Notes of Decisions

   Chapter 69 is inapplicable to construction projects because it only applies to contracts for the purchase of goods and supplies. Section 69.1 limits goods and supplies only to equipment, furniture and furnishing, stationery, materials, or supplies that may be needed by a department, board or commission. PA Associated Builders and Contractors, Inc. v. Commonwealth Dep’t of Gen. Servs., 966 A.2d 576, 582 (Pa. Cmwlth. 2010).
