DEPARTMENT OF CONSERVATION AND NATURAL RESOURCES

Proposed Exchange of Property Between the City of Philadelphia and the Department of Conservation and Natural Resources

 The Department of Conservation and Natural Resources (Department), Bureau of State Parks and the City of Philadelphia (City) are proposing to negotiate an exchange of property as follows:

 The Department is proposing to convey to the City a required right-of-way (ROW) easement for improvements to the intersection of Southampton Road and Roosevelt Boulevard (US Route 1), containing approximately 0.32869 acre (14,318 square feet), situated in the City, Philadelphia County and being part of Benjamin Rush State Park.

 The City, through funding and assistance provided by Brandywine Byberry, LP, its successors or assigns, is proposing to contribute $203,500 of funding toward the acquisition of a certain replacement property in Union Township, Berks County. The replacement land adjoins French Creek State Park and consists of approximately 12.016 acres. This replacement property will provide additional open space and public recreational opportunities in the southeast quadrant of this Commonwealth. The project also calls for additional improvements at Benjamin Rush State Park or the Department of Military and Veterans Affairs Delaware Valley Veterans Home (DVVH). Those improvements are as follows: 1) the center turning lane currently located on Southampton Road to accommodate the entrance of the State park and the DVVH will remain; 2) landscaping improvements will be made along Southampton Road to assist in screening the roadway from the State park; 3) the trail, fencing, bollards and other items at the pedestrian entrance to the park at the intersection of US Route 1 will be reconstructed; 4) the existing entrance sign for the State park and the DVVH will be replaced and relocated immediately outside of the expanded ROW granted to the City; and 5) the shared State park/DVVH access road at the intersection of Southampton Road will be improved to include an entrance lane, left exit lane and right exit lane.

Review and Comment:

 As is the policy of the Department, the public is hereby notified of this proposed exchange. Project documents will be available for review from May 20, 2023, until July 10, 2023, at the Benjamin Rush State Park office.

Oral or written comments, or both, will become part of the official document used in the final decision process.

 If, in the duration of the comment period, a significant amount of public concern develops, the Secretary of the Department may schedule a public informational meeting.
