PUBLIC WATER SUPPLY (PWS) PERMITS The Department has taken the following actions on applications received under the Pennsylvania Safe Drinking Water Act (35 P. S. §§ 721.1—721.17) for the construction, substantial modification or operation of a public water system.
Persons aggrieved by an action may appeal that action to the Environmental Hearing Board (Board) under section 4 of the Environmental Hearing Board Act and 2 Pa.C.S. §§ 501—508 and 701—704. The appeal should be sent to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, PO Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Board through the Pennsylvania Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in Braille or on audiotape from the Secretary to the Board at (717) 787-3483. This paragraph does not, in and of itself, create a right of appeal beyond that permitted by applicable statutes and decisional law.
For individuals who wish to challenge an action, the appeal must reach the Board within 30 days. A lawyer is not needed to file an appeal with the Board.

Notice of Proposed Interim Response
Nockamixon TCE
Nockamixon Township, Bucks CountyThe Department of Environmental Protection (Department) under the authority of the Hazardous Sites Cleanup Act (HSCA) (35 P. S. §§ 6020.102—6020.1303) is proposing an interim response at Nockamixon TCE, Nockamixon Township, Bucks County, Pennsylvania.
The Nockamixon TCE HSCA Site is located in Nockamixon Township, Bucks County. The Site is located along Easton, Tower, Durham Road, Tower Road, Brennan Road, Mountainview Drive, and Park Drive. The site includes approximately 11 private wells impacted with Volatile Organic Compounds above Maximum Contaminant Levels (MCLs). The area of the site consists mostly of rural residential properties with a few small businesses.
The Department was notified by the Bucks County Health Department in spring 2009 that contamination had been found in the groundwater of the site area. Preliminary sampling by the Bucks County Health Department showed levels that peaked at 26.8 parts per billion trichloroethylene (TCE), which is the contaminant of concern. The Department initiated an investigation in 2009 to both confirm the Health Department's results and expanding the sampling efforts in the area. This investigation is still ongoing. The Department has conducted sampling events in October 2009, April, 2010, and November 2010. A total of approximately 30 locations have been sampled by the Department. Princeton Hydro, LLC conducted a study for Lower Delaware River Wild and Scenic Management Committee and the Delaware River Greenway Partnership regarding natural gas exploration and recovery with a report dated December 2009 that also expanded the Department's sampling efforts to Park Drive.
Volatile Organic Compounds have been released in the area with an unknown source. The MCL for TCE is 5 Parts per billion (ppb). Most of the levels in residential wells for this contaminant are between 5 and 25 ppb. The highest concentration was detected at 93.4 ppb. The health threats include ingestion and inhalation. Bottled water is currently being provided to affected residents as a temporary measure.
To address the release and threat of release of hazardous substances at the Site, and corresponding threats to human health and the environment, the Department proposes a response action at the Site under Sections 501(a) of HSCA, 35 P. S. § 6020.501(a). The Department hereby proposes the installation of whole house carbon filtration units on affected private residential water supplies. This proposed alternative complies with Applicable, Relevant and Appropriate Requirements (ARARs) and is feasible and cost-effective. Other possible alternatives include taking no action, the installation of a public waterline and continuing to provide bottled water.
An Administrative Record, which contains more detailed information concerning this interim response action, is available for public inspection. The Administrative Record may be examined from 8:00 am until 4:00 pm at the Department's office at 2 East Main Street, Norristown PA 19401. Notice of Interim Response
Five Locks Access Area Site
Perry Township, Berks CountyThe Department of Environmental Protection (Department), under the authority of the Hazardous Sites Cleanup Act (HSCA), (35 P. S. §§ 6020.101—6020.1305) is proposing an interim response at the Five Locks Access Area Site (Site).
The Site is located approximately midway between Hamburg and Shoemakersville, along Five Locks Road and Water Street, at the intersection with Fisher Dam Road. The proposed response for the Five Locks Access Area Site (Site) will consist of an interim response to protect public health, safety or welfare or the environment from the release of lead contaminated battery casings, soil and sediments. Lead-contaminated waste, soil and sediment will be removed and properly disposed off site. The response will minimally alter existing land elevations and thus should not increase the likelihood of flooding. The Department is providing this notice under sections 505(b) and 506(b) of HSCA (35 P. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907).
Section 250.8 of 25 Pa. Code and administration of the Land Recycling and Environmental Remediation Standards Act (act) require the Department to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the act. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. Plans and reports required by the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

11-00516 Fiberblade, LLC—Ebensburg Plant (100 Commerce Drive, Ebensburg, PA 15931) on March 29, 2011, a State Only Operating Permit was issued for the wind turbine rotor blade manufacturing facility in Cambria Township, Cambria County. The operation of the facility's air contamination sources are the Moulding Operation, the Finishing Operation, 600 KW Diesel Emergency Generator, and Miscellaneous Natural Gas Usages. Fiberblade is limited to 99 tpy NOx, 49 tpy VOC, 9 tpy of a single HAP and 24 tpy aggregated group of HAPs. The facility must maintain a 12-month rolling total of quantities of each VOC and/or HAP containing material used, facility wide VOCs and HAPs emitted, and the quantity of natural gas purchased. The facility is required to submit an annual facility-wide emissions report (AIMS Report) by March 1st each year for the previous calendar year. The facility must conduct weekly inspections around the plant periphery during daylight hours, while the plant is in operation, to observe for the presence of any odorous air contaminants, fugitive emissions, and additional operation requirements, monitoring requirements, and recordkeeping requirements for the facility.
