The plan approval has been extended for an additional 180 days.

18-00033A: Renovo Energy Center, LLC (12011 Sunset Hills Road, Suite 110, Reston, VA 20190) was issued a plan approval extension on January 22, 2021, for the extension of the construction period for the construction of a 950 megawatt power plant to be located in the borough of Renovo, Clinton County. The plan approval has been extended to January 21, 2022.

 The City of Philadelphia, Air Management Services (AMS) issued a renewal for a Minor State Only Operating Permit for the following facility:

OP18-000005: PBF Logistic Products Terminals, LLC (1650 South 51st Street, Philadelphia, PA 19143) for the operation of a Petroleum Bulk Station and Terminal facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources include eleven distillate tanks, and Distillate Rack Loading.

Administrative Amendment of the Title V Operating Permit issued under the Air Pollution Control Act (35 P.S. §§ 4001—4015) and 25 Pa. Code § 127.450. The Administrative Amendment incorporates terms and conditions from Plan Approval No. 46-0035I which is for the installation of four (4) boilers, one (1) emergency generator engine, and one above ground storage tank for No. 2 oil at the existing facility. The amended permit will include monitoring, recordkeeping, and reporting requirements designed to keep the facility within all applicable air quality requirements.

36-05147: Wenger Feeds, LLC (101 West Harrisburg Avenue, Rheems, PA 17570) on January 25, 2021, for the feed mill located in Mount Joy Borough, Lancaster County. The State-Only Permit underwent a minor modification in order to convert the backup fuel supply of the two (2) existing boilers from # 4 fuel oil to # 2 fuel oil, and to update the responsible official and permit contact.

41-00041: Lonza, LLC (3500 Trenton Ave, Williamsport, PA 17701-7924) on January 25, 2021, was issued a revised State-Only (Synthetic Minor) operating permit to incorporate the terms and conditions of Plan Approval 41-00041A for their Williamsport Plant facility located in the City of Williamsport, Lycoming County. The revised State-Only (Synthetic Minor) operating permit contains all applicable regulatory requirements including monitoring, recordkeeping and reporting conditions. Additionally, the State-Only (Synthetic Minor) operating permit was revised to reflect the change in the owner's name from Lonza Inc.

04-00708: Watco Transloading, LLC (2701 Route 68 West, Industry, PA 15052) Natural Minor Operating Permit on January 26, 2021, the Department of Environmental Protection (DEP) authorized a natural minor State-Only Operating Permit modification to correct a mis-classification of the facility as a synthetic minor facility during the previous permit renewal to a natural minor facility. The facility warehouses ferroalloy metals, pig iron, gypsum, steel, non-ferrous metals, and general commodities and is located in Industry Borough, Beaver County. Emission calculations were reviewed for this modification, and no permit conditions were changed. The permit includes emission limits, operating requirements, monitoring requirements, and recordkeeping requirements for the site.

04-00712: Watco Transloading, LLC (2701 Route 68 West, Industry, PA 15052) Natural Minor Operating Permit on January 26, 2021, the Department of Environmental Protection (DEP) authorized a natural minor State-Only Operating Permit modification to correct a misclassification of the facility as a synthetic minor facility during the previous permit renewal to a natural minor facility. The facility's operations include ferroalloy material handling, crushing, screening, and packaging for material unloaded at the nearby Lot # 1 and is located in Midland Borough, Beaver County. Emission calculations were reviewed for this modification, and no permit conditions were changed. The permit includes emission limits, operating requirements, monitoring requirements, and recordkeeping requirements for the site.

ACTIONS ON COAL AND NONCOAL MINING ACTIVITY APPLICATIONS


Actions on applications under the Surface Mining Conservation and Reclamation Act (52 P.S. §§ 1396.1—1396.31); the Noncoal Surface Mining Conservation and Reclamation Act (52 P.S. §§ 3301—3326); the Clean Streams Law (35 P.S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P.S. §§ 30.51—30.66); the Bituminous Mine Subsidence and Land Conservation Act (52 P.S. §§ 1406.1—1406.21). The final action on each application also constitutes action on the NPDES permit application and, if noted, the request for a Section 401 Water Quality Certification. Mining activity permits issued in response to such applications will also address the application permitting requirements of the following statutes; the Air Quality Control Act (35 P.S. §§ 4001—4015); the Dam Safety and Encroachments Act (32 P.S. §§ 693.1—693.27); and the Solid Waste Management Act (35 P.S. §§ 6018.101—6018.1003).

Permit No. 56081301 and NPDES Permit No. PA0235903. LCT Energy LP, 938 Mt. Airy Drive, Suite 200, Johnstown, PA 15904, to revise the permit and related NPDES Permit for land use change from existing forestland and unmanaged natural habitat to unmanaged habitat and industrial use for Brubaker Mine located in Shade Township, Somerset County. No additional discharges. The application was considered administratively complete on June 3, 2019. Application received: April 4, 2019. Permit issued: December 8, 2020.

