Draft of Amendment to the 2021 Annual Action Plan

 The Department of Community and Economic Development (Department) is preparing an amendment to its 2021 Annual Action Plan. The purpose of the amendment is to allow Sandy Township, Clearfield County to pursue funding through the Federal Section 108 Program (Program). This Program allows local governments to leverage portions of their Community Development Block Grant (CDBG) funds into Federally guaranteed loans large enough to pursue physical and economic revitalization projects capable of redeveloping entire neighborhoods.

 Sandy Township is pursuing $875,000 through the Program to install an additional extension and conveyance system to the township's sanitary sewer system for an industrial park expansion as an economic development project.

 Notice is hereby given the amendment involved updating the Commonwealth's Methods of Distribution to include the Program. Under the Commonwealth's initiative to use the Program, the loans are guaranteed by the Commonwealth, committing the use of future CDBG funds to pay off the loan in case of default. The Commonwealth's 2022 Program loan capacity amount is $180,158,130.25. Currently, the Commonwealth has the amount of $19,275,000 in outstanding loans and is requesting to use $875,000 toward the Sandy Township project for a total outstanding obligation of $20,150,000.

 Individuals or organizations may provide written comments regarding this amendment. Written comments may be submitted to David Grey, Chief of Compliance and Technical Services, Center for Community and Housing Development, Department of Community and Economic Development, dgrey@pa.gov. Public comments will be accepted until Monday, September 26, 2022 by 4 p.m.
