STATE CONTRACTS INFORMATION
DEPARTMENT OF GENERAL SERVICES

   Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
   Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
   A business is eligible for payments when the required payment is the latest of:
      The payment date specified in the contract.
      30 days after the later of the receipt of a proper invoice or receipt of goods or services.
      The net payment date stated on the business' invoice.
   A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

CL-577-Locker Room/Restroom Additions, Stadium Clarion University of Pennsylvania is soliciting bids for construction of an 1,800 square foot locker room additions/modifications to the existing stadium stands and restrooms and installation of EPDM roof on the existing locker room at its stadium facility. The new locker room will be constructed adjacent to the existing locker room and will be a new block building complete with shower, lockers, plumbing, heating, lighting, EPDM roofing, etc. The additions to the existing stands and restrooms is to provide and/or increase handicap accessibility. In addition, the existing locker room roof of approximately 9,200 square feet will be removed and an insulated EPDM roof installed. RFP-2003-WWEC-1 DEP is soliciting proposals for the development of a Pennsylvania Stormwater Best Management Practices Manual and associated training. Proposals must be received by the DEP's Division of Waterways, Wetlands, and Erosion Control by 12:00 p.m. on March 14, 2003. The manual is intended to focus on post construction stormwater management and provide basic and advanced approaches to facilitate effective stormwater planning, management, and implementation ranging from low impact development approaches to stormwater infiltration, treatment and discharge controls. The Request For Proposal (RFP) also includes an education and training component for DEP staff, County Conservation District Staff and the regulated community. 2003-1 Eligible Partnership Postsecondary Grant Application (EPPGA) guidelines are established to provide direction to eligible partnerships for submitting applications targeting the quality of teachers, principals and paraprofessionals. An eligible partnership that receives a grant under these EPPGA guidelines shall use the grant for designing and implementing a rural academy for Pennsylvania which provides assistance to local educational agencies (LEAs), their teachers, principals and paraprofessionals to ensure that they are able to use Pennsylvania's Mathematics and Reading, Writing, Speaking and Listening content standards and for using Pennsylvania System of School Assessment data to strengthen and enhance instructional practices for improving student academic achievement. The guidelines available at http://www.pde.state.pa.us define a partnership that is eligible to apply. The first rural academy funded under these guidelines will be conducted in the summer of 2003 and will be modeled after the Department of Education's Governor's Academy for Urban Education. Attendance at the February 7, 2003 pre-proposal conference by a representative of the partnership (potential applicant, regional site, LEA, IU, other) is a prerequisite to submitting an application.
