PUBLIC WATER SUPPLY (PWS) PERMIT APPLICATIONS
Acknowledgment of Notices of Intent to Remediate Submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).
Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.302—6026.305) require the Department to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of Notices of Intent (NOI) to Remediate. An acknowledgment of the receipt of a NOI to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. A person intending to use the background standard, Statewide health standard, the site-specific standard or intend to remediate a site as a special industrial area shall file a NOI to Remediate with the Department. A Notice of Intent to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site and a description of the intended future use of the site. A person who demonstrates attainment of one or a combination of cleanup standards or receives approval of a special industrial area remediation identified under the act will be relieved of further liability for the remediation of the site for contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.
Under sections 304(n)(1)(ii) and 305(c)(2) of the act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the NOI to Remediate is published in a newspaper of general circulation in the area of the site. For the following site, proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30-days of the date specified as follows. During this comment period, the municipality may request that the person identified as the remediator of the site develop and implement a public involvement plan. Requests to be involved and comments should be directed to the remediator of the site.
For further information concerning the content of a NOI to Remediate, contact the environmental cleanup program manager in the Department regional office listed before the notice. If information concerning this acknowledgment is required in an alternative form, contact the community relations coordinator at the appropriate regional office. AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.
Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate Department Regional Office.
Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

50-03007B: Atlantic Metal Industries LLC (600 Susquehanna Trail, Liverpool, PA 17045) for the construction of an aluminum sweat/copper wire burning furnace at the facility located in Liverpool Township, Perry County. The furnace will be an RSI Max4000SP. The emissions from the furnace in this project will not exceed the following limits: 1.71 tpy PM-10, 84.1 tpy SOx, 1.8 tpy CO, 3.11 tpy NOx, and 1.03 tpy VOC. The Department of Environmental Protection's (DEP's) review of the information submitted by the company indicates that the air contamination sources will comply with all regulatory requirements, including monitoring, recordkeeping, and reporting requirements, and pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on this finding, DEP proposes to issue a plan approval for the proposed construction. The facility is a State-Only facility. If DEP determines that the sources are constructed and operated in compliance with the plan approval conditions and the specifications of the application for plan approval, an initial operating permit application addressing the inclusion of the plan approval may be submitted for the facility per 25 Pa. Code Chapter 127.

03-179A: Leading Technologies, Inc (1153 Industrial Park Road, Leechburg, PA 15656). The Department of Environmental Protection intends to issue a plan approval to Leading Technologies, Inc for the installation of two replacement scrubber control devices at their facility located in Parks Township, Armstrong County. This is an existing non-Title V facility. Public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44.
This plan approval does not propose the installation of a new source of emissions. The proposed replacement scrubbers will be like for like replacements of control devices C01 (Alkaline Scrubber) and C02 (Acid Scrubber). The scrubbers will control emissions from Source 102 (Electroplating Department) with an estimated 99 percent efficiency (removing HAP and PM).
The Plan Approval will contain testing, recordkeeping, emission restriction, reporting, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.
In accordance with 25 Pa. Code § 127.44(f)(1), all the pertinent documents regarding this application (applications, review memos, and draft approvals) are also available for review from 8:00 a.m. to 4:00 p.m. at the Meadville Regional DEP Office (Air Quality). Appointments for scheduling a review must be made by calling the DEP at (814) 332-6940.
In accordance with 25 Pa. Code § 127.44(f)(2), a 30-day comment period, from the date of publication, will exist for the submission of comments. Any person(s) wishing to provide DEP with additional information, which they believe should be considered prior to the issuance of this permit, may submit the information to Regional Air Quality Program Manager, Pennsylvania Department of Environmental Protection, 230 Chestnut Street, Meadville, PA 16335-3494 and must contain the name, address and telephone number of the person submitting the comments, identification of the proposed plan approval [03-179A: Leading Technologies, Inc], and a concise statement regarding the relevancy of the information or objections to the issuance of the permit.
A public hearing may be held, if the Department of Environmental Protection, in its discretion, decides that such a hearing is warranted based on the comments received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or the Pennsylvania Bulletin or by telephone, where DEP determines such notification is sufficient. 25-029F: Erie Coke Corporation (925 East Bay Drive, Erie, PA 16512), for the proposed installation of a backup hydrogen sulfide (H2S) control system for coke oven gas in Erie City, Erie County. This is a Title V facility. The public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44. This plan approval will, in accordance with 25 Pa. Code § 127.450 or § 127.505, be incorporated into the facility operating permit at a later date.
