puzzle, on a single ticket, shall be entitled to a prize of $72.

   (e)  Holders of tickets where the player completely uncovers all of the letters in the ''Person,'' ''Place,'' ''Thing'' or ''Phrase'' puzzle in the puzzle grid area, using only the letters found in the ''Your Letters'' area and a prize play symbol of $36$ (TRY SIX) appears in the ''Prize'' area for that puzzle, on a single ticket, shall be entitled to a prize of $36.

   (f)  Holders of tickets where the player completely uncovers all of the letters in the ''Person,'' ''Place,'' ''Thing'' or ''Phrase'' puzzle in the puzzle grid area, using only the letters found in the ''Your Letters'' area and a prize play symbol of $18$ (EGHTN) appears in the ''Prize'' area for that puzzle, on a single ticket, shall be entitled to a prize of $18.

   (g)  Holders of tickets where the player completely uncovers all of the letters in the ''Person,'' ''Place,'' ''Thing'' or ''Phrase'' puzzle in the puzzle grid area, using only the letters found in the ''Your Letters'' area and a prize play symbol of $12$ (TWLV) appears in the ''Prize'' area for that puzzle, on a single ticket, shall be entitled to a prize of $12.

   (h)  Holders of tickets where the player completely uncovers all of the letters in the ''Person,'' ''Place,'' ''Thing'' or ''Phrase'' puzzle in the puzzle grid area, using only the letters found in the ''Your Letters'' area and a prize play symbol of $9.00 (NIN DOL) appears in the ''Prize'' area for that puzzle, on a single ticket, shall be entitled to a prize of $9.

   (i)  Holders of tickets where the player completely uncovers all of the letters in the ''Person,'' ''Place,'' ''Thing'' or ''Phrase'' puzzle in the puzzle grid area, using only the letters found in the ''Your Letters'' area and a prize play symbol of $6.00 (SIX DOL) appears in the ''Prize'' area for that puzzle, on a single ticket, shall be entitled to a prize of $6.

   (j)  Holders of tickets where the player completely uncovers all of the letters in the ''Person,'' ''Place,'' ''Thing'' or ''Phrase'' puzzle in the puzzle grid area, using only the letters found in the ''Your Letters'' area and a prize play symbol of $3.00 (THR DOL) appears in the ''Prize'' area for that puzzle, on a single ticket, shall be entitled to a prize of $3.

   (k)  Holders of tickets where the player completely uncovers all of the letters in the ''Person,'' ''Place,'' ''Thing'' or ''Phrase'' puzzle in the puzzle grid area, using only the letters found in the ''Your Letters'' area and a prize play symbol of $1.00 (ONE DOL) appears in the ''Prize'' area for that puzzle, on a single ticket, shall be entitled to a prize of $1.

   9.  Number and Description of Prizes and Approximate Odds:

   The following table sets forth the approximate number of winners, amounts of prizes, and approximate odds of winning:

   10.  Wheel of Fortune Bonus Drawing Entry Requirements:

   (a)  To enter the Wheel of Fortune Bonus Drawing, a player shall use the back of one nonwinning Wheel of Fortune instant lottery ticket.

   (b)  The player shall watch the syndicated Wheel of Fortune television game show Monday through Friday as follows:

   (c)  In the space provided on the back of the ticket, the player shall enter the date and station that the player watched. The player shall circle the position of the winning contestant on the date watched. Incorrect entries selected will be disqualified.

   (d)  The results of the Wheel of Fortune television game show will not be made available by any means other than the actual broadcast of the show. In the event of a preemption, players should check local listings. Rebroadcasts of the Wheel of Fortune television game show on the Game Show Network are not eligible for this promotion.

   (e)  The back of the nonwinning Pennsylvania Wheel of Fortune instant lottery ticket must be completed in a legible manner, including the player's name, complete address, telephone number and signature. Only one name may appear on each ticket.

   (f)  The player shall place exactly one completed nonwinning Pennsylvania Wheel of Fortune instant lottery ticket in an envelope no larger than 4.5 inches by 9.5 inches addressed to Wheel of Fortune Play-at-Home Bonus, 3863 Union Deposit Road, PMB 188, Harrisburg, PA, 17109.

   (g)  Envelopes containing more than one completed nonwinning Pennsylvania Wheel of Fortune instant lottery ticket shall be disqualified.

   (h)  Completed nonwinning Pennsylvania Wheel of Fortune instant lottery tickets received in envelopes larger than 4.5 inches by 9.5 inches shall be disqualified.

