Nutrient Credit Trading Program; Certification Requests

 The Department of Environmental Protection (Department) provides notice of the following certification requests that have been submitted under the Nutrient Credit Trading Program (Trading Program). See 25 Pa. Code § 96.8 (relating to use of offsets and tradable credits from pollution reduction activities in the Chesapeake Bay Watershed).

Credit Certification Requests

 The following requests are being reviewed by the Department.

Applicant Pollutant Reduction Activity Description
Lycoming Conservation District on behalf of Bernard
 Dincher (Lycoming County)
This certification request is for nutrient reduction credits to be generated from forest buffers and off-stream watering with fencing (pasture).
Lycoming Conservation District on behalf of Harold
 London (Lycoming County)
This certification request is for nutrient reduction credits to be generated from continuous no-till, cover crops, conservation tillage, forest buffers, off-stream watering with streambank fencing (pasture) and precision grazing.
Lycoming Conservation on behalf of Jim McCoy
 (Lycoming County)
This certification request is for nutrient reduction credits to be generated from continuous no-till, cover crops, conservation tillage, forest buffers, off-stream watering without fencing (pasture) and precision grazing/horse pasture management.
Lycoming Conservation District on behalf of Jeremie
 Snyder (Lycoming County)
This certification request is for nutrient reduction credits to be generated from continuous no-till, cover crops, conservation tillage and forest buffers.

Written Comments

 The Department will accept written comments on these proposed pollutant reduction activities for 30 days. The Department must receive comments on these requests for credit certification no later than Monday, July 24, 2017. Commentators can view submitted materials and are encouraged to submit electronic comments using the Department's eComment site at www.ahs.dep.pa.gov/eComment. Written comments can be submitted by e-mail to ecomment@pa.gov or by mail to the Policy Office, Department of Environmental Protection, Rachel Carson State Office Building, P.O.