Plan approval No 25-029F is for the proposed installation of a backup hydrogen sulfide (H2S) control system for coke oven gas. This Plan Approval will contain emission restriction, testing, recordkeeping, work practice standard and additional requirement conditions, which will satisfy the requirements of 25 Pa. Code § 127.12b (pertaining to plan approval terms and conditions) and will demonstrate Best Available Technology (BAT) for the source including, but are not limited to, the following:
• Source 805 (Coke Oven Battery—Underfiring System):
• All conditions from the expired operating permit with a revision date of August 1, 2017, are incorporated by reference into this plan approval.
• The coke oven byproduct gas which contains sulfur compounds, expressed as equivalent hydrogen sulfide, shall not exceed concentrations greater than 50 grains per 100 dscf at the exit of the Backup H2S Control System (C805E).
• The permittee shall sample the exit of the Backup H2S Control System (C805E), once every 8 hours—defined as once per 8-hour period with the initial sampling conducted within the first hour of operation, for H2S to show compliance with the H2S limit whenever the Backup H2S Control System (C805E) is in operation.
• The permittee shall monitor the following:
• Gas humidity in Box—hourly—defined as once per 60 minutes. Within 60 days after installation of the control device, the facility shall submit to the Department the procedure for monitoring the humidity within the boxes.
• Box Temperature—hourly—defined as once per 60 minutes
• Pressure Drop across Box—daily—defined as once every calendar day
• All recordkeeping shall commence upon startup of the source/control device. All records shall be kept for a period of five (5) years and shall be made available to the Department upon request.
• The permittee shall maintain records of the hours of operation for the Backup H2S Control System (C805E).
• The permittee shall record the following when the Backup H2S Control System (C805E) is in operation:
• Results of H2S sampling—every 8 hours
• Gas humidity in Box—hourly
• Box temperature—hourly
• Pressure drop across Box—daily
• The Backup H2S Control System (C805E) shall be in operation whenever the primary H2S Control System (C805A—H2S Absorber) is offline.
• The Backup H2S Control System (C805E) shall not be allowed to become dry and shall incorporate water, liquor and/or steam injection sprays either into the COG before the boxes or directly within the bed material while the boxes are in operation.
• The Backup H2S Control System (C805E) shall be operated at the following conditions:
• Gas humidity of greater than 65%
• Box temperature at or below 120F
• System Pressure Drop of less than 9.0 inches water column
In accordance with 25 Pa. Code § 127.44(f)(1), all the pertinent documents regarding this application (applications, review memos, and draft approvals) are also available for review from 8:00 a.m. to 4:00 p.m. at the Meadville Regional DEP office (Air Quality). The City of Philadelphia, Air Management Services (AMS) intends to issue a Plan Approval for installation of air pollution sources at the following facility:
IP19-000615: University of the Arts (320 S. Broad Street, Philadelphia, PA 19102) for the installation of air pollution sources at a private university, in the City of Philadelphia, Philadelphia County. The following significant stationary air emission sources are part of the Plan Approval: three (3) boilers firing natural gas each rated less than 4 MMBtu/hr, six (6) hot water heaters firing natural gas each rated less than 1 MMBtu/hr, and three (3) emergency generators, of which one (1) firing natural gas rated 315 BHP, and two (2) firing diesel fuel rated 114 HP and 435 HP. Additionally, four (4) insignificant fire pumps firing diesel fuel each rated less than 100 HP, five (5) insignificant hot water heaters firing natural gas each rated less than 0.2 MMBtu/hr and two (2) insignificant emergency generators, one (1) firing natural gas and one (1) firing diesel fuel, each rated less than 100 HP, are also included in the Plan Approval for facility-wide emission calculation, and they are required to follow the applicable requirements in the Plan Approval. The potential emission from the installation are as follows: (1) 12.93 tons per year (tpy) of Nitrogen Oxides (NOx), (2) 6.90 tpy of Carbon Monoxide (CO), (3) 0.91 tpy of Particulate Matter (PM), (4) 0.90 tpy of Volatile Organic Compound (VOC), and (5) 0.53 tpy of Sulfur Oxides (SOx). The plan approval will contain operating, monitoring, and recordkeeping requirements to ensure operation within all applicable requirements.