Moshannon District Mining Office: 186 Enterprise Drive, Philipsburg, PA 16866, 814-342-8200, (Contact: Ashley Smith).

Permit No. 17180101 and NPDES No. PA0269891. Bell Resources, Inc., 1340 Hoyt Road, Curwensville, PA 16833, Commencement, operation, and restoration of a bituminous surface and auger mine located in Penn Township, Clearfield County affecting 146.2 acres. Receiving stream(s): unnamed tributaries to Bell Run classified for the following use(s): Cold Water Fishes. There are no potable water supply intakes within 10 miles downstream. Permit issued: January 22, 2021.

 Stream Variances Approved:

 This permit authorizes a variance to conduct surface mining activities within 100 feet of unnamed tributary ''N'' to Bell Run beginning at its spring source and extending downstream (east) approximately 570 feet as measured along the stream. Surface mining activities may be conducted within 100 feet of the above referenced stream, but no coal/industrial mineral removal activities may be conducted within 25 feet of the stream. A replacement ephemeral channel will be tied into the headwaters of UNT ''N'' starting at the current beginning of UNT ''N'' and extending upslope 325 feet.

 This permit authorizes a variance to conduct surface mining activities within 100 feet of unnamed tributary ''O'' to Bell Run beginning at its spring source and extending downstream (southeast) approximately 190 feet as measured along the stream, to its confluence with UNT ''N''. Surface mining activities may be conducted within 100 feet of the above referenced stream, but not within 50 feet of the stream.

 This permit authorizes a variance to conduct surface mining activities within 100 feet of unnamed tributary ''X'' to Bell Run beginning at its spring source and extending downstream (east) approximately 420 feet as measured along the stream. Surface mining activities may be conducted within 100 feet of the above referenced stream, but no coal/industrial mineral removal activities may be conducted within 50 feet of the stream.

 This permit authorizes a variance to conduct surface mining activities within 100 feet of unnamed tributary ''Y'' to Bell Run beginning at its spring source and extending downstream (east) approximately 410 feet as measured along the stream. Surface mining activities may be conducted within 100 feet of the above referenced stream, but not within 50 feet of the stream.

 This permit authorizes a variance to conduct surface mining activities within 100 feet of Unnamed Tributary ''Z'' to Bell Run beginning at its spring source and extending downstream (east) approximately 100 feet as measured along the stream. Surface mining activities may be conducted within 100 feet of the above referenced stream, but not within 25 feet of the stream.

 This permit authorizes a variance to conduct surface mining activities within 100 feet of Unnamed Tributary ''AA'' to Bell Run beginning at its spring source and extending downstream (southeast) approximately 75 feet as measured along the stream. Surface mining activities may be conducted within 100 feet of the above referenced stream, but not within 50 feet of the stream.

The DEP has taken action on the following plans and reports under the Storage Tank and Spill Prevention Act (35 P.S. §§ 6021.101—6021.2104).

 Provisions of 25 Pa. Code Chapter 245, Subchapter D, Administration of the Storage Tank and Spill Prevention Program, require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports.

 A remedial action plan is submitted to summarize the site characterization, document the design and construction details for the remedial action, and describe how the remedial action will attain the selected remediation standard. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

 The DEP may approve or disapprove plans and reports submitted. This notice provides the DEP's decision and, if relevant, the basis for disapproval.

Notice of Projects under the Environmental Good Samaritan Act.

 The Environmental Good Samaritan Act (27 Pa.C.S.A. §§ 8001—8114) provides certain protections and immunities from civil liability for landowners and persons who voluntarily undertake reclamation and abatement projects to address land and water adversely affected by mining or oil or gas extraction or exploration for natural resources and left in an unreclaimed condition or left discharging water pollution. In order for landowners and persons to qualify for immunity, the projects must be approved by the Department.

 The following project proposals have been received by the Department of Environmental Protection. A copy of the proposals is available for inspection at the DEP Northwest (Meadville) Regional Office at 230 Chestnut Street, Meadville, PA 16335 between the hours of 9:00 a.m. and 4:00 p.m.

 Written comments or objections may be submitted by any person or any office or head of any Federal, State, or local government agency or authority to the Department at the same address within 30 days of this publication.

 Written comments or objections should contain the name, address and telephone number of the person submitting comments or objections; the proposal identification number; and a statement of sufficient detail to inform the Department of the basis of the comment or objection and the relevant facts upon which it is based.

SWN Production Company, LLC is planning to plug an abandoned oil and gas well (API No. 015-90007) located in Stevens Township, Bradford County. The P Brown well is located in a wooded area with adjacent agricultural fields surrounding the location. The well plugging project will affect an area of 5 acres.
