§ 9.21. Implementation by the Secretary.
(a) The Secretary shall be responsible for the development of a Commonwealth plan for educational broadcasting, in accordance with sections 523 and 525 of the Public School Code of 1949 (24 P. S. § § 5-523 and 5-525).
(b) The Secretary shall insure that there is full educational utilization of the noncommercial broadcasting stations, commercial stations, and cable television systems where feasible; as well as the development of all available Federal Communications Commission educational allocations; and the application for new educational allocations as needed.
(c) Closed-circuit television systems and other origination and distribution facilities may be developed at state colleges and universities, school districts, and intermediate units with the approval of the Secretary. These facilities may be integrated with the existing State educational-public television network and with each other and with commercial and noncommercial stations to form a statewide educational service.