35-00002: PEI Power Corp., Archbald Power Station (PEI) (P.O. Box 157, 170 Power Blvd., Archbald, PA 18403-0157). The Department intends to issue a minor operating permit modification to the Title V Operating Permit for the electric generation facility located in Archbald Borough, Lackawanna County. As a major source, the facility is subject to the Title V permitting requirements of the Clean Air Act Amendments as adopted by the Commonwealth under 25 Pa. Code Chapter 127, Subchapter G.
The main sources at this facility consist of boilers and turbines. These sources have the potential to emit major quantities of regulated pollutants above Title V emission thresholds.
PEI's application requested that after a like-kind turbine core has been replaced, the permittee shall perform NOx and CO emission testing for the respective turbine compressor engine(s) within ninety (90) days of completing the replacement. This sampling shall be conducted with portable metering equipment in accordance with applicable manufacturer's calibration and operating procedures.
At least two (2) weeks prior to test performance, the permittee shall inform the Department, in writing, of the date and time of the test. Within sixty (60) days of completing the emissions testing, two (2) copies of a test report, including a comprehensive description of the turbine operating conditions during the testing, shall be submitted to the Department.
The Title V Operating Permit includes emission restrictions, work practice standards and testing, monitoring, recordkeeping, and reporting requirements to ensure compliance with all applicable Federal and State air quality regulations.

Also, in accordance with 25 Pa. Code §§ 129.91—129.100, the Department has made a preliminary determination to approve a RACT II plan to be submitted as part of the PA State Implementation Plan (SIP) for Anvil International's iron foundry.
The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the amended RACT approval for the facility, which are intended to satisfy the requirements for the 1997, 2008 and 2015 National Ambient Air Quality Standards (NAAQS) for ozone.
The proposed RACT II plan, if approved by DEP, will be issued as part of the renewal of the facility's Title V operating permit (67-05004). The relevant RACT II requirements will also be submitted to the U.S. Environmental Protection Agency (EPA) for approval and incorporation into Pennsylvania's State Implementation Plan. Requirements that are not part of the RACT II approval will be excluded from the SIP submittal.
The proposed RACT II requirements for this facility that are proposed to be submitted to the EPA as part of the SIP, are as follows:
I. Power Boiler 5 (036)
(a) Oxides of nitrogen (NOx) emissions from the No. 5 Power Boiler shall not exceed 0.39 lbs/MMBtu of heat input based on a 30-day rolling average. [Additional authority for this permit condition is derived from OP No. 67-306-006A]
(b) The No. 5 Power Boiler shall be equipped with a continuous emission monitor for NOx, measured in terms of lb/MMBtu on a 30-day rolling average. The continuous emission monitoring shall be conducted in accordance with 25 Pa. Code Chapter 139 and be approved by the Department.
(c) The continuous emission monitoring system for NOx as previously approved by the Department, must be operated and maintained in accordance with the quality assurance, recordkeeping and reporting requirements of Chapter 139 of the Department's rules and regulations and the Department's Continuous Source Monitoring Manual.
(d) The permittee shall monitor the following parameters for the SNCR system:
(1) Combustion zone temperature.
(2) Aqueous ammonia solution injection rate.
(3) Aqueous ammonia solution concentration.

(e) The permittee shall, at a minimum, record the following:
(1) Hours of operation for the SNCR system (hr/day).
(2) Daily amount of aqueous ammonia injected (gal/day).
(3) Concentration of aqueous ammonia (% wt).

(f) The permittee shall maintain a startup, shutdown, and malfunction plan for the SNCR system. [Additional authority for this condition is derived from PA 67-05004H]
(g)(1) The permittee shall operate the SNCR System at all times that No. 5 Power Boiler is operating, except during periods of startup, shutdown, or malfunction.
