This subpart shall be known and may be cited as the ‘‘Legislative Procedure Manual.’’
§ 5.2. Scope of subpart.
(a) General.—This subpart summarizes the functions and procedures of the General Assembly relating to the enactment of laws, the passage of proposed amendments to the Constitution of Pennsylvania and the consideration and adoption of resolutions, motions and citations.
(b) Legislative rules and actions.—This subpart does not apply to the extent that it is inconsistent with the rules adopted by either house of the General Assembly or to the extent that either house of the General Assembly takes action inconsistent with this Subpart.
§ 5.3. Definitions.
The following words and terms when used in this subpart, have the following meanings, unless the context clearly indicates otherwise:
Bureau—The Legislative Reference Bureau.
Commonwealth agency—The Governor or any department, departmental board or commission, independent board or commission, legislative service agency or other officer or agency of the Commonwealth.
Constitution—The Constitution of Pennsylvania.
House—The House of Representatives of the Commonwealth of Pennsylvania or, when the context clearly indicates otherwise, either house of the General Assembly.
Senate—The Senate of the Commonwealth of Pennsylvania.
