PRESERVATION COMMITTEE

Request for Proposals

   Objective: The Pennsylvania Capitol Preservation Committee (CPC) is requesting concept proposals for the creation, materials, construction and installation of a Civil War Flag exhibit.

   Currently the State's Civil War battle flags are stored at an offsite conservation facility a few blocks away from the Capitol building, which is open to the public by means of appointment. Throughout the year the Committee conducts flag tours and variety of events. The exhibit should focus on the following aspects:

   1)  History

   2)  Battle stories (vignettes)

   3)  Post War History

   4)  Conservation and Preservation

   As a State-owned building, the conservation facility is used for other purposes as well. It is crucial that the exhibit be designed in such a way that it can easily be removed and assembled elsewhere should the location of the conservation facility change in the future.

   In addition because this is a multipurpose space, the exhibit will only encompass a portion of the hallway leading to the flag facility room.

   Painting and electrical work in the facility needed to adapt colors to compliment the new exhibit and for exhibit lighting in the space will be implemented by CPC.

   The exhibit design firm shall provide suggestions for paint colors, and lighting fixtures needed to retrofit the hallway where the exhibit will be located.

   Proposals Due: August 22, 2008, 2 p.m.--Submit three duplicate copies of the proposal.

   Send bid package to Pennsylvania Capitol Preservation Committee, Flag Exhibit Proposal, Attn: Richard Saiers, Room 630, Main Capitol Building, Harrisburg, PA 17120.

   1.  Location of Project: Capitol Preservation Committee Flag Conservation Facility, 10th and Market Streets, Harrisburg, PA.

   2.  The proposal package, in triplicate, shall be contained in a sealed envelope bearing on the outside the name and address of the proposer and the name of the project.

   Proposal prices shall be in ink on all blanks provided. In case of discrepancy, the written words will be considered as being the proposal price.

2.1 Proposers must use the proposal forms furnished by the CPC when submitting their proposal.
2.2 Each proposal must be signed by a person authorized by the company.
2.3 Proposal Package Submittals.
2.4 Proposers shall submit unit prices as required by the enclosed proposal form.
2.4.1. A detailed breakdown of costs should be provided as supporting documentation, including:
2.4.1.1 Hourly rate for Designer.
2.4.1.2 Hourly rate for assistants to the designer.
2.4.1.3 Hourly rate for installation of exhibits.
2.4.1.4 Proof of liability insurance.
2.4.2 Proposers shall submit completed Qualification forms as provided.
2.5 Concept design shall be submitted with proposal package.

   3.  Prepropsal Site Visit.

3.1.1 Each prospective proposer is encouraged to visit the flag conservation facility to prepare its proposal. CPC will provide access to the facility at 10 a.m. on July 30, 2008.    4.  Summary of Work.

4.1.1 The project shall be based on itemized time and materials with a not-to-exceed fixed price; copies of all invoices for all materials and time sheets are to be submitted with each monthly invoice.
4.1.2 Design, Fabricate and Install four wall mounted exhibit panels for display of photographic and textual information. Design creativity in development of panels may be in shape of flags, State of PA and so forth. Background information will be permanent; other information or vignettes, will be updated periodically and should be designed in a way that CPC staff can easily remove and replace material as needed.
4.1.3 Fabrication descriptions of all mounting, back- drops/photo murals, reproductions, artwork, graphics, photos proposed and text boards/keys as necessary for designs must be submitted to the Committee for approval.
4.1.4 Purchase of all materials, hardware, lighting and supplies necessary to execute the approved design are required by proposers.
4.1.5 Deliver/Install exhibit panels.

   5.  CPC Responsibilities.

5.1 Text for story boards and vignettes supplied on disks.
5.2 Photographic prints supplied on disks required for designer to enlarge/reduce, process and prepare.
5.3 Research topic information.
5.4 Painting walls and ceiling and electrical work prior to exhibit installation. Color selections and recommendations for Committee's wall and ceiling space are to be suggested by the company.

   6.  Schedule.

6.1 RFP's released on July 31, 2008, at 9 a.m., in Room 630 Main Capitol Building, Harrisburg, PA.
6.2 A prebid walk through will be available to all designers on August 8, 2008, at 10 a.m. at 10th and Market Streets, Harrisburg, PA. Contact CPC at (717) 783-6484 for details about parking and entrance information.
6.3 Proposals are due at CPC's office on August 22, 2008, at 2 p.m.
6.4 Date of contract award: August 29, 2008.
6.5 Completion of Exhibit: January 30, 2008