   (i)  Winning Pennsylvania Wheel of Fortune instant lottery tickets submitted to the Wheel of Fortune Play-at-Home Bonus address may not be paid or honored.

   (j)  Completed nonwinning Pennsylvania Wheel of Fortune instant lottery tickets must be received by the Pennsylvania Lottery no later than December 28, 2001, to be eligible for the Wheel of Fortune Bonus Drawing.

   11.  Wheel of Fortune Bonus Drawing Procedures:

   (a)  Drawing. The Wheel of Fortune Bonus Drawing will be held at Lottery Headquarters on January 9, 2002, or on a date to be determined by the Secretary.

   (b)  Eligibility for the Wheel of Fortune Bonus Drawing. To be eligible for the Wheel of Fortune Bonus Drawing, aplayer must have complied with the requirements of section 10.

   (1)  The Lottery will make a reasonable effort to ensure that each entry is entered into the Wheel of Fortune Bonus Drawing. The Lottery assumes no responsibility for a lost or misplaced entry not entered into the Wheel of Fortune Bonus Drawing.

   (2)  If an entry is rejected during or following the Wheel of Fortune Bonus Drawing, the sole remedy is to select another entry to replace the rejected entry in accordance with Lottery procedure.

   (c)  Manner of conducting the Wheel of Fortune Bonus Drawing.

   (1)  Entries will be placed into containers and the containers will be sealed. A mechanical device will be used to randomly select one of the containers.

   (2)  The contents of the selected container will be placed in a tumbler and one entry envelope will be selected. The envelope will be opened to determine if the entry is valid.

   (3)  If the selected entry does not meet the requirements of section 10, another entry will be selected and so on, until a qualified entry has been chosen.

   (4)  Determination of the winner will be made by the Secretary, whose judgment will be final and binding.

   (d)  The Wheel of Fortune Bonus Drawing winner will be notified of its selection after all validation procedures have been conducted.

   (e)  The Wheel of Fortune Bonus Drawing winner will be required to furnish their Social Security number to the Lottery.

   (f)  The odds of winning a trip and cash prize depend upon the number of entries received.

   (g)  The awarding of a trip and cash prize in the Wheel of Fortune Bonus Drawing to a person who dies before receiving the trip and cash prize or to a person 17 years of age or younger shall be undertaken according to 61 Pa. Code §§ 811.16 and 811.27 (relating to prizes payable after death of prize winner; and payment of prizes to persons under 18 years of age).

   12.  Trip to Hollywood, California and Audition for the Wheel of Fortune Television Game Show information and restrictions:

   (a)  The trip includes two roundtrip airfares, one hotel accommodation for two for 4 days and 3 nights, an onsite host and an audition for a chance to become a contestant on the Wheel of Fortune television game show and $30,000 in cash.

   (b)  If a player is selected as a result of the player's audition to be a contestant on the Wheel of Fortune television game show, the player and a guest will receive a complimentary 3 day and 2 night round trip to California to compete on the Wheel of Fortune television game show.

   (c)  Trip scheduling is dependent upon the timing of the auditions in Hollywood for the Wheel of Fortune television game show.

   (d)  Trips must be taken within 1 year of the date of the Wheel of Fortune Bonus Drawing.

   (e)  There is no cash equivalent for the trip prize.

   (f)  The winner of a trip will be responsible for any income tax due to the Federal government for the value of the prize.

   13.  Retailer Incentive Awards:  The Lottery may conduct a separate Retailer Incentive Game for retailers who sell Pennsylvania Wheel of Fortune instant lottery game tickets. The conduct of the game will be governed by 61 Pa. Code § 819.222 (relating to retailer bonuses and incentives).

   14.  Unclaimed Prize Money:  For a period of 1 year from the announced close of Pennsylvania Wheel of Fortune, prize money from winning Pennsylvania Wheel of Fortune instant lottery game tickets will be retained by the Secretary for payment to the persons entitled thereto. If no claim is made within 1 year of the announced close of the Pennsylvania Wheel of Fortune instant lottery game, the right of a ticket holder to claim the prize represented by the ticket, if any, will expire and the prize money will be paid into the State Lottery Fund and used for purposes provided for by statute.

   15.  Governing Law:  In purchasing a ticket, the customer agrees to comply with and abide by the State Lottery Law (72 P. S. §§ 3761-101--3761-314), the regulations contained in 61 Pa. Code Part V (relating to State Lotteries) and the provisions contained in this notice.

   16.  Termination of the Game:  The Secretary may announce a termination date, after which no further tickets from this game may be sold. The announcement will be disseminated through media used to advertise or promote Pennsylvania Wheel of Fortune or through normal communications methods.
