The project begins at the debris basin located immediately upstream of 4th Street (Olyphant, PA Quadrangle N:  18.5 inches; W:  15.0 inches) and extends downstream to Hull Creek's confluence with the Lackawanna River (Olyphant, PA Quadrangle N:  17.3 inches; W:  14.7 inches) in the Borough of Blakely, Lackawanna County.

   To construct and maintain a pedestrian bridge having a single span of approximately 58 feet and a maximum underclearance of approximately 6 feet across Leavitt Branch, a 15-inch diameter water intake structure in Mountain Lake and a 15-inch diameter water line in a de minimis area of wetlands less than 0.01 acre for the purpose of providing water to the Skytop ski area snowmaking equipment. The projects are located at Skytop Lodge on the west side of SR 0390 (Skytop, PA Quadrangle N:  19.5 inches; W:  15.0 inches).

   To remove an existing steel truss bridge and construct and maintain a reinforced concrete box beam bridge having a clear span of 112.67 feet, with a minimum underclearance of 7.65 feet on a skew of 70° over Texas Creek located along SR 0284 Segment 0050, Offset 1641, in Pine Township, Lycoming County. This permit also authorizes the construction, operation, maintenance and removal of temporary construction causeways, stream diversions and cofferdams. All temporary structures shall be constructed with clean rock, free of fines and silts, or other nonerodible material. Upon completion of the bridge construction, all temporary structures shall be completely removed from the channel and floodplain.

   To construct and maintain a 122 foot monopole wireless communications tower located along the northern right-of-way of SR 0180 west. This project proposes to have a no impact on Loyalsock Creek, which is, designated a CWF and does not propose to impact any jurisdictional wetlands. This permit was issued under section 105.13(e) ''Small Projects.''

   E55-191. Department of Transportation, Engineering District 3-0, P. O. Box 218, Montoursville, PA 17754-0218. SR 1009 Section 006M unnamed tributary to Middle Creek bridge replacement, in Middle Creek Township, Snyder County, ACOE Susquehanna River Basin District (Freeburg, PA Quadrangle N:  11.6 inches; W:  12.0 inches).

   To remove an existing bridge and construct and maintain a 6 foot by 20 foot concrete arch culvert on a skew of 57° in a tributary to Middle Creek as well as to construct a 42-inch by 29-inch corrugated metal pipe located 0.5 mile northeast located 0.5 mile northeast of Kreamer along SR 1009, in Middle Creek Township, Snyder County.

   E02-1367. City of Pittsburgh, 200 Ross Street, 4th Floor, Pittsburgh, PA 15219. City of Pittsburgh, Allegheny County, ACOE Pittsburgh District.

   To construct and maintain an aquatic restoration of Nine Mile Run (TSF) and two of its tributaries. For Nine Mile Run approximately 3,699 feet of channel will be restored. Fern Hollow (TSF) will have approximately 1,648 feet restored. This includes adjusting the alignment to flow into an existing conspan culvert having a span of 12 feet and an underclearance of 3 feet. Operation and maintenance of this structure is part of this permit. Falls Ravine (TSF) will have approximately 508 feet restored. This permit will also authorize the removal of existing structures and the constructions and maintenance of a 36-inch diameter RCP culvert (depressed 1 foot) for a distance of approximately 12 feet in Falls Ravine. The permit authorized the filling of .29 acre of wetlands, the construction and maintenance of .29 acre of replacement wetlands, the construction and maintenance of 0.57 acre of replacement wetland to compensate for the previously approved wetland impacts at Point Marion Lock and Dam and creation of an additional 3.64 acres of wetlands. The work is part of the proposed Nine Mile Run Aquatic Restoration Project Phase 1B. The project limits along Nine Mile Run begin at the Braddock Avenue Culvert and extend to Commercial Street. The project limits for Fern Hollow begin approximately 300 feet upstream of its confluence with Falls Ravine including approximately 508 feet of Falls Ravine and extending to its confluence to Nine Mile Run (Pittsburgh East, PA Quadrangle N:  9.45 inches; W:  3.7 inches).

   E02-1397. Leetsdale Borough, 85 Broad Street, Leetsdale, PA 15056. Leetsdale Borough, Allegheny County, ACOE Pittsburgh District.

   To construct and maintain a boat dock approximately 41 feet in length by 16 feet in width (as measured from the normal pool elevation) and to operate and maintain the existing boat launch ramp approximately 31 feet in length by 16 feet in width (as measured from the normal pool elevation) in the channel of and on the right bank of the Ohio River (WWF) for the purpose of providing public access to the river. The project is located near River Mile Marker 15, approximately 9,000 feet downstream from the Dashields Dam (Ambridge, PA Quadrangle N:  12.7 inches; W:  13.7 inches).

Plan Revision Approval under the Municipal Waste Planning, Recycling and Waste Reduction Act of 1988, Act 101

Request for Variance

   The Department of Environmental Protection (Department), Bureau of Deep Mine Safety (Bureau), has received a request for variance from Senate Coal Mines, Inc. The following notification contains a summary of this request.    The Department is publishing a summary of the request to solicit comments from affected parties on the proposed variance request. Comments may be used by the Bureau to assist in its investigation of the variance request. Comments will be accepted for 30 days following the publication of this notice.    Section 702 of the Bituminous Coal Mine Act (act) provides a mechanism for operators to obtain variances from specific requirements of the act to accommodate the adoption of new machinery, equipment, tools, supplies, methods or processes.

   Section 221(d) of the act requires that after an extended ventilation interruption, the electric power must be disconnected from the affected portions of the mine and personnel be evacuated from the mine. It also requires that, after the ventilation is restored, the mine must be examined before workers return to their work.

   Summary of the Request: Senate Coal Mines, Inc. requests a variance during the fan stoppage of the main mine fans when the ventilation quantity is not maintained by the backup fan system. This variance is to maintain electric power on circuits necessary to withdraw persons if located in areas or haulageways where methane is not likely to migrate or to accumulate. These electrical circuits will be de-energized as persons are withdrawn. In addition, mechanized equipment necessary to withdraw persons from the mine need not be shut off if located in areas where methane is not likely to migrate or accumulate. If ventilation is restored, the miners may stop the evacuation in a safe location and return to work areas only after a certified person has made a thorough examination of the areas and the areas are determined to be safe. After ventilation has been restored and the fan has operated for at least 15 minutes, the examiner may use nonpermissible transportation in intake airways to facilitate the making of the examination at the Ondo Mine.
