Notice to Public of Proposed Lead-Based Paint Hazard Control Action Located Within Flood- plains

 The purpose of this notice is to notify the public that the Department of Health (Department) is proposing to use Federal funds under the United States Department of Housing and Urban Development (HUD) Lead-Based Paint Hazard Control Grant Program within a Federal Emergency Management Agency (FEMA) designated 100-year floodplain. The proposed program would involve lead hazard control and associated minor rehabilitation on residential properties within the city limits of Johnstown and Berks and Fayette Counties. The target areas contain floodplains and project sites could be located within Flood Zones A, AE, A1-A30 or A99 as designated by the FEMA Flood Insurance Rate Maps.

Project: Lead Hazard Control Program, PALHB0517-12, $2,480,000, June 1, 2012, through May 31, 2015.

Purpose: To eliminate lead hazards in eligible low-income housing in Pennsylvania (LHCP). The LHCP will accomplish its goals by utilizing Commonwealth-certified inspectors to assess units for lead paint hazards. Units found to have a lead presence will undergo lead-based paint hazard reduction through interim controls or hazard abatement.

 Affected and interested agencies, groups and persons are encouraged to participate in this decision making process for the proposed action in the floodplain.
