LAND RECYCLING AND ENVIRONMENTAL REMEDIATION
UNDER ACT 2, 1995
PREAMBLE 2
The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907).
Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P. S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

Groundwater & Environmental Services, Inc., 301 Commerce Park Drive, Cranberry Twp., PA 16066 on behalf of XTO Energy Inc., 395 Airport Road, Indiana, PA 15701 has submitted a Remedial Investigation/Final Report concerning site soils contaminated with aluminum, barium, boron, iron, lithium, manganese, strontium, vanadium, selenium and chloride from a release of brine. The report is intended to document remediation of the site to meet a combination of Statewide Health and Site Specific Standards. Notice of the RIR/FR Report was published in the Indiana Gazette on March 30, 2015.

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101—6026.907).
Section 250.8 of 25 Pa. Code and administration of the Land Recycling and Environmental Remediation Standards Act (act) require the Department to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the act. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. Plans and reports required by the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

The report is intended to document remediation of the site to meet the Statewide Health Standard. The Final Report demonstrated attainment of the Statewide Health standard, and was approved by the Department on May 19, 2015.
Sasriv Property, 226 Harrison Street, Hanover Township, Luzerne County. Crawford Environmental Services, 20 Cardinal Drive, Birdsboro, PA 19508 on behalf of Newell Fuel Service Inc., P. O. Box B, Dallas, PA 18612, submitted a Final Report concerning the remediation of site soil contaminated with No. 2 fuel oil. The Final Report demonstrated attainment of the Statewide Health Standard, and was approved by the Department on May 21, 2015.
REEB Millwork, 600 Brighton Street, Fountain Hill Borough, Lehigh County. MEA Inc., 1365 Ackermanville Road, Bangor, PA 18013, on behalf of Reeb Millworks, 600 Brighton Street, Bethlehem, PA 18015, submitted a Final Report concerning the remediation of site soils contaminated with diesel fuel. The Final Report demonstrated attainment of the Statewide Health Standard, and was approved by the Department on May 26, 2015.

The site is being remediated to a Residential Statewide Health Standard, and the Final Report was approved by the Department on May 20, 2015.

The operational limitations were established under Plan approval 55-00001G. Plan approval 55-00001G authorized the construction of three (3) natural gas-fired combined-cycle combustion turbines coupled with heat recovery steam generators (HRSGs) equipped with natural gas fired duct burners capable of producing 1,064 MWs of electricity at their facility in Shamokin Dam Borough, Snyder County. This plan approval is also an authorization for construction and operation of an emergency diesel generator and diesel fire pump.

The facility is made up of eight attritors and four ballmills where heptane is added to make the carbide slurry. The heptane is used to prevent oxidation. The attritors have water cooling jackets on the lids. The ballmills are equipped with a cool water jacket which is supplied by municipal water. The drying room is equipped with 3 vacuum dryers; each utilizes a condenser which employs vacuum technology to collect and contain greater than 95% of the vapors of each batch. For the most part the drying cycle is considered to be a closed loop system. There are baghouses to control particulate emissions.
The pollutants of concern from this facility are VOC from heptane and small amount of particulate matters. The overall potential VOC emission limit for the facility is 152 tons per 12 consecutive month period. The proposed TVOP renewal contains emission restriction, test-ing, monitoring, recordkeeping, reporting and work practice standards derived from the applicable requirements of Pa. AMS 15042: Envirowaste, LLC, (13 Pattison Avenue, Philadelphia, PA 19148) for installation of an asphalt grinder and a jaw crusher for processing construction and demolition waste. The jaw crusher and asphalt grinder are both powered by diesel engines. Particulate Matter (PM) emissions from the exhaust from the grinder and the crusher and the engines shall not exceed 2.60 tons/year. There will be potential Non-Methane Hydrocarbon and Nitrogen Oxides (NMHC+NOx) emissions of 15.7 tons/year. Carbon Dioxide (CO) emissions will have a potential of 12.4 tons/year. Total HAP emissions potential is less than 0.1 ton/year.
The plan approval will contain operating, monitoring, recordkeeping, and reporting requirements to ensure operation within all applicable requirements.

The facility's air emission source includes one (1) 200 Hps boiler, one (1) 300 Hps boiler, one (1) 500 Hps boiler, two (2) less than 50 Hps boilers, two (2) 1,520 Hps emergency generators, and two (2) emergency generators less 500 Hps.
102/NPDES Stormwater and 105/Water Obstruction & Encroachment Public Hearing The Department of Environmental Protection (Department) Waterways and Wetlands Program will be holding a fact finding hearing for the Chapter 102/NPDES Construction Permit Application No. PAI01151214 and Chapter 105/Water Obstruction and Encroachment Application E15-824, submitted by the Pennsylvania Turnpike Commission (700 South Eisenhower Blvd., Middletown, PA 17057) for the Widening and Reconstruction Project between Milepost 320 and 326 located in Tredyffrin Township, Chester County and Upper Merion Township, Montgomery County. The project proposes discharges of stormwater into Valley Creek (EV) and Trout Creek (WWF).
The hearing is tentatively scheduled for the week of July 13, 2015. The hearing will be held at approximately 7:00 p.m. The location will be in the Tredyffrin Township area. More precise information on the date and location of the hearing will be provided in a follow-up public notice.
The hearing is being held due to public interest in the project and to solicit pertinent comments on these applications. Copies of the applications are available for review in the Southeast Regional Office's Record Management Section, 2 East Main Street, Norristown, PA 19401 (484) 250-5910. The NPDES Application is also available for review at the Chester County Conservation District located at 688 Unionville Rd #200, Kennett Square, PA 19348 (610) 925-4920. Those interested in reviewing the applications should call to schedule a date to review the file.
Comments received will be considered by the Department in completing its review and prior to taking final actions concerning any of the applications. The hearing will not be a question and answer session.
Anyone intending to make a presentation at the hearing should submit written notice to the Regional Manager, Waterways and Wetlands Program, PA DEP, Southeast Regional Office, 2 East Main Street, Norristown, PA 19401. The notice should include your name, address and phone number, whether you are opposed or in favor of the project and a brief statement about your presentation. Comments should be kept brief and, depending on the number of speakers, may be limited to 5 minutes per speaker. Where groups are represented, a spokesperson is requested to present the group's concern. Anyone wishing to present written material directly to the Department may do so within 30 days following the hearing.

Approval of Source Water Protection Plan Southwest Region: Water Supply Management Program Manager, 400 Waterfront Drive, Pittsburgh, PA 15222-4745
Salisbury Commission Water Works (Public Water Supply), Somerset County: On May 18, 2015, the Safe Drinking Water Program approved the Source Water Protection (SWP) Plan for Salisbury Commission Water Works. The personnel involved with the development of this SWP Plan are to be commended for taking these proactive steps to protect this water source for their community. Development of the SWP Plan was completed with assistance from PA DEP's Source Water Protection Technical Assistance Program.
