Medical Assistance Supplemental Payment

 The Department of Human Services (Department) is providing final notice of its funding allocation for Fiscal Year (FY) 2016-2017 supplemental payments to qualifying acute care general hospitals (hospitals) that provide a high volume of services to Medical Assistance (MA) and low-income populations in medically underserved areas. These payments are intended to promote the hospitals' continued participation in the MA Program. The Department is not otherwise changing the qualifying criteria or payment methodology for these payments.

 The Department published notice of its intent to allocate funding for these payments at 46 Pa.B. 7771 (December 10, 2016) using the blended Federal Medical Assistance Percentages (FMAP); however, the Department will use the standard FMAP to calculate the funding allocation. The Department received no comments during the 30-day comment period and will implement the change as described in the notice of intent.

Fiscal Impact

 The FY 2016-2017 impact as a result of the funding allocation for these payments is $3.111 million ($1.500 million in State general funds and $1.611 million in Federal funds).
