NOTICES

Finding

Bucks County

   Under section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Secretary of Transportation makes the following written finding:

   Bucks County, in cooperation with the Department of Transportation (Department), plans to reconstruct Bucks County Bridge No. 145, the Pickertown Road Bridge across Mill Creek. The Bucks County Bridge No. 145 Project (project) study area lies completely within Warrington Township in central Bucks County and is located 1 1/2 miles southeast of the Borough of Chalfont.

   The scope of the project involves eliminating weight limit restrictions currently assigned to Bucks County Bridge No. 145 by providing a new bridge. The Pickertown Road Bridge approaches are under Warrington Township jurisdiction, while the Bucks County Bridge No. 145 is a County-owned structure.

   The proposed bridge replacement project will impact one Section 2002 resource, Bucks County Bridge No. 145, the Pickertown Road Bridge which was determined eligible for listing on the National Register of Historic Places. The project, as proposed, will have an adverse effect on the National Register-eligible Bucks County Bridge No. 145. Based upon these studies, there is no feasible and prudent alternative to the total replacement of the Bucks County Bridge No. 145.

   The Recommended Alternative for the Bucks County Bridge No. 145 replacement meets the purpose and need of the project while mitigating the impacts to the existing historic Bucks County Bridge No. 145. Two mitigation measures, as per the Memorandum of Understanding (MOU), have been proposed for the project: (1) provide recordation of the existing Bucks County Bridge No. 145 to State-level recordation standards; and (2) rehabilitate the truss members of the existing Bucks County Bridge No. 145 and attach them to the fascia beams of the new Bucks County Bridge No. 145 to maintain the aesthetic appearance of the Bucks County Bridge No. 145 and the rural character of the project area. The Historic and Museum Commission has concurred with these mitigation measures as a signatory to the MOU, dated May 17, 2002.

   The Secretary has considered the environmental, economic, social and other effects of the proposed project as enumerated in section 2002 of The Administrative Code of 1929 and has concluded that there is no feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize the effect.
