Availability of Technical Guidance

 Technical guidance documents (TGD) are available on the Department of Environmental Protection's (Department) web site at www.depgreenport.state.pa.us/elibrary/. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final TGDs are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft TGDs.

Ordering Paper Copies of Department Technical Guidance

 The Department encourages the use of the Internet to view and download TGDs. When this option is not available, persons can order a paper copy of any of the Department's draft or final TGDs by contacting the Department at (717) 783-8727.

 In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to TGDs

 Following is the current list of recent changes. Persons who have questions or comments about a particular document should contact the person whose name and phone number are listed with each document.

Final TGD: Substantive Revision

DEP ID: 393-3301-003. Title: Turbidity Reporting Instructions for Public Water Systems Using Filtered Surface Water or Groundwater Under the Direct Influence of Surface Water (GUDI) Sources. Description: Revisions to this TGD are necessary because of significant regulatory revisions effected by the 2018 General Update of the Department's regulations at 25 Pa. Code Chapter 109 (relating to safe drinking water). The Department published notice of the availability of this draft TGD at 51 Pa.B. 3307 (June 12, 2021) with a 30-day public comment period. During the public comment period, the Department received comments from one commentator. The Department's responses to comments received during the public comment period on the draft TGD are contained in the comment response document accompanying the final TGD. To access the final TGD and the comment response document, visit the Department's eLibrary web site at www.depgreenport.state.pa.us/elibrary/ and select ''Technical Guidance Final Documents,'' then ''Safe Drinking Water,'' then look for the title and ID number previously noted for this TGD. Revisions to this TGD from draft to final include:

 1. Added additional responsibility of water suppliers to ensure accuracy of data reported to the Department.

 2. Updated Table 2 to break out combined filter effluent (CFE) performance level requirements and CFE maximum allowable turbidity.

 3. Added additional clarification on how to report CFE turbidity if system has no CFE tap and cannot calculate and record flow-weighted averages.

 4. Added/updated information about startup/shutdown turbidities, clarifying that those results should be included in total measurements when plant operation is not 24 hours per day, 7 days per week and that fractional hours may be reported.

 5. Updated screenshots from the Department's Drinking Water Electronic Lab Reporting System.

 6. Updated information on how to submit corrections by fax.

 7. Minor edits to other sections.
