   To maintain the existing concrete trapezoidal channel and to construct and maintain new sections of rectangular concrete channel and concrete box culvert stream enclosure, within an intermittent 3,000 foot reach of Mill Creek (CWF) and an intermittent 220 foot reach of Collins Creek (CWF), for the purpose of flood control.

   Work within the upper 1,880 linear feet of channel will include rehabilitation of joints, removal and replacement of a 188 foot section with a concrete rectangular section and replacement of a damaged 255 foot section. The project will tie into the Department of Transportation structure that extends from SR 2035 to SR 315 North. Continuing downstream from SR 315 North, work will include construction of 358 feet of rectangular concrete channel to replace the existing gabion-walled channel section and construction of 495 feet of concrete box culvert stream enclosure. A rectangular concrete channel will be constructed in Collins Creek, extending 163 feet downstream from the existing SR 315 North structure, followed by 60 feet of concrete box culvert extending to the confluence with Mill Creek.

   The project (known as Project No. DGS 184-23, Phase 2, Unit 2) extends from SR 0081 downstream to SR 0315 South (Avoca, PA Quadrangle N:  12.6 inches; W:  17.0 inches), in Dupont Borough, Luzerne County (Subbasin 05A).

   To remove the existing single span steel Pratt through truss which is 146 feet long, with a waterway opening which is 140 feet wide and an underclearance ranging between 6.4 feet and 10.8 feet, a curb-to-curb width of 12.5 feet with no hydraulic skew to the stream and:  (1) to construct and maintain a two-span prestressed adjacent box beam bridge on the same alignment as the existing bridge with a cross-sectional open area of approximately 1,440 feet and an underclearance varying between 5.4 feet to 13.0 feet with concrete wingwalls over Wyalusing Creek (WWF); (2) to construct a temporary low-flow crossing consisting of six 48 inch by 45 foot long corrugated metal pipes in a 20 foot wide by 6 foot deep road constructed of R-6 riprap downstream of the existing bridge; and (3) to place R-7 riprap for scour protection 25 feet upstream and downstream of both wingwalls and about 75 feet along the left bank immediately upstream of the bridge and about 100 linear feet by 10 feet wide around the bridge pier. The project is located on SR 105, Section 001 approximately 1,000 feet south of the intersection of SR 1075 with SR 706.

   The project will have a permanent de minimis impact on .0066 acre of combination palustrine emergent/palustrine scrub wetlands and .0242 acre of palustrine emergent wetlands while impacting approximately 70 feet of waterway and 0.08 acre of floodway fill.

   To remove the existing structure and to construct and maintain a prestressed spread/adjacent box beam bridge having a clear span of 38.5 feet and an underclearance of 5.33 feet on a 90 degree skew across Taylor Run (CWF) on SR 1016, Section L02 approximately 2.1 miles west of the intersection of SR 1016 and Interstate 79. Project includes the permanent impact of 0.196 acre of PSS and PFO wetland, the temporary impact of 0.018 acre of wetland and contribution to the Pennsylvania Wetland Replacement fund for replacement of permanently impacted wetland. Project also includes widening and reconstruction of the roadway for approximately 580 feet east of the bridge and 410 feet west of the bridge.

SR 2007, Section L01, Segment 0040, Offset 0000 Stream Enclosure Replacement in an unnamed tributary to Slippery Rock Creek (CWF) in Perry Township, Lawrence County, ACOE Pittsburgh District (Portersville, PA Quadrangle N:  3 inches; W:  12.5 inches).

   To remove the existing structure and to construct and maintain a 120-foot long, 12-foot wide by 6.5-foot high precast concrete pipe arch culvert stream enclosure in an unnamed tributary to Slippery Rock Creek on SR 2007, Section L01, Segment 0040, Offset 0000 approximately 0.95 mile northwest of the intersection of SR 2007 (Armstrong Road) and SR 488. Slippery Rock Creek is a perennial stream classified as a CWF. The project will directly affect a total of 120 linear feet of stream channel.

SR 0006-B03 Bridge Replacement over Little Brokenstraw Creek, in Pittsfield Township, Warren County, ACOE Pittsburgh District (Lottsville, PA-NY, PA Quadrangle N:  0.5 inch; W:  5.1 inches).

   To remove the existing structure and to construct and maintain a P/S spread concrete box beam bridge having a clear span of 90.5 feet and an underclearance of 12.8 feet on a 60 degree skew across Little Brokenstraw Creek (CWF) on SR 0006, Section BO3, Segment 0260, Offset 0000 approximately 600 feet northwest of the intersection of SR 0006 and T-467 (Smith Hill Road).

Plan Revision Approval under the Municipal Waste Planning, Recycling and Waste Reduction Act of 1988, Act 101

   The Department of Environmental Protection (Department) approved the Juniata County Municipal Waste Plan Revision on April 2, 2003.

   Persons aggrieved by an action may appeal, under section 4 of the Environmental Hearing Board Act (35 P. S. § 7514) and 2 Pa.C.S. §§ 501--508 and 701--704 (relating to the Administrative Agency Law), to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P. O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Environmental Hearing Board (Board) through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin, unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in Braille or on audiotape from the Secretary to the Board at (717) 787-3483.
