Availability of Technical Guidance

 Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at www.elibrary.dep.state.pa.us. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft technical guidance documents.

Ordering Paper Copies of Department Technical Guidance

 The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.

 In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

 Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Final Technical Guidance—Substantive Revision

DEP ID: 275-2101-003. Title: Air Quality Permit Exemptions—Categories No. 33 and No. 38. Description: Consistent with the provision of 25 Pa. Code § 127.14 (relating to exemptions), the Department may determine sources or classes of sources which may be exempt from the plan approval and permitting requirements of 25 Pa. Code Chapter 127 (relating to construction, modification, reactivation and operation of sources). In accordance with 25 Pa. Code § 127.14(d), the Department is finalizing an amendment to the Air Quality Permit Exemption List for Category No. 33, pertaining to compressed natural gas fueling and Category No. 38, pertaining to oil and gas exploration, development, production facilities and associated equipment and operation.

 The Department published a notice at 41 Pa.B. 1065 (February 26, 2011) opening a public comment period for Technical Guidance Document No. 275-2101-003, entitled Air Quality Permit Exemptions. The comment period ended on May 26, 2011. Based on comments received during the public comment period for the February 26, 2011, proposal, the Department reproposed revisions to the technical guidance document solely with respect to Category No. 33 and Category No. 38. Notice of the public comment period was published at 43 Pa.B. 742 (February 2, 2013). This comment period ended on March 19, 2013. The Department received comments from 651 commentators. The Department has prepared a Comment and Response Document which is available on the Department's web site. At this time, the Department is finalizing only the revisions to Categories No. 33 and No. 38 of the Technical Guidance Document 275-2101-003. Any other revisions to the technical guidance document will be finalized at a later date.
