Final Order; 2021 Total Resource Cost (TRC) Test; Doc. No. M-2019-3006868

 In implementing the Alternative Energy Portfolio Standards Act (73 P.S. §§ 1648.1—1648.8) (Act 129), the Pennsylvania Public Utility Commission (Commission) originally adopted the 2009 Total Resource Cost (TRC) Test at Doc. No. M-2009-2108601, by order entered on June 23, 2009. The TRC Test provides energy efficiency and demand side management benefit/cost calculations for the alternative energy portfolios proposed by electric distribution companies in this Commonwealth. On December 19, 2019, the Commission entered an order adopting the 2021 TRC Test and an Avoided Energy and Capacity Cost Calculator (ACC) for an Act 129 Phase IV if one is hereafter adopted by the Commission.  The 2009 TRC Test was refined as the 2011 TRC Test at the original docket by order entered on August 2, 2011. It was further refined as the 2013 TRC Test at that same docket by order entered on August 30, 2012, for Phase II. The 2016 TRC Test for Phase III was adopted on June 22, 2015, at Doc. No. M-2015-2468992. The Commission's adoption of the 2021 TRC Test concludes the current update of the TRC Test for a Phase IV.

 Phase IV, if adopted would begin June 1, 2021. The currently assigned docket for matters relating to consideration of a potential Phase IV is Release of the Act 129 (Phase III SWE) Energy Efficiency Baseline Studies, Doc. No. M-2019-3006866. The 2021 Technical Reference Manual for an Act 129 Phase IV is at Doc. No. M-2019-3006867. The Commission notes that the 2021 TRC Test may need to be updated and expanded depending on the actual parameters of an adopted Act 129 Phase IV.
