Notes of Decisions A downward reclassification of Department of Environmental Resources employes was held not to be arbitrary or discriminatory, when it was done to preserve a pay difference between the supervisors and those supervised. Department of Environmental Resources v. Bartal, 618 A.2d 1062, 1069 (Pa. Commw. 1992).
