Expired Voucher Renewal Application Solicitation for Driving PA Forward's Onroad Rebate Program

 The Department of Environmental Protection (Department) announces this opportunity to apply for renewal of expired Onroad Rebate vouchers issued during the calendar years (CY) 2021-2022 Onroad Rebate Program (Program) (August 2021—March 2022). The Program is one of the programs funded under the Driving PA Forward Initiative. This opportunity to retain funding is only available to those voucher holders with expired vouchers from the CY 2021-2022 program year (August 2021—March 2022) who are still actively working on completing their approved diesel emissions reduction project or who completed their project after voucher expiration.

 Voucher renewals will cover only those vehicle replacements and associated costs, as identified in the original CY 2021-2022 Program application and award. No new costs, project modifications or inflation of original vehicle price quotes (from 2021—2023 levels) will be considered.

 This application solicitation is only available to those with expired CY 2021-2022 Program vouchers issued by the Department. Applicants wishing to apply for rebate funding for a new diesel emissions reduction project must wait until the CY 2022-2023 Program application solicitation period opens to do so. The CYs 2022-2023 Program application period is expected to open within 4 weeks of the closing of this application period.

 The Department will not reimburse rebate recipients for project costs incurred prior to the date of the original rebate application or after the voucher expiration date.

 The Program guidelines and application instructions are available on the Department's Driving PA Forward web site at http://www.depgis.state.pa.us/DrivingPAForward/ or by contacting the Bureau of Air Quality at RA-VWMITIGATION@pa.gov or (717) 787-9495.

 A recorded presentation providing an overview of the Program and application process is available on the Department's Driving PA Forward web site. Applicants may use the contact information to submit questions or request clarification about information presented in the presentation or Program documents.

 Applications must be submitted through the Department of Community and Economic Development's Electronic Single Application web site, eGrants, at https://www.esa.dced.state.pa.us/Login.aspx. The application period for the CY 2021-2022 Program expired voucher renewals will open on June 30, 2023, and close at 11:59 p.m. on July 14, 2023.