(2) The flow rate of aqueous ammonia to the SNCR System (Control Device ID C46B) shall be maintained greater than 0.44 gpm, unless a different value is demonstrated via CEMS or stack testing and is approved in writing by DEP. (h) Power Boiler 5 is subject to 40 CFR Part 63, Subpart DDDDD—National Emissions Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers and Process Heaters and shall comply with the tune-up requirements of the Subpart, including any applicable portions of 40 CFR Part 63, Subpart A—General Provisions.
(i) The boiler is subject to 40 CFR Part 60, Subpart Db—Standards of Performance for Industrial-Commercial-Institutional Steam Generating Units and shall comply with the following applicable requirements of the Subpart:
(1) Standard for nitrogen oxides, found at 40 CFR 60.44b.
(2) Compliance and performance test methods and procedures for particulate matter and nitrogen oxides, found at 40 CFR 60.46b [Only the nitrogen oxides provisions are relevant for RACT 2]
(3) Emission monitoring for particulate matter and nitrogen oxides, found at 40 CFR 60.48b [only the nitrogen oxides provisions are relevant for RACT 2].
(4) Any nitrogen oxides-related requirements in Reporting and recordkeeping requirements, found at 40 CFR 60.49b [derived from current T5 E G112].
(j) The permittee shall maintain records of any maintenance or modifications performed on Power Boiler 5 for five years. The records shall be made available to the Department upon written request pursuant to 25 Pa. Code § 129.100(d) and (i).
II. Recovery Boiler 3 (037)
(a) Nitrogen oxides emissions shall not exceed 118 lbs/hr on a thirty day rolling average as measured by a certified continuous emissions monitor. [Additional authority for this condition is derived from OP No. 67-315-008]
(b)(1) When firing black liquor and No. 6 oil, the No. 3 Recovery Boiler is subject to Subpart BB of the Standards of Performance for New Stationary Sources.
(2) When firing only No. 2 or No. 6 oil, the Recovery Boiler is subject to Subpart Db—Standards of Performance for Industrial—Commercial-Institutional Steam Generating Units.
(c) The permittee, with regard to Recovery Boiler 3, shall comply with requirements of Subpart MM—National Emission Standards for Hazardous Air Pollutants for Chemical Recovery Combustion Sources at Kraft, Soda, Sulfite, and Stand-Alone Semichemical Pulp Mills, found at 40 CFR 63.866.
(d) The No. 3 Recovery Boiler shall be equipped with a continuous emission monitor for NOx, measured in terms of lb/hr on a 30-day rolling average. The continuous emission monitoring shall be conducted in accordance with 25 Pa. Code Chapter 139 and be approved by the Department.
(e) The continuous emission monitoring system for NOx as previously approved by the Department, must be operated and maintained in accordance with the quality assurance, recordkeeping and reporting requirements of Chapter 139 of the Department's rules and regulations and the Department's Continuous Source Monitoring Manual.
(f) The boiler is subject to 40 CFR Part 60, Subpart Db—Standards of Performance for Industrial-Commercial-Institutional Steam Generating Units and shall comply with the following applicable requirements of the Subpart:
(1) Standard for nitrogen oxides, found at 40 CFR 60.44b.
(2) Compliance and performance test methods and procedures for particulate matter and nitrogen oxides, found at 40 CFR 60.46b [only the nitrogen oxides provisions are relevant for RACT 2].
(3) Emission monitoring for particulate matter and nitrogen oxides, found at 40 CFR 60.48b [only the nitrogen oxides provisions are relevant for RACT 2].
(4) Any nitrogen oxides-related requirements in reporting and recordkeeping requirements found at 40 CFR 60.49b
(g) The permittee shall maintain records of any maintenance or modifications performed on Source 037 Recovery Boiler 3 for five years. The records shall be made available to the Department upon written request pursuant to 25 Pa. Code § 129.100(d) and (i).
III. Fluo Solids Calciner (103)
(a) The permittee, with regard to Source 103 Fluo-Solids Calciner, shall comply with the requirements of Subpart MM—National Emission Standards for Hazardous Air Pollutants for Chemical Recovery Combustion Sources at Kraft, Soda, Sulfite, and Stand-Alone Semichemical Pulp Mills, found at 40 CFR 63.866.
(b) The permittee shall maintain a burner management system for Source 103 Fluo-Solids Calciner, which shall stop the flow of fuel when a flame is not detected.
