 Under section 2002b of The Administrative Code of 1929 (71 P.S. § 512) establishing the Department of Transportation (Department), the Director of the Bureau of Project Delivery, as delegated by the Secretary of Transportation, makes the following written findings:

 The Department is planning the following listed projects. Environmental and Section 4(f) Documentation have been developed for the following identified projects to evaluate the potential environmental impacts caused by these projects. The Section 4(f) documents also serve as the Section 2002 Evaluation. The approved documents are available in the CE/EA Expert System at http://www.dotdom2.state.pa.us/ceea/ceeamain.nsf. The environmental, economic, social and other effects of the proposed projects have been considered. Based upon studies, there is no feasible and prudent alternative to the use of the Section 2002 resources for the following proposed identified projects, and all reasonable steps have been taken to minimize the effects.

• SR 0000, Section L00—City of Titusville, Crawford County.

Project Description: The project is the removal of the Crawford County owned bridge that carries South Perry Street over Oil Creek.

Environmental Documents: CE 2 Evaluation approved on March 23, 2021, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on February 8, 2021.

Proposed Use of Section 4(f)/2002 Resource: The existing structure was determined to be eligible for listing on the National Register of Historic Places (NRHP).

• SR 0032, Section BSC—Morrisville Borough, Bucks County.

Project Description: The project is to provide two bicycle/pedestrian ramps to provide access from the Delaware Canal Towpath up to Bridge Street (SR 0032).

Environmental Documents: CE 1b Evaluation approved on February 9, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on February 1, 2021.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.2-acre of right-of-way (ROW) will be required from the 2.46-acre Delaware Canal State Park, which qualifies as a Section 4(f)/2002 resource.

• SR 2043, Section BBR—Middletown Township and Lower Southampton Township, Bucks County.

Project Description: The project involves the replacement of the structure that carries Brownsville Road (SR 2043) over Neshaminy Creek.

Environmental Documents: CE 1b Reevaluation approved on February 12, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved January 14, 2021.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.07-acre of ROW will be required from the 3.45-acre Periwinkle Park, which qualifies as a Section 4(f)/2002 resource.

• SR 7023, Section 007—Aston Township, Delaware County.

Project Description: The project is the replacement of the bridge that carries New Road Bridge (Delaware County Bridge # 7) over the West Branch of the Chester Creek.

Environmental Documents: CE 1b Reevaluation approved on March 8, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved June 12, 2017.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.03-acre of ROW will be required from the 1.6-acre Robert Poore JR. Memorial Park, which qualifies as a Section 4(f)/2002 resource.

• SR 0095, Section BRI—Philadelphia City, Philadelphia County.

Project Description: The project consists of improvement to improve safety, enhance mobility, increase capacity, increase efficiency and improve components along the SR 0095 mainline and surrounding city street network.

Environmental Documents: CE 2 Reevaluation approved on March 5, 2021, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that have Net Benefit Use approved on February 18, 2021.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.07-acre of ROW will be required from the Frankford Arsenal National Register Boundary, which is listed in the NRHP.

• SR 1005, Section 009—Latimore Township, Adams County.

Project Description: The project is the rehabilitation of the existing structure that carries Latimore Valley Road (SR 1005) over Bermudian Creek.

Environmental Documents: CE BRPA Reevaluation approved on March 2, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on August 18, 2020.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.003-acre of ROW from the 108.26-acre 1200 Latimore Valley Road Farm, which was determined to be eligible for listing in the NRHP.

• SR 0997, Section 039—Upper Mifflin Township, Cumberland County.

Project Description: The project is the replacement of the existing bridge that carries SR 0997 over an unnamed tributary to Three Square Hollow Run.

Environmental Documents: ED BRPA Evaluation approved on February 10, 2021, and Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on January 5, 2021.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.08-acre of ROW will be required from the McComb-Heberlig Farm, which was determined to be eligible for listing on the NRHP.

• SR 0030, Section 131—Salisbury Township, Lancaster County.

Project Description: The project is the replacement of the existing structure that carries SR 0030 over Houston Run.

Environmental Documents: CE BRPA Evaluation approved on February 17, 2021, and three forms of a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on December 3, 2020.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.03-acre of ROW will be required from the Pequea North Rural District, which was determined to be eligible for listing on the NRHP. Approximately 0.13-acre of ROW will be required from the approximately 3-acre Samuel Duffield Farm/Sign of John Addams Tavern, which was determined to be eligible for listing on the NRHP. Approximately 0.21-acre of ROW will be required from the 17-acre Slaymakertown Historic District, which was determined to be eligible for listing on the NRHP.

