Notice of Minimum Wage Increase under Executive Order 2016-02 Amended, Establishing a Minimum Wage for Employees of the Commonwealth and of Organizations Receiving State Contracts

 Executive Order 2016-02, Minimum Wage for Employees for the Commonwealth and of Organizations Receiving State Contracts, was signed by Governor Tom Wolf on March 7, 2016 (the Original Executive Order). The Original Executive Order raised the hourly minimum wage paid to employees of Commonwealth agencies under the Governor's jurisdiction and paid by contractors to workers performing work on or in connection with covered State contracts, as described in the Original Executive Order, to $10.15 per hour, beginning July 1, 2016; and beginning January 1, 2017, and annually thereafter, an amount determined in accordance with the methodology set forth in the Original Executive Order.

 On June 28, 2018, Executive Order 2016-02 Amended, Minimum Wage for Employees of the Commonwealth and of Organizations Receiving State Contracts (the 2018 Amended Executive Order), was signed by Governor Tom Wolf. The 2018 Amended Executive Order raised the hourly minimum wage paid to employees of Commonwealth agencies under the Governor's jurisdiction to $12.00 per hour, beginning July 1, 2018, and paid by contractors to workers performing work on or in connection with covered State contracts, as described in the 2018 Amended Executive Order, to $12.00 per hour, beginning on the effective date of the applicable contract or lease solicited or bilaterally modified on or after July 1, 2018; and beginning January 1, 2019, and annually thereafter, to an amount determined in accordance with the methodology set forth in the 2018 Amended Executive Order.

 On January 25, 2022, Executive Order 2016-02 Amended, Minimum Wage for Employees of the Commonwealth and of Organizations Receiving State Contracts (the 2022 Amended Executive Order), was signed by Governor Tom Wolf. The 2022 Amended Executive Order raised the hourly minimum wage paid to employees of Commonwealth agencies under the Governor's jurisdiction to $15.00 per hour on January 31, 2022, and paid by contractors to workers performing work on or in connection with covered State contracts, as described in the 2022 Amended Executive Order, to $15.00 per hour, beginning on the effective date of the applicable contract or lease solicited or bilaterally modified on or after July 1, 2022; and beginning January 1, 2023, and annually thereafter, to an amount determined in accordance with the methodology set forth in the 2022 Amended Executive Order.

 Under the 2022 Amended Executive Order, the 2018 Amended Executive Order continues to apply to workers performing work on or in connection with covered State contracts entered into before July 1, 2022, and this contract has not been bilaterally modified to include the 2022 Amended Executive Order. Notice is hereby provided that beginning July 1, 2022, the minimum wage rate to be paid workers performing work on or in connection with covered State contracts, as described in section 2 of the 2018 Amended Executive Order, will increase to $14.00 per hour.

 In addition, the original Executive Order continues to apply to workers performing work on or in connection with covered State contracts entered into after July 1, 2016, but prior to July 1, 2018, and these contracts have not been bilaterally modified to include the 2022 Amended Executive Order or 2018 Amended Executive Order. Notice is hereby provided that beginning July 1, 2022, the minimum wage rate to be paid workers performing work on or in connection with covered State contracts, as described in section 2 of the original Executive Order, will increase to $11.25 per hour.

 This notice is effective on July 1, 2022.