(c) The permittee shall maintain records of any maintenance or modifications performed on Source 103 Fluo-Solids Calciner for five years. The records shall be made available to the Department upon written request pursuant to 25 Pa. Code § 129.100(d) and (i).
(d) The permittee shall maintain the monthly records of fuel usage, VOC emissions and NOx emissions for Source 103.
IV. # 3 Smelt Dissolving and Saltcake Mix Tanks (110)
(a) Source 110 is subject to Subpart MM—National Emission Standards for Hazardous Air Pollutants for Chemical Recovery Combustion Sources at Kraft, Soda, Sulfite, and Stand-Alone Semichemical Pulp Mills, and shall comply with the all applicable requirements of the Subpart.
(b) The permittee shall maintain monthly records of VOC emissions with regard to Source 110.
V. Bleach Plant (113A)
(a) The Bleach Plant Source 113A is subject to 40 CFR Part 63, Subpart S—National Emissions Standards for Hazardous Air Pollutants from the Pulp and Paper Industry and shall comply with all applicable requirements of the Subpart, including all applicable portions of 40 CFR Part 63, Subpart A-General Provisions.
(b) The permittee shall maintain monthly records of VOC emissions with regard to Source 113A.
VI. Uncontrolled Vents (111, 112, 119, 120)
(a) The facility is subject to 40 CFR Part 430.03, Best management practices (BMPs) for spent pulping liquor, soap, and turpentine management, spill prevention, and control, and shall comply with all requirements of the Subpart with regard to the uncontrolled vents at the facility.
VII. LVHC NCG Sources (192) and HVLC NCG Sources (196)
(a) Sources 192 and 196 are subject to 40 CFR Part 63, Subpart S—National Emissions Standards for Hazardous Air Pollutants from the Pulp and Paper Industry and shall comply with all applicable requirements of the Subpart, including all applicable portions of 40 CFR Part 63, Subpart A—General Provisions.
VIII. Paper Machines (115)
(a) The permittee shall limit the VOC emissions from the Source 115 Paper Machines to no greater than 71.2 tons per month based on a mass balance calculation of the VOC contained in the furnishes used at the Paper Machines.
(b) The permittee shall maintain the following monthly records with regard to Source 115: VOC emissions and use of paper machine furnishes.
[The previously listed requirements for Source 115 supersede the requirements for that source found in Plan Approval No. 67-02004B]
IX. Wastewater Treatment Plant (116)
(a) The permittee, with regard to Source 116 WWTP shall comply with the all relevant requirements of Subpart S, National Emission Standards for Hazardous Air Pollutants from the Pulp and Paper Industry, found at 40 CFR 63.440—459.

59-00002: Dominion Energy Transmission Inc. (5000 Dominion Boulevard, Glen Allen, VA 23060) to issue a renewal Title V Operating Permit for their Tioga Transmission Station located in Farmington Township, Tioga County. The facility is currently operating under Title V Operating Permit 59-00002. The facility's main sources include one 24.2 MMBtu/hr natural-gas-fired heater, two 4,200 brake-horsepower natural-gas-fired compressor engines equipped with oxidation catalysts, one 576 brake-horsepower natural-gas-fired emergency engine, and various storage tanks. The facility has potential annual emissions of 190.44 tons of carbon monoxide, 259.01 tons of nitrogen oxides, 0.20 ton of sulfur oxides, 2.81 tons of particulate matter including particulate matter less than 10 microns in size, 2.81 tons of particulate matter less than 2.5 microns in size, 43.99 tons of volatile organic compounds, 5.88 tons of formaldehyde, 10.60 tons of hazardous air pollutants, and 29,635 tons of greenhouse gases. The engines are subject to 40 CFR Part 63 Subpart ZZZZ—National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines. The emission limits, throughput limitations and work practice standards along with testing, monitoring, recordkeeping and reporting requirements have been included in the operating permit to ensure the facility complies with all applicable Federal and State air quality regulations. These operating permit conditions have been derived from the applicable requirements of 40 CFR Part 63 Subpart ZZZZ and Part 52 and 25 Pa. Code Article III, Chapters 121—145. Notice of Proposed Revision to the State Implementation Plan for Volatile Organic Compounds, Notice of Intent to Issue Modified Title V Operating Permit, and Notice of Public Hearing for the Air Quality Operating Permit 61-00011.
