§ 20.53. Regular certificate of compliance.
A regular certificate of compliance is issued if the facility or agency is in compliance with applicable statutes, ordinances and regulations.

In order to receive a regular license, petitioner was required to be in compliance in the first instance as opposed to responding and correcting violations cited under provisional license reviews.
