DEPARTMENT OF STATE

State Plan Public Hearing

   The Secretary of the Commonwealth will conduct public hearings relating to the Commonwealth's preliminary State Plan. The State Plan outlines the methods the Commonwealth will use to comply with the requirements of the Federal Help America Vote Act of 2002 and how it will use grants from the Federal government to achieve this goal. Interested individuals or groups may access a copy of the preliminary State Plan on the Department of State's (Department) website at www.dos.state.pa.us or by contacting Barbara Smotherman, (717) 787-6458, bsmotherma@state.pa.us.

   The public hearings will be held in Reading, PA on July 7, 2003, Pittsburgh, PA on July 9, 2003; and in Philadelphia, PA on July 14, 2003. The public hearings will be held from 6 p.m. to 8 p.m.

   Persons wishing to testify should contact Barbara Smotherman. The Secretary of the Commonwealth encourages those testifying to submit a written copy of their testimony, in advance, to Barbara Smotherman, Department of State, 302 North Office Building, Harrisburg, PA 17120. Persons who testify must bring 50 printed copies of their testimony to the hearing. Individuals testifying are strongly encouraged to briefly summarize their testimony and to be prepared to respond to questions. Individuals testifying on their own behalf will be allocated 5 minutes and individuals testifying on behalf of groups will be allocated a total of 10 minutes in which to make their presentation.

   Persons with a disability who wish to attend a hearing and who require an auxiliary aid, service or other accommodation to participate in the proceedings should contact Barbara Smotherman. Text telephone users may contact the Department through the Pennsylvania Relay Center.