Approval of a Reasonably Available Control Technology (RACT II) plan for Sasol Chemicals (USA) LLC located in Cornplanter Township, Venango County.
In accordance with 25 Pa. Code §§ 129.96—129.100, the Pennsylvania Department of Environmental Protection (Department) has made a preliminary determination to approve an alternate Reasonably Available Control Technology (RACT II) plan and seeks approval of an amendment to the State Implementation Plan (SIP) for Sasol Chemicals (USA) LLC in Cornplanter Township, Venango County. And in accordance with 25 Pa. Code § 127.521, the Department intends to modify the Title V Operating Permit for the facility. The facility is located at 292 State Route 8, Oil City, PA 16301. The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the amended RACT II approval for the facility, which are intended to satisfy the requirements for the 1997, 2008 and 2015 National Ambient Air Quality Standard (NAAQS) for ozone.
The proposed amendments to the RACT II determination, if finally approved, will be incorporated into the modified operating permit (61-00011) for the facility. The relevant RACT II requirements will be submitted to the U.S. Environmental Protection Agency (EPA) as a revision to Pennsylvania's SIP and will remain in effect until replaced pursuant to 40 CFR 51 and approval by the EPA. Requirements that are not part of the RACT II determination will be excluded from the SIP submittal; this includes the provisions of the Department's presumptive RACT II requirements in accordance with 25 Pa. Code § 129.97, as they apply to existing sources at the facility.
The facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments due to its potential to emit volatile organic compounds (VOCs). The facility is therefore subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. Permitted sources at the facility include a gas-fired/oil-fired boiler, furnaces, dryers, distillation col-umns, process vessels, storage tanks, fired pump engines, and miscellaneous chemical process manufacturing equipment.
The following is a summary of the proposed amendments to the RACT II determination for this operation that will be submitted to the EPA as a SIP revision:
Source RACT II Requirement Krystal Unit North & South Dryers, Source 102: • VOC bypass emission limit of 8.9 tons per year, based on a 12-month rolling total.
• Emergency atmospheric bypass time shall not exceed 292 hour per year (based on a 12-month rolling total).314 & 340 Distillation Column Vents, Source 107: • VOC bypass emission limit of 13.2 tons per year, based on a 12-month rolling total.
• Emergency atmospheric bypass time shall be limited to 5% of distillation operating hours.
• Annual out-of-service inspections and periodic in-service inspections. Based on these inspections, perform maintenance to reduce air leaks into the system to reduce high oxygen concentrations that can cause atmospheric bypass.Public hearing. A public hearing will be held if requested by February 3, 2020 to accept oral comments on the proposed operating permit revision and the proposed SIP revision. The hearing will be held, if requested, on February 6, 2020 at 10 a.m. at the DEP Northwest Regional Office, 230 Chestnut St., Meadville, PA 16335. The last day to pre-register to speak at a hearing, if one is held, will be February 3, 2020. A 30-day comment period from January 4, 2020 will exist for the submission of comments, protests and information. 