STATE CONTRACTS INFORMATION
DEPARTMENT OF GENERAL SERVICES

   Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
   Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
   A business is eligible for payments when the required payment is the latest of:
      The payment date specified in the contract.
      30 days after the later of the receipt of a proper invoice or receipt of goods or services.
      The net payment date stated on the business' invoice.
   A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

21stCCLC20052008 21st Century Community Learning Centers (CCLC) Grant to Provide After School Programming Available. 21st CCLC grant funds are available to provide academic and cultural enhancement activities to students and their families when school is not in session (before school, after school, and/or during holidays or summer recess). The primary goal of these Centers is to assist students to meet state and local standards for core subjects, such as reading and mathematics, by providing students with academic enrichment opportunities. Any public or private organization may apply for 21st CCLC funding if it proposes to serve: 1. Students who primarily attend: a. schools eligible for schoolwide programs under [Title I] section 1114, or b. schools that serve a high percentage of students [at least 40 percent] from low-income families; and 2. The families of students described in item 1 above. Examples of agencies that are eligible to apply for these funds include, but are not limited to: local educational agencies (LEAs), non-profit community-based organizations (CBOs), Family Centers, city or county government agencies, faith-based organizations, higher education institutions, for-profit corporations and consortia of two or more of such agencies, organizations, or entities. It is mandated that eligible entities collaborate with LEAs when applying for funds.
