§ 3130.35. Placement prevention and reunification services.
Placement prevention and reunification services include all of the following:
(1) Counseling service. Supportive and therapeutic activities provided to a child or a childs family and directed at preventing or alleviating conditions, including crisis conditions, which present a risk to the safety or well-being of the child by improving problem-solving and coping skills, interpersonal functioning, the stability of the family, or the capacity of the family to function independently.
(2) Parent education. Practical education and training for parents in child care, child development, parent-child relationships and the experience and responsibilities of parenthood.
(3) Homemaker/caretaker service. Home help, home care skills instruction and/or child care and supervision provided to a child and the childs family in the childs home by a trained homemaker or caretaker.
(4) Part day service. Care and supervision for a child for less than 24 hours per day provided under a family service plan to enable the child to remain in or return to the childs own home.
Notes of Decisions Dependency
Considering enormous implications of dependency finding, such a determination can only be made in compliance with statutory requirements regarding dependency determinations and cannot be made by trial court sua sponte without petition for dependency having been filed. Fallaro v. Yeager, 528 A.2d 222 (Pa. Super. 1987).