52-00003: GF Edwards, Inc. (204 State Route 435, Elmhurst Township, PA 18444-7692). The Department intends to issue a renewal State-Only Natural Minor Permit for GF Edwards, Inc. located in Greene Township/Borough, Pike County. A rock crushing plant is operated at the quarry. The sources at this facility are considered minor emission sources of nitrogen oxide (NOx), sulfur oxides (SOx), carbon monoxide (CO), total suspended particulate (TSP) and VOC's. 54-00037: Copperhead Chemical Company, Inc. (120 River Road Tamaqua, PA 18252). The Department intends to issue a renewal State-Only Natural Minor Permit for the Copperhead Chemical Company located in Walker Township, Schuylkill County. Activities performed at this facility include the manufacturing of pharmaceutical-grade nitroglycerin (glyceryl trinitrate) and diluted nitroglycerin mixtures for cardiac therapy and other medical treatments. Copperhead also manufactures energetic materials used in propellants, fuel additives, and munitions applications. The sources at this facility are considered minor emission sources of nitrogen oxide (NOx), sulfur oxides (SOx), carbon monoxide (CO), total suspended particulate (TSP) and VOC's. 47-00012: HRI, Inc. (1750 West College Avenue, Suite No. 1, State College, PA 16801) for operation of their Milton hot mix asphalt plant in Liberty Township, Montour County. The facility's main source is a batch hot mix asphalt plant equipped with a 125 MMBtu/hr fuel natural gas/oil fired aggregate dryer with the air contaminants controlled by a cyclone collector and a fabric collector operating in series. By taking a limit on the amount of asphalt concrete produced in any 12 consecutive month period to 540,000 tons, The facility has potential annual emissions of 43.05 tons of carbon monoxide, 17.86 tons of nitrogen oxides, 98.69 tons of sulfur oxides, 6.46 tons of particulate matter including particulate matter less than 10 microns in size, 19.16 tons of volatile organic compounds and 2.10 tons of hazardous air pollutants. The emission limits, throughput limitations and work practice standards along with testing, monitoring, recordkeeping and reporting requirements have been included in the operating permit to ensure the facility complies with all applicable Federal and State air quality regulations. These operating permit conditions have been derived from the applicable requirements of the Best Available Technology (BAT) requirements of 25 Pa. Code §§ 127.1 and 127.12, 40 CFR Part 60 Subpart I, and 25 Pa. Code Article III, Chapters 121—145. 04-00704: Buckeye Pipe Line Company, L.P. (9999 Hamilton Boulevard, Building 5, Breinigsville, PA 18031), In accordance with 25 Pa. Code § 127.441 and 25 Pa. Code § 127.425, the Department is providing notice that they intend to issue a synthetic minor, renewed, facility-wide, State Only Operating Permit for the continued operation of a gasoline breakout and natural gas liquids storage station, known as the Midland Breakout Station, located in Midland Borough and Industry Township, Beaver County.
Loadout of crude condensate, the portion of natural gas liquids remaining after methane, ethane, propane, and butane have been removed, is limited to a maximum of 100,000,000 gallons per year. Loadout of propane and butane is limited to a maximum total of 40,333,000 gallons per year. The station contains five storage tanks (1.4—4.2 MM Gallon capacity) that can store either gasoline or crude condensate, one distillate oil storage tank (2 MM Gallon capacity), a rail loadout for crude condensate, propane, and butane, a truck loadout for propane, and butane, and plant roads. Air pollution prevention equipment at the facility includes a vapor combustion unit, internal floating roofs, and LDAR monitoring.
Annual potential criteria emissions are 38.6 tons of VOC, 3.8 tons of VOC, 1.5 ton of NOx, and less than 1 ton each of PM10, PM2.5, and SO2. Annual potential HAP emissions are 5.9 tons in total, including 1.7 ton each of toluene and xylene. Sources at the facility are subject to 40 CFR Part 60, Subpart Kb—Standards of Performance for Volatile Organic Liquid Storage Vessels (Including Petroleum Liquid Storage Vessels) for Which Construction, Reconstruction, or Modification Commenced after July 23, 1984, and 40 CFR Part 63, Subpart BBBBBB— National Emission Standards for Hazardous Air Pollutants for Source Category: Gasoline Distribution Bulk Terminals, Bulk Plants, and Pipeline Facilities and 25 Pa. Code Chapters 121—145 (Air Resources). The permit includes emission limitations and operational, monitoring, reporting, and recordkeeping requirements for the station.