• SR 7205, Section 378—Frankstown Township, Blair County.

Project Description: The project is the replacement of the Blair County owned structure (Bridge 67) Bridge that carries West Loop Road (T-378) over Old Town Run.

Environmental Documents: CE BRPA Evaluation approved on January 19, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on December 10, 2020.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.4417-acre of ROW will be required from the 205-acre Frank and Nellie Thomas Farm, which was determined to be eligible for listing on the NRHP.

• SR 0030, Section A30—Forest Hills Borough, Allegheny County.

Project Description: The project is the replacement of the structure that carries Ardmore Boulevard (SR 0030) over Falls Run.

Environmental Documents: CE 1b Reevaluation approved on March 11, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on March 3, 2021.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.11-acre of ROW will be required from the 2.35-acre Cascade Glen Park, which qualifies as a Section 4(f)/2002 resource.

• SR 0030, Section A31—Forest Hills Borough, Allegheny County.

Project Description: The project is the replacement of the structure that carries Ardmore Boulevard (SR 0030) over Falls Run.

Environmental Documents: CE 1b Reevaluation approved on March 12, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on March 3, 2021.

Proposed Use of Section 4(f)/2002 Resource: Approximately 0.038-acre of ROW will be required from the 23.23-acre Forest Hills Park, which qualifies as a Section 4(f)/2002 resource.

• SR 1060, Section A20—Bell Township, Westmoreland County and Kiskiminetas Township, Armstrong County.

Project Description: The project is the replacement of Salina Bridge that carries Bridge Street (SR 1060) over the Kiskiminetas River and Norfolk Southern Railroad.

Environmental Documents: CE 2 Evaluation approved on January 26, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Bridges approved on December 28, 2020.

Proposed Use of Section 4(f)/2002 Resources: The Salina Bridge was determined to eligible for listing in the NRHP.

• SR 0367, Section 550—Auburn Township, Susquehanna County.

Project Description: The project is the replacement of the structure that carries SR 0367 over a branch of Tuscarora Creek.

Environmental Documents: CE BRPA Evaluation approved on March 31, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on March 24, 2021.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.038-acre of ROW will be required from the Leroy B. Lacey House, which was determined to be eligible for listing in the NRHP.

• SR 0023, Section 2NG—Tredyffrin Township and Upper Merrion Township, Montgomery County.

Project Description: The project is the rehabilitation of a section of Gulph Road (SR 3031) at the National Memorial Arch within Valley Forge National Historical Park. Work will include minor roadway adjustments and improvements to the existing trail.

Environmental Documents: CE 2 Reevaluation approved on March 31, 2021, a Nationwide/Programmatic Section 4(f) Evaluation for Projects that have Net Benefit Use approved on June 29, 2006, and FHWA concurred that the Section 4(f) commitments were met with a memo June 1, 2020.

Proposed Use of Section 4(f)/2002 Resources: The proposed project includes construction in the Valley Forge National Historical Park, mainly of the relocation of a section of North Gulph Road to a new alignment closer to the edge of the Park and up to 300 feet further away from the Park's welcome center.

• SR 3008, Section 003—Richland Township, Cambria County.

Project Description: The project is the resurfacing of Arbutus Avenue/Hostetler Road (SR 3008) from Belmont Street (PA 756) to Scalp Avenue (SR 3016) as well as drainage improvements.

Environmental Documents: ED 1b Reevaluation approved on March 29, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved April 10, 2020.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.038-acre of ROW will be required from the 2.27-acre Arbutus Avenue Park, which qualifies as a Section 4(f)/2002 resource.

• SR 4012, Section A10—Hempfield Township and Manor Borough, Westmoreland County.

Project Description: The project is the replacement of the existing structure that carries Brush Creek Road over Brush Creek.

Environmental Documents: CE BRPA Evaluation approved on March 29, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on March 12, 2021.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.09-acre of ROW will be required from the 12.2-acre Manor Borough Park, which qualifies as a Section 4(f)/2002 resource.

• SR 2003, Section 02M—Wharton Township, Fayette County.

Project Description: The project is the replacement of the existing structure that carries SR 2003 over Chaney Run.

Environmental Documents: ED BRPA Evaluation approved on March 31, 2021, and a Section 4(f) Non-Applicability/No Use approved on March 25, 2021.

Proposed Use of Section 4(f)/2002 Resources: Approximately 0.12-acre of ROW will be required from the 4,707.18-acre Forbes State Forest, which qualifies as a Section 4(f)/2002 resource.
