INSURANCE DEPARTMENT

Blue Cross of Northeastern Pennsylvania; Access Care II Community Rated Group Rate Increase (Hospital Portion Only); Rate Filing

   On April 20, 2004, the Insurance Department (Department) received from Blue Cross of Northeastern Pennsylvania filing no. 786-ACIICR-10-01-04 (effective October 1, 2004) for a rate increase for Access Care Community Rated Groups.

   The company requests a rate change of 21.85% (hospital portion only) amounting to $8.2 million annually, to be effective October 1, 2004. This will impact approximately 15,300 policyholders. Since Highmark Blue Shield has elected not to request a rate change for its Medical Surgical portion, the total composite rate change for this product is 11.52%.

   Unless formal administrative action is taken prior to July 21, 2004, the subject filing may be deemed approved by operation of law.

   Copies of the filing are also available for public inspection, by appointment, during normal working hours at the Department's regional office in Harrisburg.