All comments must be received prior to the close of business 30 days after the date of this publication. In accordance with 25 Pa. Code § 127.428, prior to issuing an operating permit, the Department may hold a fact-finding conference or hearing at which the petitioner, and a person who has properly filed a protest under § 127.426 (relating to filing protests) may appear and give testimony. The Department is not required to hold a conference or hearing. Actual emissions from the facility in 2017 were estimated to be: 0.50 tpy of PM10, 5.53 tpy CO, 6.58 tpy NOx, 0.04 tpy SOx, 0.36 tpy VOC, and 0.00 tpy of combined HAPs. 21-05064: Atlas Roofing Corp. (817 Spangler Road, Camp Hill, PA 17011-5823) to issue a State Only operating permit renewal for the foam insulation operation located in Camp Hill Borough, Cumberland County. The facility's actual 2018 emissions are 20.86 tons of VOC and 8.3 tons of PM10. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping, and reporting requirements to ensure the facility complies with the applicable air quality regulations. 25-00066: Accuride Erie LP (1015 E 12th St, Erie, PA 16503-1520). The Department is providing notice that they intend to renew a State Only Natural Minor Operating Permit for operation of the aluminum truck wheel forging facility located in the City of Erie, Erie County. The facility's primary emission sources include three forging lines and associated sources, various natural gas-fired process and comfort heating sources, various finishing operations, and the emergency generators and fire pump. The potential emissions of the primary pollutants from the facility are as follows: 44.61 TPY (tons per year) NOx, 82.69 TPY CO, 16.59 TPY VOC, 63.16 TPY filterable PM-10, 62.07 TPY filterable PM-2.5, and 6.13 TPY SOx; thus, the facility is a natural minor. The facility was previously a synthetic minor, but various changes at the facility since the 2014 renewal has reduced the facility's potential emissions below Title V thresholds. The emergency fire pump is subject to 40 CFR 60 Subpart IIII, Standards of Performance for Stationary Compression Ignition Internal Combustion Engines. Two of the emergency generators are subject to 40 CFR 63 Subpart ZZZZ, NESHAP for Stationary Reciprocating Internal Combustion Engines. The renewal permit contains a compliance schedule for Forge Lines 5 and 6. The renewal permit will contain emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
25-00395: Eriez Mfg Co. (2200 Asbury Rd., Erie, PA 16506-1402). The Department is providing notice that they intend to renew a State Only Natural Minor Operating Permit for operation of the Eriez Magnetics manufacturing facility located in Millcreek Township, Erie County. The facility's primary emission sources include two spray paint booths and the paint gun cleaners, natural gas-fired process and comfort heating sources, a parts cleaner, the shot blasting booth, and a 60-kW natural gas-fired emergency generator. The potential emissions of the primary pollutants from the facility are as follows: 4.05 TPY (tons per year) NOx, 3.01 TPY CO, 9.70 TPY VOC, 0.93 TPY PM-10 and PM-2.5, and 0.02 TPY SOx; thus, the facility is a natural minor. The spray booths are subject to 25 Pa. Code § 129.52 or § 129.52d for miscellaneous metal parts surface coating processes. The renewal permit will contain emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
37-00322: Joseph A. Tomon Jr. Funeral Home & Crematory (97 Grim Avenue, Ellwood City, PA 16117), the Department intends to issue the renewal of the State-Only Operating Permit of a funeral home and crematory located in Ellport Borough, Lawrence County. Permitted air contamination sources at the facility are two cremators, each equipped with an afterburner as a control device. One cremator was initially authorized through PA 37-322A, which adopted restrictions and requirements from the recommended Best Available Technology (BAT) for crematory incinerators (DEP Doc. No. 275-2101-007). The other cremator was initially authorized through and is subject to requirements of GP-14, which pertains to General Plan Approval And/Or General Operating Permit for Human Or Animal Crematories (BAQ-GPA/GP-14). The facility is Natural Minor for permitting purposes. No significant changes in permit requirements are made in this renewal.

48-00116A: Brandenburg Industrial Service Co. (2217 Spillman Drive, Bethlehem, PA 18015) for their facility in the City of Bethlehem, Northampton County.
In accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Department of Environmental Protection (DEP) has received and intends to issue a Plan Approval to Brandenburg Industrial Service Co. (2217 Spillman Drive, Bethlehem, PA 18015) for their facility in the City of Bethlehem, Northampton County. This Plan Approval No. 48-00116A will be incorporated into a Natural Minor Permit at a later date.
Plan Approval No. 48-00116A is for the installation of one (1) 20,000 CFM baghouse to control dust from a scrap ingot processing operation. Particulate Matter (PM) emissions from the plant will remain under their 100 TPY threshold limit, 12-month rolling sum. The company shall be subject to and comply with 25 Pa. Code § 123.13 for PM emissions. These limits will meet BAT requirements for this source. The Plan Approval and Operating permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.

A public hearing may be held, if the Department of Environmental Protection, in its discretion, decides that such a hearing is warranted based on the comments received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or the Pennsylvania Bulletin or by telephone, where DEP determines such notification is sufficient.
