§ 130a.1. Registration requirements.

 (a)  Products to be registered. Products labeled, advertised or sold as soil conditioners or plant growth substances, as defined in section 2(17) and (18) of the Pennsylvania Fertilizer, Soil Conditioner and Plant Growth Substance Law (3 P. S. §  68.2(17) and (18)), the authorizing statute, shall be registered with the Department of Agriculture annually. Each separate product shall be registered. A product sold under different weight or measure need be registered only once.

 (b)  Parties to register the product. Either the manufacturer or the importer shall register the product to be sold in this Commonwealth.

 (c)  Registration procedures. The manufacturer or importer shall request from the Department of Agriculture an application form to initiate registration. Upon completion of the application, the requesting party shall include a sample of the label and fee of $15 with the application, sent to: Pennsylvania Department of Agriculture; Bureau of Plant Industry; 2301 North Cameron Street; Harrisburg, Pennsylvania 17110.
